St. Anthony Mother and Child Hospital (SAMCH) continues to strengthen its institutional capacity and contribute to the national effort to enhance preparedness and response to Chemical, Biological, Radiological and Nuclear in Health (CBRN-H) emergencies.
As part of this commitment, SAMCH actively participated in two major Department of Healthโ Health Emergency Management Bureau initiated activities held in Cebu City in SeptemberโOctober 2026.
โข๏ธ First, On September 21โ25, 2026 , the Chemical, Biological, Radiological, and Nuclear (CBRN) in Health Management: Radiological and Nuclear Medical Emergency Preparedness and Response Training held at the Cebu Grand Hotel.
The five-day training convened representatives from DOH hospitals nationwide, national government agencies, and subject-matter experts in radiological and nuclear emergencies to further strengthen the country's medical preparedness and response capabilities.
The program covered radiological and nuclear emergencies, its health impacts, health preparedness and response, CBRN mass casualty incidents, field medical triage, tabletop and practical simulation exercises.
SAMCH was represented by Dr. Benjamin B. Balaoro, Jr., SAMCH DRRM-H Manager and Member of the DOH National CBRN-H Management Committee.
Dr. Balaoro, who developed the National CBRN Triage SAVE system, served as a speaker, and contributed his expertise in CBRN Mass Casualty Incident Management and Field Medical Triage, including the CBRN Triage SAVE System, a triage framework specifically formulated and established for CBRN emergencies.

SAMCH also participated in the planning conference for the 2027 CBRN-H National Simulation Exercise, bringing together representatives from DOH hospitals, DOH-HEMB, CVCHD, PNP, BFP, Cebu Provincial Health Office, PDRRMO, Cebu City Health Office, and CDRRMO.
The conference focused on CBRN-H in law enforcement, health impacts of CBRN-H incidents, and the development of scenarios for the 2027 National SimEx, with emphasis on interoperability, coordination, and operational readiness.
