The 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲–𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 (𝗧𝗠𝗦-𝗥𝗗𝗗) successfully conducted the 𝙑𝙖𝙡𝙪𝙚𝙨 𝙏𝙧𝙖𝙣𝙨𝙛𝙤𝙧𝙢𝙖𝙩𝙞𝙤𝙣 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 at Montefrio Garden Resort, Kapatagan, Digos City, Davao del Sur, Philippines.

The training provided participants with a meaningful avenue to reflect on the importance of personal, spiritual, and universal values and their role in shaping responsible decisions, ethical behavior, and purposeful public service. Through lectures, discussions, reflection activities, workshops, and sharing sessions, participants were encouraged to identify their core values and translate these principles into their daily work and personal lives.

The activity was further enriched by the valuable insights and guidance of the Resource Persons, 𝗦𝗵𝗲𝗶𝗸 𝗬𝗮𝘀𝘀𝗲𝗿 𝗙. 𝗔𝗯𝗱𝘂𝗹𝗹𝗮𝗵 and 𝗦𝗵𝗲𝗶𝗸 𝗕𝘂𝗸𝗵𝗮𝗿𝗶 𝗬. 𝗖𝗮𝗺𝗮𝗺𝗮, of the Bangsamoro Darul Ifta (BDI), whose contributions helped deepen the participants’ understanding of values, spirituality, accountability, and ethical conduct.

Beyond the learning sessions, the training served as an opportunity for self-reflection, renewed commitment, and collective growth, reinforcing the principle that effective public service is strengthened not only by knowledge and competence, but also by integrity, character, and values.

The 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 – 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 (𝗧𝗠𝗦-𝗥𝗗𝗗) continues to support the professional growth of its personnel by providing opportunities for learning, knowledge sharing, and meaningful engagement on important areas of public service.

On August 25–27, 2026, the Division participated in the 3-day Knowledge Exchange Forum (KEF) on GAD: A Faith-Based Approach on Empowering Families and Enhancing Work Ethics in the Workplace, held in Kidapawan City and organized by the Development Academy of the Bangsamoro (DAB) through its Center for Knowledge Management (CKM).

The forum provided participants with a platform to exchange knowledge, share experiences, and gain new perspectives on Gender and Development (GAD). The sessions covered the concepts, policies, and current GAD initiatives in the BARMM, as well as the integration of faith-based and cultural values into GAD efforts.

The activity also highlighted the role of faith-based perspectives in promoting gender equality, strengthening family well-being, and fostering ethical conduct and professionalism in the workplace. Through discussions, open forums, participant interactions, and learning sessions, the forum encouraged meaningful reflection on how values can contribute to more inclusive and responsive public service.

Through continued learning and knowledge exchange, TMS-RDD remains committed to strengthening the capacity of its personnel, promoting gender-responsive practices, and supporting a more inclusive, equitable, ethical, and values-based public service for the Bangsamoro.

The 𝙏𝙚𝙘𝙝𝙣𝙞𝙘𝙖𝙡 𝙈𝙖𝙣𝙖𝙜𝙚𝙢𝙚𝙣𝙩 𝙎𝙚𝙧𝙫𝙞𝙘𝙚 – 𝙍𝙚𝙨𝙚𝙖𝙧𝙘𝙝 𝙖𝙣𝙙 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩 𝘿𝙞𝙫𝙞𝙨𝙞𝙤𝙣 (𝙏𝙈𝙎-𝙍𝘿𝘿) successfully attended a 3-Day Gender and Development (GAD) Workshop on August 18–20, 2026, at Acacia Hotel, Davao City.

The workshop aimed to strengthen the knowledge and capacity of personnel in mainstreaming gender perspectives into research, policy development, planning, and organizational processe

📌 𝒟𝒜𝒴 1: 𝒰𝓃𝒹ℯ𝓇𝓈𝓉𝒶𝓃𝒹𝒾𝓃ℊ 𝒢𝒜𝒟

Participants explored fundamental gender concepts, including gender roles, stereotypes, gender issues, and the importance of gender mainstreaming in the workplace and in BARMM governance.

📌 𝒟𝒜𝒴 2: 𝒢𝒜𝒟 𝒜𝓃𝒶𝓁𝓎𝓈𝒾𝓈 𝒶𝓃𝒹 𝒯ℴℴ𝓁𝓈 𝒻ℴ𝓇 𝒢ℯ𝓃𝒹ℯ𝓇 𝒜𝓃𝒶𝓁𝓎𝓈𝒾𝓈

The second day focused on GAD Analysis, helping participants understand gender differences, gaps, roles, needs, and challenges experienced by women and men.

Participants were introduced to and applied various gender analysis tools, including the Gender Roles/Activity Profile, Access and Control Profile, Gender Needs Analysis, Gender Relations Analysis, Harvard Analytical Framework, and Moser Gender Planning Framework.

Through discussions and group exercises, participants analyzed gender issues relevant to BARMM and the workplace, particularly in research, policy development, participation, and organizational processes. The analysis helped identify root causes and possible gender-responsive solutions, providing a basis for developing GAD programs, budgets, and monitoring indicators.

