Cebu City DWUP I Division for the Welfare of the Urban Poor

𝙄𝙉 𝙋𝙃𝙊𝙏𝙊𝙎: The second day of the UDHA Month Celebration 2026 was successfully concluded, commemorating Republic Act No. 7279, also known as the Urban Development and Housing Act.

The program featured a series of informative discussions, including Balanced Housing for Inclusive Urban Development presented by the Department of Human Settlements and Urban Development. This was followed by a presentation on the Enhanced Community Mortgage Program: Balanced Housing through CMP by the Social Housing Finance Corporation. Additionally, Cebu Landmasters, Inc. delivered a special presentation on Aligning Cebu City’s Specialized Housing Program with Balanced Housing Compliance. The program concluded with a discussion on Balanced Housing Compliance Monitoring by the Cebu City Planning and Development Office (CPDO).

𝙄𝙉 𝙋𝙃𝙊𝙏𝙊𝙎: The first day of our UDHA Month Celebration was successfully concluded, beginning with a Holy Mass to set a meaningful and hopeful tone for the event.

The program proper officially opened with a welcome message from Atty. Irish Dwight L. Remedio, Chairperson of the Local Housing Board, followed by an inspiring message from Ms. Chloe Manlosa-Osano, Director of PCUP Region VII. We were also honored by the presence of our Local Housing Board members, whose continued support strengthens our shared mission.

We proudly congratulate our beneficiaries who received their Self-Help Projects, Certificates of Eligibility, Memoranda of Agreement, Deeds of Absolute Sale, and Land Titles. We also extend our congratulations to the winners of the Urban Poor Solidarity Week Celebration 2025.

Our heartfelt thanks to everyone who joined us in this meaningful celebration of hope, progress, and community. We look forward to your continued participation in the upcoming activities.

𝗛𝗔𝗣𝗣𝗬 𝗨𝗗𝗛𝗔 𝗠𝗢𝗡𝗧𝗛, 𝗖𝗘𝗕𝗨 𝗖𝗜𝗧𝗬! 🏠✨

The 𝗨𝗿𝗯𝗮𝗻 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗔𝗰𝘁 𝗼𝗳 𝟭𝟵𝟵𝟮, also known as 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟳𝟮𝟳𝟵, was enacted on March 24, 1992 to address homelessness and informal settlements in the Philippines. This landmark law paved the way for programs that provide underprivileged and homeless families with access to affordable housing, basic services, and secure land tenure—giving communities the opportunity for safer, more stable, and dignified living conditions.

In Cebu City, this mission continues through the Division for the Welfare of the Urban Poor (DWUP), which works closely with communities and homeowners’ associations to support housing initiatives, strengthen community organization, and uphold the rights of the urban poor.

This March, we celebrate UDHA Month to honor the impact of this important law and to renew our collective commitment—government and communities alike—to building inclusive, resilient, and sustainable homes for every family.

𝙄𝙉 𝙋𝙃𝙊𝙏𝙊𝙎 | Last March 15, 2026, the Tugas San Roque Mambaling Homeowners Association of Barangay Mambaling successfully conducted a Fire Safety Drill Seminar facilitated by the Bureau of Fire Protection (BFP). The activity aimed to strengthen awareness and preparedness sa komunidad in preventing and responding to fire emergencies.

Dako kaayong pasalamat sa mga residente nga aktibong miapil sa maong seminar. Pinaagi sa maong activity, mas napalambo ang kahibalo sa komunidad kung unsaon paglikay ug unsaon pagresponde kung adunay sunog.

Permi natong timan-an nga 𝗙𝗜𝗥𝗘 𝗦𝗔𝗙𝗘𝗧𝗬 𝗜𝗦 𝗘𝗩𝗘𝗥𝗬𝗢𝗡𝗘’𝗦 𝗥𝗘𝗦𝗣𝗢𝗡𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗬. 🔥

Mga pamaagi sa pag-prevent sa sunog:
• Siguroa nga sakto ug dili overloaded ang electrical connections.
• Ayaw ibutang ang mga dali masunog nga materyales duol sa init o kalayo.
• Ayaw biyai ang giluto kung nagluto sa kusina.
• Siguroa nga maayong kondisyon ang LPG tank ug hose.
• Tudloi ang pamilya sa basic fire response ug emergency exit plan.

DWUP Team Ms. Cynthia Luces, Ms. Recthel Dosdos, and Ms. Willyn Soliva conducted a site visit today at Kawayan Villa Homeowners Association in Poblacion, Pardo, Cebu City for an on-site assessment to evaluate the current conditions, identify priority concerns, and provide assistance to support the needs of the association.
