The Development Academy of the Bangsamoro (DAB) conducted a Mandatory Onboarding Training for BARMM employees in Basilan on September 22-24, 2026, at Sitti Auna Riverland Resort, Lamitan City, Basilan. The three-day training brought employees together to better understand the Bangsamoro context, the values of public service, and the professional responsibilities that come with being part of the BARMM workforce.

The training covered four key areas: Bangsamoro Situationer, Understanding Moral Governance, Values Transformation and Professional Development, and Basic Office Skills. More than simply providing information, the sessions were designed to help employees understand why their work matters, how their individual roles contribute to the BARMM's mission, and how values can guide them in performing their responsibilities.

Through the onboarding program, DAB seeks to cultivate employees who are not only knowledgeable about their duties but are also intrinsically motivated to serve. By connecting public service with purpose, values, and responsibility, the training encourages employees to begin their BARMM journey with the right mindset. Ready to learn, grow, and contribute meaningfully to the Bangsamoro.

The Office of the Cabinet Secretariat (OCS) under the Office of the Chief Minister requested technical assistance from the Development Academy of the Bangsamoro (DAB) for the conduct of a Values Transformation and Professional Development (VTPD) session for its personnel. The request aimed to support the personal and professional development of employees and strengthen the application of values in the workplace and in the performance of their duties as public servants.

In response to the request, DAB facilitated the VTPD session, which focused on values, self-awareness, professionalism, and continuous improvement. Participants were encouraged to reflect on how their values influence their behavior, decisions, work performance, and interactions with others. The session also provided opportunities for participants to engage in meaningful activities that encouraged communication, cooperation, trust, shared responsibility, and positive workplace relationships.

The session provided participants with an opportunity to learn, reflect, interact, and strengthen their professional relationships while identifying areas for personal and professional growth. Through the technical assistance provided, DAB supported the Office of the Cabinet Secretariat in fostering a workplace grounded in shared values, collaboration, professional development, and commitment to quality public service.

The Development Academy of the Bangsamoro (DAB) successfully conducted the Mandatory Onboarding Training-SGA Edition bringing together personnel from the Schools Division Office (SDO) of Special Geographic Area (SGA) for a three-day capacity-building activity held on September 15-17, 2026, at Ace Royale, Midsayap, North Cotabato.

The training forms part of DAB’s continuing effort to orient, equip, and strengthen appointed personnel in the Bangsamoro Government by providing them with essential knowledge, skills, and values needed for effective public service.

Participants engaged in sessions on the Bangsamoro Situationer, Moral Governance, Values Transformation and Professional Development, and Basic Office Skills, providing them with a deeper understanding of the Bangsamoro Government, its guiding principles, and the standards expected of public servants.

Through the Mandatory Onboarding Training, participants were further equipped to carry out their duties with competence, integrity, professionalism, and commitment to serving the Bangsamoro people.

The Ministry of Science and Technology - Bangsamoro Autonomous Region in Muslim Mindanao (MOST-BARMM), in collaboration with the Development Academy of the Bangsamoro (DAB), conducted an 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 focusing on 𝐒𝐭𝐫𝐞𝐬𝐬 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭, 𝐂𝐨𝐧𝐟𝐥𝐢𝐜𝐭 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐇𝐢𝐠𝐡-𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 for its Directors and Division Chiefs.

The executive development program was designed to strengthen the leadership capabilities of MOST-BARMM officials in navigating workplace challenges, managing stress, resolving conflicts, and leading teams toward improved performance. Through interactive discussions, practical exercises, and reflective activities, participants were given opportunities to examine their leadership approaches and explore strategies that can be applied in their respective offices.

The sessions were led by 𝐌𝐢𝐠𝐮𝐞𝐥 𝐍. 𝐁𝐞𝐫𝐦𝐮𝐧𝐝𝐨, a development practitioner with expertise in social development, coaching, public speaking, conflict management, training, and education. His experience brought practical insights to the discussions and activities, encouraging participants to reflect on their leadership, understand different perspectives, and strengthen how they work with and lead others.

The participation of MOST-BARMM Directors and Division Chiefs underscored the importance of developing leaders who can effectively respond to organizational challenges while fostering collaboration, accountability, and a culture of excellence. Through its partnership with DAB, MOST-BARMM continues to invest in leadership development as an important part of strengthening the delivery of responsive and effective public service.

The Bangsamoro Transition Authority–Human Resource Management Division (BTA-HRMD), in collaboration with the Development Academy of the Bangsamoro (DAB), conducted a two-day Basic Records Management Training on September 1–2, 2026, in Cagayan de Oro City. The training aimed to strengthen participants’ understanding of proper records management and its importance in ensuring organized, accessible, and accountable public service.

The training covered the fundamental concepts, principles, and practices of records management, including the proper handling, organization, preservation, retrieval, and disposition of records. Participants were also introduced to the legal framework governing records management in public offices, emphasizing that proper recordkeeping is not merely an administrative task but an important responsibility of public officials and employees.

Through the collaboration between BTA-HRMD and DAB, the training provided participants with practical knowledge and approaches that can be applied in their respective offices. The activity reinforced the importance of maintaining reliable records as part of efficient office operations, institutional accountability, and quality public service.

