COA FLAGS P30.7M IN LILOAN TYPHOON AID OVER MISSING RECORDS

The Commission on Audit (COA) flagged P30.714 million in financial assistance distributed by the Municipality of Liloan to households whose homes were damaged by Typhoon Tino in 2025, citing missing documents needed to verify beneficiaries’ eligibility.

The municipality provided P5,000 to families whose homes were totally damaged and P3,000 to those with partially damaged dwellings. However, auditors found no inspection reports, beneficiary assessment forms or other validation records attached to the disbursement documents.

Liloan management attributed the gaps to the urgency of disaster response, saying officials prioritized delivering aid and that some beneficiaries had temporarily relocated. It maintained that barangays and the Municipal Social Welfare and Development Office conducted validation and said the missing documents had been compiled for submission.

COA acknowledged the need to assist disaster victims promptly but stressed that emergency conditions do not exempt local governments from documentation requirements. It recommended that Liloan submit complete validation records for further audit procedures.
