The Cebu City Office for Substance Abuse Prevention (COSAP) reaffirmed its commitment to strengthening the justice system as it participated in the Cebu Justice Zone Monthly Meeting held on May 29, 2026.
Representing COSAP, Executive Director Greg L. Rodriguez, RN, joined key justice sector leaders in the meeting presided over by Executive Judge Anacleto G. Debalucos. Also present was Executive Judge Marlon Jay G. Moneva, underscoring the strong collaboration among judicial leaders in Cebu City.
The monthly gathering served as a vital platform for stakeholders to align efforts, enhance inter-agency coordination, and address critical issues affecting the delivery of justice services. Discussions focused on advancing collaborative initiatives that support rehabilitation programs and promote community reintegration.
Through its active engagement, COSAP highlighted its ongoing role in building partnerships that aim to create a more responsive, efficient, and people-centered justice system in Cebu City.

Beyond Brigada Eskwela: Building a Community That Protects Every Child π
The Cebu City Office for Substance Abuse Prevention (COSAP) is deeply honored and grateful to have been invited as a resource speaker during the opening of Brigada Eskwela 2026 at Tisa National High School and Tisa Elementary School.
In front of parents, teachers, and community stakeholders, we shared vital information on Substance Use Disorder (SUD), patterns of substance use, early warning signs, prevention strategies, and referral pathways for treatment and recovery. More importantly, we emphasized that protecting our children from the dangers of substance abuse begins at home, is strengthened in school, and is sustained by the community.
This initiative is a groundbreaking step forward. For the first time, substance abuse prevention education became part of the Brigada Eskwela opening activities, recognizing that education is not only about preparing classrooms but also about preparing families and communities to face the challenges affecting our youth today.
We extend our heartfelt appreciation to the School Principals, NDEP Coordinators, the officials of Barangay Tisa, BADAC members, parents, teachers, and all partners who made this activity possible.

CEBU JUSTICE ZONE MONTHLY MEETING
The Cebu City Office for Substance Abuse Prevention (COSAP), represented by Executive Director Greg L. Rodriguez, RN, attended the Cebu Justice Zone Meeting held today. The meeting was presided over by Hon. Judge Anacleto G. Debalucos, Executive Judge of Cebu City, also present is Executive Judge Hon. Marlon Jay G. Moneva.
The meeting served as a venue for justice sector stakeholders to discuss collaborative initiatives, strengthen inter-agency coordination, and address matters aimed at improving the delivery of justice services in Cebu City. Through active participation, COSAP reaffirmed its commitment to supporting programs and partnerships that promote rehabilitation, community reintegration, and the overall advancement of the justice system.

Today, thirteen (13) COSAP Recovery Persons Who Use Drugs (RPWUDs) officially began their 10-day temporary employment under the TUPAD Community-Based Employment Program of DOLE.
More than a job, this opportunity represents hope, recovery, and a second chance at life. Through hard work and community support, these beneficiaries continue to rebuild their confidence, restore their dignity, and move toward a brighter future.