The Development Academy of the Bangsamoro (DAB) facilitated the drafting of the Ministry of Transportation Communications- Bangsamoro Land Transportation Franchising and Regulatory Board (MOTC-BLTFRB) Driver’s Academy Module on September 2, 2026.

The activity brought together key personnel and stakeholders to develop a structured and relevant learning module aimed at strengthening the knowledge, skills, and professional competencies of public drivers in BARMM.

Through this initiative, DAB continues to support responsive, competency-based, and quality learning interventions for BARMM institutions and personnel.

COTABATO CITY — The Development Academy of the Bangsamoro (DAB), through its Center of Education and Extension, successfully conducted the first phase of its Certificate in Leadership, Management and Supervision ,a structured three‑phase short‑term course program from September 7‑10, 2026 at Abutazil Commercial Space, Cotabato City.

Designed to benefit all government employees across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the program was first offered to the Ministry of Labor and Employment (MOLE). In strong recognition of this initiative, MOLE responded by fielding a 20‑member delegation of dedicated officials and staff members. To encourage wider inter‑agency collaboration, DAB also accommodated four participants from the Ministry of Basic, Higher and Technical Education – Directorate General for Madaris Education (MBHTE‑DGME).

The training revolved around the vital core theme of Professional and Personal Management, ably facilitated by MOLE Director Annuarudin Tayuan, Board Secretary Bailyn Nanding, and Legal Officer Atty. Haris Pinguiaman.

Delivering an inspiring message of institutional support and vision, MOLE Director General Datu Surab A. Abutazil, Jr. reminded participants of the deeper purpose of public service: “Leadership is not merely a professional skill, but an Amanah—a sacred trust entrusted to those who serve the people.” Notably, this capacity‑building initiative is provided completely free of charge for qualified public servants throughout the BARMM, reflecting DAB’s commitment to accessible empowerment and workforce excellence.

The Ministry of Trade, Investments and Tourism (MTIT), in collaboration with the Development Academy of the Bangsamoro (DAB), conducted a 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐨𝐧 𝟕𝐒 𝐌𝐞𝐭𝐡𝐨𝐝𝐨𝐥𝐨𝐠𝐲 𝐢𝐧 𝐭𝐡𝐞 𝐖𝐨𝐫𝐤𝐩𝐥𝐚𝐜𝐞 𝐚𝐧𝐝 𝐄𝐟𝐟𝐞𝐜𝐭𝐢𝐯𝐞 𝐖𝐨𝐫𝐤 𝐭𝐞𝐚𝐦. The activity brought together personnel from the regional, provincial, and island offices of MTIT-BARMM.

The training introduced the participants to the 7S Methodology as a simple and practical way to keep the workplace organized, safe, and efficient. It also focused on building better teamwork through effective communication, cooperation, trust, and shared responsibility.

More than learning new workplace practices, the training also gave MTIT personnel from different offices an opportunity to connect, learn together, and strengthen their teamwork. Through this initiative, MTIT-BARMM and DAB continue to support the development of a more organized, efficient, and collaborative workforce for better public service.

The Development Academy of the Bangsamoro (DAB) successfully conducted the Mandatory Executive Coaching–School Head Onboarding Program on August 25–27, 2026, in Davao City, serving school heads from the SGA Division.

The three-day program focused on strengthening leadership competencies, moral governance, ethical decision-making, legal awareness, and professional accountability. Through interactive discussions, reflection activities, and practical learning sessions, participants gained insights to support effective and values-based school leadership.

DAB continues to support the Bangsamoro Government in developing competent, ethical, and accountable leaders who contribute to responsive public service and high-performing institutions across the Bangsamoro.

To foster stronger values-driven governance and enhance public service across the region, the Development Academy of the Bangsamoro (DAB), through its Center of Knowledge Management (CKM), recently gathered representatives from key Bangsamoro Offices, and Agencies for the Knowledge Exchange Forum on Gender and Development in Kidapawan City. The multi-day activity brought together members of the GAD Focal Point System and various attached offices under the Office of the Chief Minister, including BDI, BLA, BICTO, BIO, CSEA, OOBC, OSC, and TMS, to explore how Islamic faith and Bangsamoro cultural heritage can be actively integrated to advance GAD outcomes, empower families, and reinforce ethics in the workplace.

Facilitated by Resource Speaker Mohammad U. Balimbingan, SCL of the Bangsamoro Women Commission, the forum provided a meaningful space for cross-office dialogue on aligning public service with core Islamic values. Discussions focused on principles such as adl (justice), amanah (trust and responsibility), rahmah (compassion), and shura (consultation), examining how these faith anchors promote equity, dignity, and workplace accommodation. Participants reviewed existing agency programs, including faith-aligned literacy efforts, inclusive digital access, and community outreach, to highlight best practices, address implementation gaps, and promote shared household decision-making for family well-being.

The forum also addressed workplace ethics through structured reflections on Integrity, Professionalism, and Accountability, allowing participants to evaluate internal operational challenges and identify practical GAD mainstreaming opportunities within their respective offices. To maintain momentum beyond the event, participating agencies finalized action plans and established a sustainable Community of Practice (CoP). This initiative strengthens inter-office collaboration, peer mentoring, and joint knowledge management platforms across BARMM. Through these continuous learning initiatives, DAB reaffirms its commitment to developing a values-centered, inclusive, and professional bureaucracy for the Bangsamoro community.
