Questions Raised Over Mandaue City School Kit Procurement and Accountability

Another controversy is confronting the Mandaue City Government, particularly involving transactions during the administration of former Mayor Jonas Cortes and former Vice Mayor Glenn Bercede.

This follows earlier questions surrounding two city-owned ambulances worth approximately ₱6 million that reportedly remained unused for nearly six years because the necessary registration and ownership documents had not been properly transferred to the Mandaue City Government.

Now, questions are again being raised over the procurement of school supply kits worth approximately ₱58 million.

Based on the audit findings, 17,100 sets of school supply kits were certified as delivered and accepted. However, subsequent documents reportedly showed that 9,100 pairs of shoes were not actually delivered.

The issue raises a fundamental question: Who was responsible for inspecting, receiving, and certifying the delivery of the school kits?

The Department of General Services is among the offices tasked with receiving and accepting procured supplies for the city government. This places the actions and signatures of the personnel involved in the receiving and inspection process under scrutiny.

Among those whose roles have been mentioned are former DGS personnel, including Maria Sumayang, Bryan Samson and Elizabeth Troyo together with other employees involved in the transaction.

However, it would be premature to conclude that any individual committed an offense without a proper investigation. The critical question is whether the personnel concerned signed the receiving and acceptance documents based on their own assessment, or whether they were acting pursuant to instructions from higher authorities.

If the documents indeed certified that the complete 17,100 sets had been delivered despite the alleged shortage of 9,100 pairs of shoes, accountability must be established.

The personnel who signed the documents could potentially face administrative or even criminal consequences if an investigation determines that the certifications were knowingly false or that government procedures were deliberately violated.

At the same time, accountability should not stop at the employees who physically signed the documents.

If there were instructions from higher officials or if the procurement, inspection, acceptance and payment processes were influenced by individuals above the receiving personnel, those responsible should likewise be identified and held accountable regardless of position.

The controversy therefore raises a broader question about the chain of responsibility inside the Mandaue City Government during the administration of Mayor Jonas Cortes and Vice Mayor Glenn Bercede.

Who ordered the acceptance of the delivery?

Who verified the actual quantity of the school kits?

Who authorized the payment?

And why were 9,100 pairs of shoes allegedly certified as delivered when they were reportedly not?

These are questions that should be answered through a transparent investigation and proper audit procedures.

The issue is not simply about missing shoes. It is about public funds, government accountability and the integrity of the procurement and payment process.

If government employees are being asked to answer for their signatures, then the public also deserves to know whether those signatures were made independently or under instructions from higher authorities.

Ultimately, accountability should follow the evidence not merely the signature at the bottom of a document.

The Commission on Audit (COA) has called the attention of the Mandaue City Government over payments made under its procurement contract with Bihis Cruz, Incorporated for school supply kits intended for Grade 1 to Grade 3 pupils.

In Audit Observation Memorandum No. 2026-017 for the year 2025, COA noted that 17,100 sets of school supply kits were certified as delivered. However, a subsequent certification dated February 6, 2026, signed by several recipient public schools, stated that the customized rubber shoes—one of the essential components of the procurement package—had not been delivered.( A total of 9,100 pairs )

The schools included Opao, Mapandan, Paknaan, Basak, Labogon, Ronald Wood, Cubacub, Canduman, Don Calexto Yongco, Mandaue City Schools for Arts, Casili, Pagsabungan, Tabok, Tingub, Cabancalan 1 and 2, Maguikay, Bakilid, Banilad, and Tipolo.

BOC COLLECTIONS SURGE TO ₱757.4B, TRACKING ₱1-TRILLION GOAL

The Bureau of Customs collected ₱757.406 billion from January to September 2026, exceeding its ₱748.494-billion target by ₱8.913 billion or 1.2%, while posting a 7.9% year-on-year increase of ₱55.735 billion.

For September alone, the BOC raised ₱93.339 billion, surpassing its monthly target by ₱4.155 billion or 4.7%, as Commissioner Ariel Nepomuceno said the performance keeps the bureau on track toward its ₱1-trillion collection goal for 2026.

The Presidential Anti-Organized Crime Commission (PAOCC) extends its commendation to the National Bureau of Investigation (NBI), Bureau of Immigration (BI), Armed Forces of the Philippines (AFP), and local law enforcement authorities for their decisive, coordinated, and sustained inter-agency operation carried out against scam hubs in Zamboanga Sibugay and Makati City.

The collective and successive inter-agency operations conducted on September 30 and October 2, 2026, yielded significant enforcement results, with more than 120 foreign nationals arrested in Makati City and approximately 200 foreign nationals in Zamboanga Sibugay. The operations uncovered alleged criminal activities involving human trafficking, immigration violations, and scam-related offenses targeting local and international victims, with authorities continuing to verify the identities, circumstances, and involvement of other arrested nationals, including the identification and protection of potential victims.

These concerted government efforts underscore the nation’s firm resolve to disrupt and dismantle organized criminal networks that exploit technology, prey upon vulnerable individuals, and operate through legitimate business environments to perpetrate fraud, human trafficking, illegal recruitment, and other illicit activities that pose serious risks to the interests of the Filipino people.

The Government’s responsibility does not end with apprehension and enforcement. Every operation must also ensure that potential victims are identified, protected, and treated with dignity, particularly those who may have been subjected to trafficking, coercion, or exploitation. At the same time, individuals found responsible for violating Philippine laws must face appropriate legal action and be held accountable through fair proceedings and due process.

The PAOCC, under the leadership of Executive Director Undersecretary Benjamin C. Acorda Jr., reaffirms its strong support for partner agencies in pursuing a unified, whole-of-government approach to confronting transnational and organized crime and related illicit activities. As for the Filipino people, the Government remains steadfast in its duty to protect their safety, uphold their rights, and preserve an environment where everybody can live with dignity, security, and hope for a better future.

244 FOREIGN NATIONALS APPREHENDED IN ZAMBOANGA SIBUGAY POGO RAID

The Bureau of Immigration (BI), together with the NBI and AFP, apprehended 244 foreign nationals—mostly Chinese—in simultaneous operations targeting suspected illegal POGO-related activities in Siay and Alicia, Zamboanga Sibugay on October 2,2026.

Authorities also seized thousands of mobile phones, computers, SIM cards and other devices allegedly used in online scams, while the foreign nationals face investigation for possible immigration violations and deportation proceedings.

In Siay operation, government troops apprehended 113 foreign nationals, consisting of 110 Chinese nationals, two Cambodians, a Hong Kong national.

In Alicia operation, another 131 foreign nationals were apprehended ( mostly Chinese) Malaysian, Indonesian,Myanmar.

"The Bureau of Immigration is firmly implementing the government’s policy against illegal POGO operations. We will continue to enforce our immigration laws against foreign nationals who violate the conditions of their stay and ensure that the Philippines is not used as a base for illegal activities,” Bureau of Immigration Commissioner Joel Viado said.
