Cebu City Task Force on Street Children (CCTFSC)

, Ministry of Labor, National Housing Authority, Ministry of Education, Lingap Center and Community Scouts from the government sector, and SOS, Share A Child Movement, St. Martin de Porres, Dangpanan, Free LAVA, Lihok Pilipina Foundation, David Livingstone, Sonshine, Corpus Christi, Don Bosco Boys Home from the NGO sector. Members were asked to attend a workshop seminar in June 1986 in Quezon City to familiarize themselves with programs and services under the project. In August 1986, the committee initiated Five Pillars of the Justice System dialogues to facilitate consultations among judges, prosecutors, police commanders, jail wardens and city council members. In 1987, Cebu City became a Third Country Program for Children (CPC III) area and received funds from UNICEF. Unlike other CPC areas during the third and fourth phases of the program where the project holder was always the city or provincial government, funds for Cebu City were coursed through the Cebu City Task Force which was an NGO. The first Chairperson was Mr. Boy Belocura from SOS Children’s Village. He was followed by Mrs. Zinna McGuire of the NHA and later by Mrs. Margot Osmena during whose term the organization was formally incorporated and became known as the “Cebu City Task Force on Street Children.”

In 1987, Cebu City Children’s Confederation was formed which served as a foil to the all-adult Task Force. The first president of the Confederation was from the Community Scouts Rehabilitation and Youth Guidance Center. The Confederation has since then grown with its members managing major annual Task Force activities for children such as the Christmas Convention and the Summer Camp. From just a committee with two sub-committees, the Cebu City Task Force has likewise grown to a membership of twenty two (22) NGOs and Gas. Five committees have been set up to implement its programs and services, viz.:

(1) Program Committee
(2) Legal Committee
(3) Advocacy Committee
(4) Operation Second Chance Committee
(5) Education and Culture Committee


1986 – The birth of the Cebu City Task Force on Street Children came about when a group from the National Street Children Project came to Cebu City to give orientation on the National Street Children Project to government and non-government organizations.

1987 - Cebu City became a Third Country Program for Children (CPC III) area and started to receive funds from UNICEF.

1989 – CCTFSC together with Mrs. Osmeña established the Children of Cebu Foundation, Inc.

1991 – CCTFSC and CCFI formally opened the Parian Drop-In Center, a temporary shelter and a processing center for children in need of special protection.

1993 – CCTFSC registered with the Securities and Exchange Commission.

1994 – Gatimpalang Pang-Lingkod Pook awarded CCTFSC for its strong networking with the local government unit and non-government organizations.

1995 – Present :
•Membership of the CCTFSC has grown from 9 member-agencies to 22 active member-agencies.
•Continued partnership with UNICEF, which is now on its CPC V.
•Accredited with the local government unit and receives funds for its annual activities like Summer Camp and Christmas Convention.
•A recipient of the Street and Urban Working Children Project of the Australian Agency for International Development (1995- 2003)