📌 𝒟𝒜𝒴 3: 𝒢𝒜𝒟 𝒫𝓁𝒶𝓃𝓃𝒾𝓃ℊ, ℬ𝓊𝒹ℊℯ𝓉𝒾𝓃ℊ, 𝒶𝓃𝒹 ℳℴ𝓃𝒾𝓉ℴ𝓇𝒾𝓃ℊ

On the final day, participants translated identified gender issues into concrete GAD interventions, activities, indicators, budgets, and monitoring mechanisms. A workshop on the preparation of the Gender and Development Plan and Budget (GPB) was also conducted.

The workshop emphasized that GAD is not simply about conducting activities for women. It is about understanding how policies, programs, and organizational practices may affect women and men differently—and taking concrete steps to address gender gaps and inequalities.

Through continuous learning, collaboration, and capacity-building, TMS-RDD remains committed to strengthening gender-responsive research, policy development, planning, and governance in BARMM.

The three-day training aimed to strengthen the technical and analytical capacity of RDD personnel in applying Cost-Benefit Analysis (CBA) to support evidence-based research, program evaluation, resource allocation, and strategic decision-making.

With 𝙈𝙧. 𝘼𝙢𝙚𝙚𝙧 𝙃𝙖𝙨𝙨𝙖𝙣 𝙋. 𝘿𝙖𝙩𝙪𝙢𝙖𝙣𝙤𝙣𝙜, 𝘾𝙋𝘼, Senior Budget and Management Specialist, Ministry of Finance, and Budget and Management, serving as the Resource Person, participants gained practical insights into the application of CBA and its importance in evaluating programs and supporting sound, evidence-based decisions.

Through lectures, discussions, and practical activities, the training provided participants with a deeper understanding of CBA and its application in research and policy development. The activity further reinforces the commitment of TMS-RDD to producing quality, evidence-based research that supports informed decision-making and effective governance in the Bangsamoro.

The Tᴇᴄʜɴɪᴄᴀʟ Mᴀɴᴀɢᴇᴍᴇɴᴛ Sᴇʀᴠɪᴄᴇ (TMS) – Rᴇꜱᴇᴀʀᴄʜ ᴀɴᴅ Dᴇᴠᴇʟᴏᴘᴍᴇɴᴛ Dɪᴠɪꜱɪᴏɴ (RDD) proudly marks the successful submission and presentation of the 𝙊ʀɢᴀɴɪᴢᴀᴛɪᴏɴᴀʟ 𝙃ᴇᴀʟᴛʜ 𝘼ꜱꜱᴇꜱꜱᴍᴇɴᴛ (𝙊𝙃𝘼) Research Results covering the six (6) Special Programs of the Office of the Chief Minister (OCM). The findings were formally presented to TMS Director 𝗘𝗻𝗴𝗿. 𝗪𝗶𝗻𝗱𝗲𝗹 𝗣. 𝗗𝗶𝗮𝗻𝗴𝗰𝗮𝗹𝗮𝗻 highlighting another milestone in advancing evidence-based governance within the Bangsamoro Government.

This accomplishment reflects the dedication, professionalism, and teamwork of the Research and Development Division in conducting quality research that supports informed decision-making, organizational improvement, and policy development. Through a systematic research process and collaboration with stakeholders, the Division produced valuable insights that will contribute to strengthening the OCM’s Special Programs.

The conduct of the TMS-RDD Oᴘᴇʀᴀᴛɪᴏɴᴀʟ Pʟᴀɴɴɪɴɢ ꜰᴏʀ FY 2026 served as an important step in strengthening teamwork, improving coordination, and aligning the division plans and priorities with its mission and objectives.

The activity was further enriched by the inspiring message of TMS Director 𝗘𝗻𝗴𝗿. 𝗪𝗶𝗻𝗱𝗲𝗹 𝗣. 𝗗𝗶𝗮𝗻𝗴𝗰𝗮𝗹𝗮𝗻:

During the activity, sections presented their accomplishments, discussed bottlenecks encountered during implementation, and identified gaps, issues, and concerns affecting operations. The team also shared lessons learned and participated in workshops and collaborative discussions to develop more effective strategies and improve overall performance.

Through these discussions and workshops, the division was able to come up with a working document that will serve as a guide and reference in implementing plans, monitoring progress, and accomplishing targets for FY 2026.

As TMS-RDD moves forward for FY 2026, the operational planning strengthened the team’s commitment to excellence, professionalism, and meaningful public service for the Bangsamoro people.

On March 26, 2026, the OCM Strategic Performance Management Review Team (SPRMT) recognized outstanding employees and top-performing offices during the Annual Performance Review and Planning Conference (APRPC) held at the Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center, Cotabato City.

TMS–Research and Development Division, led by Chief Anabelle V. Esmael-Zailon, proudly celebrates this milestone as it was recognized as one of the Outstanding Divisions, an achievement that reflects the unit’s collective excellence, strong leadership, and unwavering commitment to its mandate.
Moreover, five of its personnel, Theressa G. Ebol, Norhyna B. Samal, Juhaira M. Juanday, Sitti Safra M. Nul, and Ahmad S. Ali, were honored as Outstanding Individuals, in recognition of their dedication, professionalism, and valuable contributions to delivering quality public service and enhancing institutional development efforts.
