The Department of the Interior and Local Government (DILG)-7 successfully conducted the Panaghugpong: Training of Trainers on the Enhanced Climate and Disaster Risk Assessment (eCDRA) and Quantum Geographic Information System (QGIS) Mapping in Mandaue City.
Spearheaded by the LGCDD, the event aims to strengthen resilience and disaster risk management in the four-day capacity-building activity participated in by DILG personnel from Cebu Province, Bohol Province and from the highly urbanized cities of Lapu-Lapu, Mandaue and Cebu. Also present were representatives of Local Resource Institutes (Cebu Technological University, Cebu Institute Technology University, Foundation University, Holy Name University, University of San Carlos & University of San Jose Recoletos), League of Planners and LGU Sogod, Cebu.
The resource speakers for the activity were from Department of Human Settlements and Urban Development (DHSUD) 7โs EnP Roma Mae Quijano, EnP Van Karla Pobadora-Pios, Jacqueline Pono-Te, and Jessa Celocia Osmil.
LGCDD conducted the four-day activity spearheaded by Division Chief Maria Thelya Oporto, Asst. Division Chief LGOO VI EnP Jerson Obo, LGOO VI Leo Pasilang, and other regional office personnel.
On the first day, the participants navigated through key policy updates, pre-evaluation assessments, CDRA overview, and core concepts with expert personnel from DHSUD.
The following day, participants tackled climate impact chain analysis, CMIP6 projections, and hazard data management. The afternoon transitioned into practical hands-on demonstrations using QGIS to construct exposure databases and execute spatial analyses.
The third day focused on practical application, with participants drafting exposure and risk maps using QGIS, analyzing probability distributions, and synthesizing Major Decision Areas (MDAs) into structured summary matrices.
The final day featured intensive workshops and presentations of LGU CDRA maps and exposure database survey outputs. The event concluded with a closing remark delivered by LGCDD Chief Oporto.
