Demonstrating its steadfast commitment to maintaining a peaceful and secure Province of Cebu, PCOL ABUBAKAR UDANG MANGELEN JR., Provincial Director of the Cebu Police Provincial Office, participated in the Cebu Provincial Peace and Order Council (CPPOC) 2nd Quarter Meeting held on June 4, 2026, at the Conference Room of the Cebu Provincial Capitol.

The meeting was presided over by Vice Governor Glenn Anthony O. Soco and attended by members of the Provincial Peace and Order Council, heads of national government agencies, law enforcement units, and other key stakeholders. Discussions focused on the province's peace and order situation, public safety initiatives, anti-criminality efforts, disaster preparedness, and collaborative measures aimed at addressing emerging security concerns.

The activity served as an important venue for strengthening coordination among government agencies and local partners, ensuring that policies and programs remain responsive to the needs of Cebuanos and supportive of the province's continued growth and development.

Personnel of the Bogo City Police Station confiscated illegal fi****ms and live ammunitions during the implementation of a search warrant operation in Barangay Libertad, Bogo City, Cebu on May 26, 2026.

The operation, conducted at Barangay Libertad, resulted in the arrest of a 41-year-old male suspect and the seizure of one caliber 9mm pistol with magazine and 41 live rounds of ammunition, as well as one caliber .38 revolver with five live rounds of ammunition. Authorities also recovered belt bags used to store the fi****ms and ammunition.

The operation stemmed from the implementation of a search warrant for violation of Republic Act No. 10591 issued by the Regional Trial Court in Bogo City. The search was conducted peacefully and orderly in the presence of barangay and media witnesses in compliance with operational procedures.

The confiscated fi****ms and ammunition were brought to Bogo City Police Station for proper documentation and disposition, while appropriate charges are being prepared against the arrested suspect.

CPPO APPREHENDS 618 VIOLATORS IN CONTINUED SAFER CITIES DRIVE

The Cebu Police Provincial Office sustained its intensified enforcement of local ordinances and traffic regulations under the Safer Cities Initiative, resulting in the apprehension of 618 violators during operations conducted across the province on June 3, 2026.

The latest accomplishment report showed that CPPO carried out 208 anti-criminality operations, leading to the enforcement of various local ordinances aimed at promoting discipline, public order, and community safety.

Among the recorded violations were 370 City and Municipal Traffic Ordinance violations, 100 cases of drinking in public places, 75 curfew violations involving minors, 38 individuals roaming in public without shirts, 30 violations of smoking in public places, and 5 cases involving the use of karaoke beyond the prescribed hours.

A total of 370 violators were fined, while 248 individuals were warned and released following proper documentation and orientation. The operations generated โ‚ฑ166,850.00 in fines and penalties, further highlighting the strict implementation of local laws and regulations across Cebu Province.

Provincial Director PCOL ABUBAKAR UDANG MANGELEN JR. emphasized that the initiative continues to serve as a preventive measure against disorder and criminality.
โ€œOur Safer Cities Initiative goes beyond ordinance enforcement. It is a proactive strategy that encourages discipline, accountability, and respect for the law. By addressing common public disturbances and traffic violations, we create safer environments where families, businesses, and communities can thrive. We urge the public to remain partners in maintaining peace and order by observing local regulations,โ€ said PCOL Mangelen.

Meanwhile, PRO7 Regional Director PBGEN ARNOLD EVANGELISTA ABAD commended CPPO personnel for their unwavering commitment to community safety. โ€œThe consistent implementation of the Safer Cities Initiative demonstrates the dedication of our police officers in preserving public order and preventing situations that may lead to criminal activities. These accomplishments reflect the effectiveness of proactive policing and strong collaboration with local government units and the community,โ€ PBGEN Abad stated.

