***A PLEA FOR JUSTICE & DIGNITY**
For the MUSLIMS & IPS in the Philippines
PRESS RELEASE. - MUST READ!
Pertubuhan Bangsa Melayu Filipina (PBMF)
Pertubuhan Warisan Bangsa Melayu Filipina (PWBMF)
For Immediate Release
PBMF Expresses Deep Concern Over Presidential Veto of the Muslim and Indigenous Peoplesâ Cemetery Bill of Senator Robin Padilla
Manila, Philippines â The Pertubuhan Bangsa Melayu Filipina (PBMF) expresses profound concern and sorrow over the recent veto of the proposed law establishing public cemeteries dedicated to Muslim communities and Indigenous Peoples (IPs). For PBMF, this decision underscores a longstanding struggle for dignity, recognition, and equal treatment under the law.
A Matter of Rights, Not Preference
PBMF emphasizes that the right to a culturally and religiously appropriate burial is protected under Philippine law and international human rights instruments, including:
1987 Philippine Constitution
âArticle II, Section 11: The State shall value the dignity of every human person.
âArticle III, Section 5: Guarantees freedom of religion, including Islamic burial rites.
âIndigenous Peoplesâ Rights Act (RA 8371)
âSections 32â34: Protect ancestral burial grounds and customary funeral practices.
âBangsamoro Organic Law (RA 11054)
âMandates State support for Islamic and Indigenous cultural expressions.
âUniversal Declaration of Human Rights, Article 18
âProtects religious practice without hindrance.
âUN Declaration on the Rights of Indigenous Peoples (UNDRIP), Articles 11â12
âRecognizes the right to maintain and access traditional burial sites.
âThese legal foundations are clear,â PBMF stated. âCulturally appropriate burial is a fundamental human rightânot a privilege subject to political delay.â
Emotional and Cultural Impact
The veto leaves Muslim and IP families facing the same painful realities they have endured for generations: the absence of proper burial grounds, the struggle to comply with time-sensitive Islamic rites, and the continued erosion of ancestral burial traditions.
âA burial place is not simply land,â the organization added.
âIt is identity. It is faith. It is dignity. Denying these communities a rightful resting place deepens historical wounds.â
PBMF Calls for Constructive Dialogue and Urgent Action
PBMF urges the national government, local government units, and cultural stakeholders to revisit the measure or introduce an improved, rights-compliant version that ensures equal access to dignified burial spaces nationwide.
âWe appeal not for conflict but for compassion. The Stateâs duty is clearâprotection, recognition, and respect,â PBMF said.
Conclusion
As a nation that values justice and human dignity, the Philippines must ensure that even in death, no FilipinoâMuslim or Indigenousâis left without honor.
âA nation that denies its people dignity in death fails its duty to protect them in life.â
