The Ministry of Transportation and Communications - Bangsamoro Telecommunications Commission (MOTC-BTC) successfully completed the Basic Training, formerly known as the Safety of Life at Sea (SOLAS), held at the Davao Merchant Marine Academy (DMMA) in Davao City from August 3 to 10, 2026. The training was conducted pursuant to the directive of ๐๐๐๐ ๐๐ข๐ง๐ข๐ฌ๐ญ๐๐ซ ๐๐๐ซ๐ฆ๐ข๐ณ๐ข๐ ๐. ๐๐๐ฌ๐๐ก๐ฎ๐ to strengthen the safety and preparedness of BTC personnel during field operations.
The training is especially relevant to BTCโs field operations. As a regulatory office, BTC personnel regularly conduct inspection, validation, and monitoring activities in different areas of the Bangsamoro Region, including remote coastal municipalities and island provinces where travel by boat or other sea vessels is often required.
The seven-day training covered three main modules: ๐๐๐ซ๐ฌ๐จ๐ง๐๐ฅ ๐๐ฎ๐ซ๐ฏ๐ข๐ฏ๐๐ฅ ๐๐๐๐ก๐ง๐ข๐ช๐ฎ๐๐ฌ (๐๐๐), ๐

Through the PST module, participants learned important safety skills during maritime emergencies. They underwent practical exercises on the proper use of life-saving equipment and learned survival techniques that may be needed in case of an emergency at sea.
The FPFF module provided participants with knowledge and practical experience in preventing and responding to fire incidents. Participants also learned the proper use of firefighting equipment and took part in fire drills.
Meanwhile, the EFA module equipped participants with basic emergency response skills, including CPR and proper first aid. These skills can be useful during field activities, especially in remote areas where access to medical facilities may be limited.
By strengthening the safety and emergency response skills of its personnel, BTC aims to improve preparedness and minimize risks during official field activities, particularly those involving travel to island provinces and municipalities, while ensuring that personnel can safely carry out their inspection, monitoring, and validation responsibilities.