For her part, Governor Pamela S. Baricuatro underscored the importance of shared responsibility in keeping Cebuโ€™s communities safe and orderly. โ€œPublic safety is a collective undertaking. City of Naga Police Arrest Two Drug Personalities, Seize โ‚ฑ20,400 Worth of Shabu

Personnel of the City Drug Enforcement Unit (CDEU) of the City of Naga Police Station arrested two drug personalities and confiscated suspected illegal drugs during a buy-bust operation conducted in Barangay Pangdan, City of Naga, Cebu on May 23, 2026.

Arrested were a 26-year-old Street Level Individual (SLI) and his cohort, a 33-year-old male all residents of Naga City,.Cebu.

The operation was carried out by operatives of the City of Naga Police Station-CDEU following an intelligence-driven anti-illegal drug operation coordinated with the Philippine Drug Enforcement Agency (PDEA).

Police authorities disclosed that the primary suspect was arrested after allegedly selling illegal drugs to a police poseur buyer, resulting in the confiscation of four (4) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing approximately 3.0 grams, with an estimated Standard Drug Price (SDP) of โ‚ฑ20,400.00.

Authorities further revealed that the buy-bust operation was conducted in the presence of insulating witnesses from the Department of Justice and an elected barangay official to ensure transparency and proper observance of legal procedures.

Investigation disclosed that the subject allegedly sourced illegal drugs from Cebu City before repacking and distributing them to buyers in the area for profit.

ABUBAKAR UDANG MANGELEN JR. lauded the operating personnel for the successful anti-drug operation and reiterated Cebu PPOโ€™s intensified campaign against illegal drugs. โ€œThis successful operation reflects the unwavering commitment of Cebu PPO in combating illegal drugs and dismantling drug activities in our communities. ARMED MAN ARRESTED, ILLEGAL FIREARM SEIZED IN CARCAR CITY

A 21-year-old man was arrested while an unlicensed firearm and ammunition were confiscated following a police response to a report of an armed individual in Barangay Bolinawan, Carcar City, on June 3, 2026.

At around 8:00 p.m., a concerned citizen sought police assistance after reportedly seeing an armed person in Sitio Relis Cambuntan, Barangay Bolinawan. Acting swiftly on the information, personnel of the Carcar City Police Station immediately responded to the area.

At approximately 8:30 p.m., responding officers successfully apprehended the suspect after catching him in possession and control of one caliber .22 revolver loaded with three live rounds of caliber .22 ammunition.

The arrest was carried out by members of the Carcar City Police Station with the assistance of alert personnel deployed in the area.

Police said the suspect failed to present any legal documents authorizing him to possess the firearm, resulting in his arrest for violation of Republic Act No. 10591, otherwise known as the Comprehensive Fi****ms and Ammunition Regulation Act.

The suspect was informed of the nature of his arrest and apprised of his constitutional rights in a language he understood. He was subsequently brought to the Carcar City Police Station for proper documentation and the filing of appropriate charges.

PCOL ABUBAKAR UDANG MANGELEN JR, Provincial Director of the Cebu Police Provincial Office, commended the concerned citizen and the responding officers for their prompt action, which led to the successful arrest of the suspect and the seizure of the firearm. "This accomplishment highlights the importance of community cooperation in maintaining peace and order. We encourage the public to remain vigilant and continue reporting suspicious activities to authorities. Through the support of our communities and the dedication of our police personnel, we can effectively prevent potential threats and ensure safer neighborhoods for everyone," PCOL Mangelen said.

As part of his continuing command visitation and inspection across Police Regional Office 7, Regional Director PBGEN ARNOLD EVANGELISTA ABAD conducted an inspection and visitation at the Regional Mobile Force Battalion 7 (RMFB7) on June 2, 2026.

Accompanying the Regional Director was Provincial Director PCOL ABUBAKAR UDANG MANGELEN JR, together with other senior officers and key officials of PRO7.

During the visit, PBGEN ABAD assessed the operational readiness, personnel welfare, administrative functions, and overall capability of RMFB7 to ensure that the unit remains mission-ready and responsive to emerging security challenges. He likewise engaged with personnel, emphasizing discipline, professionalism, accountability, and unwavering commitment to public service.

