This is because our Multi-Purpose Vehicle will be in use for barangay-related activities during the day shifts. Consequently, we will have limited resources for transporting patients with medical and trauma emergencies during daytime hours.

𝐂𝐃𝐑𝐑𝐌𝐎 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐎𝐩𝐂𝐞𝐧 𝐭𝐨 𝐫𝐢𝐬𝐞 𝐢𝐧 𝐌𝐚𝐚

In line with the City Government of Davao’s efforts to further strengthen the city’s disaster preparedness, response, and resilience, a two-storey motorpool facility is set to rise in Barangay Maa as part of the City Disaster Risk Reduction and Management Office (CDRRMO) Emergency Operation Center.

On October 28, the CDRRMO, along with the City Engineer’s Office and other stakeholders, held a groundbreaking ceremony to mark the start of the project.

The establishment of the facility marks the second phase of the city government’s three-part development initiative that envisions to establish a comprehensive CDRRMO complex.

Early this year, a groundbreaking ceremony was also held in Barangay Malagos for the construction of the first phase of the project, the Malagos Warehouse, a crucial logistic and storage hub for emergency assets such as relief goods.

Alfredo Baloran, Head of the CDRRMO, said that the facility is designed to serve as a central hub for operational vehicles, heavy equipment, and other lifeline resources for vital disaster response and recovery operations across the city.

He added that the CDRRMO’s Search and Rescue Teams will be housed on the same facility.

Once the facility is established, the construction of the CDRRMO Emergency Operation Complex is set to commence in the same location.

With its strategic location, the CDRRMO Emergency Operation Complex is set to become the city’s operations and communications hub in times of disasters.

“What we are building here today is more than infrastructure, it is a system readiness and collaborations ensuring that when disaster strikes, the City of Davao will always stand––ready to respond, recover, and rise stronger,” Baloran said.

Davao City Acting Mayor Sebastian Duterte, in a message read by City Councilor Alberto Ungab, said that the city government remains committed to prioritizing disaster risk reduction and mitigation for the safety of the city’s residents.

“Over the years, we continue to strengthen our collective efforts to expand the scope of disaster resiliency, promote effective programs and strategies and enhance multisectoral coordination in disaster responsiveness,” he said.

“The establishment of the emergency operation center which will serve as the central command hub of the city during emergencies is a welcome addition to our existing disaster risk reduction and management hubs across the city,” Duterte added.

Over the years, the city government continued to strengthen and expand the scope of disaster resiliency by promoting effective programs and strategies, a testament of its commitment to building a more disaster resilient community that prioritizes the safety and well-being of every Dabawenyo. CIO

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest Wind Signal that will likely be hoisted throughout its passage is Wind Signal No. 5.

Furthermore, UWAN will also bring occasional gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

• Saturday to Sunday (08 to 09 November): Palawan, Visayas, and Mindanao.

Coastal Flooding
There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 48 hours over the low-lying or exposed coastal communities of Quezon including Polillo Islands, Camarines Norte, Camarines Sur, Catanduanes, Albay, and Sorsgon. • Up to 5.0 m: The northern and eastern seaboards of Catanduanes; the eastern seaboard of Northern Samar

• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• UWAN is forecast to move west northwestward until Monday (10 November) before turning generally north northwestward by Tuesday (11 November). On the track forecast, the center of UWAN may make landfall over the southern portion of Isabela or the northern portion of Aurora on Sunday (09 November) late evening or Monday early morning. After landfall, UWAN will traverse the mountainous terrain of Northern Luzon and emerge over the West Philippine Sea on Monday morning or afternoon.
• UWAN is forecast to rapidly intensify and may reach super typhoon category tomorrow evening or Sunday morning. It may also make landfall at or near its peak lifetime intensity. The interaction with the terrain will cause UWAN to weaken, but it is expected to remain as a typhoon throughout its passage over Northern Luzon and West Philippine Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

In the Philippines, your safety during disasters and typhoons is the top priority. The government has established clear guidelines and procedures for evacuation, primarily based on two important laws: Republic Act (RA) 10121 and RA 12287.

- Republic Act (RA) 10121 (Philippine Disaster Risk Reduction and Management Act of 2010): This law emphasizes being prepared for disasters rather than just reacting to them. It enables local government units (LGUs), through their Disaster Risk Reduction and Management Councils (DRRMCs), to recommend evacuations when a disaster is likely to happen.
- Republic Act (RA) 12287 ("Declaration of a State of Imminent Disaster Act," signed September 2025): This law strengthens the country's ability to act quickly before a disaster strikes. It allows national and local governments to take proactive steps, including:
🔴Pre-emptive Evacuations: Moving people to safety before a disaster hits.
🔴Public Advisories: Providing timely information and warnings to the public.
🔴Prepositioning of Relief Goods and Response Teams: Preparing resources and personnel for immediate assistance.

Many LGUs have also created their own rules to ensure public safety. For instance, Davao City has Ordinance No. 0246-23, known as "The Preemptive and Emergency Evacuation Ordinance." This ordinance penalizes residents who resist or refuse to evacuate during a declared emergency.