The inspection forms part of the Regional Director's efforts to strengthen organizational efficiency, enhance operational effectiveness, and reinforce the PNP's mandate of maintaining peace and order while ensuring the safety and security of the communities in Central Visayas.

TOP 9 MUNICIPAL MOST WANTED PERSON ARRESTED IN DANAO CITY FOR DRUG CASE

The relentless campaign against wanted persons of the Cebu Police Provincial Office resulted in the successful arrest of a Top 9 Most Wanted Person at the municipal level during a law enforcement operation conducted in Danao City on May 25, 2026.

Personnel of the Intel/Warrant Server of Danao City Police Station arrested a 38-year-old male listed as the Top 9 Most Wanted Person Municipal Level by virtue of a Warrant of Arrest for Violation of Section 5, Article II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 (Service of Sentence).

The warrant was issued by the Regional Trial Court, Branch 91, Danao City, Cebu, and was classified as non-bailable.

Authorities said the accused was immediately informed of the nature of his arrest and his constitutional rights in accordance with existing laws and procedures. He is currently under the custody of Danao City Police Station pending proper turnover to the issuing court.

The Women and Children Protection Desk (WCPD) personnel of the Cebu Police Provincial Office successfully concluded the two-day Workshop on Affidavit Making held on June 2-3, 2026, at the Kabalikat Hall, Cebu PPO Headquarters.

The workshop brought together legal practitioners and subject matter experts who shared their knowledge and expertise in affidavit preparation and legal documentation. During the afternoon session on June 2, PMAJ FELICITO R GARCIA JR., Provincial Legal Officer of Cebu PPO, discussed the fundamentals of affidavit making, highlighting the importance of accuracy, completeness, and adherence to legal standards in the preparation of sworn statements.

On the first day, Atty. Mary Francis M. Daquipil facilitated comprehensive discussions on legal procedures, affidavit drafting techniques, and best practices in documentation. Through practical exercises and case-based learning activities, participants were guided on how to prepare clear, concise, and legally sound affidavits that can effectively support investigations and case prosecution.

The second day of the workshop featured Assistant Prosecutor Atty. Mae Jonabelle Poblete-Malazarte during the morning session, who provided valuable insights on the prosecutorial perspective in evaluating affidavits and supporting documents. She emphasized the critical role of properly prepared affidavits in establishing probable cause and ensuring the successful prosecution of cases.

In the succeeding session, Atty. Magdalena Erfe Mangelen served as resource speaker and further enriched the participants' understanding of affidavit writing by discussing advanced legal considerations, proper narration of facts, and the evidentiary value of sworn statements in judicial proceedings.

The activity concluded with a closing program recognizing the active participation and commitment of WCPD personnel in enhancing their legal competencies. The workshop served as a valuable capacity-building initiative aimed at strengthening the investigative and documentation skills of police officers, particularly those handling cases involving women and children.

TOP 10 PROVINCIAL MOST WANTED PERSON, TOP 2 MUNICIPAL MOST WANTED PERSON NABBED IN TALISAY CITY

The intensified campaign against wanted persons of the Cebu Police Provincial Office resulted in the arrest of a Top 10 Most Wanted Person at the provincial level and Top 2 Most Wanted Person at the municipal level during an intelligence-driven operation conducted by personnel of the City of Talisay Police Station on May 25, 2026.

The accused, a 28-year-old male resident of Barangay Tabunoc, Talisay City, Cebu, was arrested by the Tracker Team of the City of Talisay Police Station.

The operation stemmed from an intelligence-driven law enforcement effort which led to the service of a Warrant of Arrest for Frustrated Murder issued by the Regional Trial Court, 7th Judicial Region, Branch 66, Talisay City, Cebu, with recommended bail fixed at Php120,000.00.

The arrested accused is now under the custody of the custodial facility of the City of Talisay Police Station pending turnover to the issuing court.
