STATEMENT OF REP. PAOLO DUTERTE

Mr. Bangag, hindi na sana ako magsasalita.

Matagal nang tanggap ng maraming Pilipino na kahit sa sariling administrasyon mo, marami pa ring tanong tungkol sa direksyon at kalidad ng governance na ipinangako mo.

Pero dahil ikaw mismo ang nagsalita na parang napakarami mong naitayong "reforms" na maaaring sirain ng iba, kailangan ding may magtanong: ano ba talaga ang mga repormang iyon?

Malapit na naman ang SONA mo. Baka puwede mong isa-isahin nang malinaw ang mga nagawa mo na ramdam ng ordinaryong Pilipino. Hindi iyong puro English buzzwords, bagong slogans, at scripted applause mula sa mga kongresistang nakapila para mag-standing ovation. Ang gusto marinig ng tao ay resulta, hindi production number.

Habang naghahanda ka ng panibagong talumpati, ang mga Pilipino naman ay naghahanda sa panibagong taas-presyo, panibagong baha, at panibagong pasakit sa araw-araw na buhay. Iyan ang tunay na report card ng iyong administrasyon.

At tungkol naman sa sinabi mong wala kang regrets sa pagtakbo kasama si Vice President Sara Duterteโ€”tama ka diyan. Wala ka talagang dapat pagsisihan.

Because the truth is simpleโ€”without Sara Duterte, you would not have won by the margin that you did. The UniTeam coalition delivered votes from north to south. History will always show that your victory was built not on the Marcos name, but on the trust and support commanded by Vice President Sara Duterte.

Kaya nakapagtataka na ngayon ay parang gusto mong palabasing ikaw lang ang may ambag sa mandato na ibinigay ng taumbayan.

Instead of worrying about who might "undo" your legacy, perhaps the bigger question is whether there is a legacy that Filipinos can genuinely point to beyond speeches, slogans, and photo opportunities.

At sa huli, hindi standing ovations sa Batasan ang magde-decide kung matagumpay ang isang Pangulo.

Ang magde-decide ay ang mga Pilipinong hanggang ngayon ay naghihintay pa rin ng pagbabago na ipinangako mo sa kanila noong 2022.

Geneva, May 19.

A document submitted to the United Nations just changed the game in Manila and is shaking the political landscape.

โ€‹A 4-page written statement - officially archived as Document A/HRC/62/NGO/31 - has been formally submitted and pre-circulated to the UN Human Rights Council ahead of its upcoming 62nd Session in Geneva (June 15 to July 10, 2026).

โ€‹The document was filed by the International Career Support Association (ICSA), an organization holding special consultative status with the UN Economic and Social Council (ECOSOC).

This is not the first time ICSA raised the Duterte case in Geneva calling Duterte's detention "political persecution."

The document drops explosive allegations into the permanent archives of global diplomacy.

1. Political Motivation and Domestic Warfare

The document claims Duterte's arrest and subsequent 14-month detention are not acts of justice, but rather a "totalitarian political purge" orchestrated by the administration of current President Ferdinand Marcos Jr.

It alleges the primary goal is to neutralize the political influence of the Duterte family ahead of the 2028 Philippine Presidential Election.

2. Allegations of Institutional Corruption

The submission accuses the Marcos administration of extensive corruption to fund this political operation, alleging within the document text:

ยท Principle of Complementarity (Rome Statute Article 1): The ICC is a court of last resort. Because the Philippines has a functioning, independent judiciary, bypassing it violates the principle of complementarity - the very legal pillar on which the ICC stands.

ยท Right to Interim Release (Rome Statute Article 59): The forced removal of Duterte bypassed domestic judicial review and denied him the right to apply for interim release.

ยท Presumption of Innocence and Arbitrary Detention (ICCPR Articles 9 and 14): Detaining an 81-year-old individual in declining health indefinitely before a trial constitutes "Arbitrary Detention" and "Cruel, Inhuman, or Degrading Treatment."

ยท Political Neutrality (Rome Statute Article 42(3)): It accuses the ICC Office of the Prosecutor of losing objectivity by allowing itself to be weaponized by a partisan domestic faction.

4. Challenging the "War on Drugs" Statistics

The submission argues that the ICC's prosecution is based on flawed, exaggerated statistics provided by NGOs like Human Rights Watch and Amnesty International (which claim 12,000 to 30,000 extrajudicial killings).

3. Direct an Investigation: Have the Working Group on Arbitrary Detention (WGAD) formally assess the procedural violations under Article 59 and investigate alleged prosecutor non-neutrality, bribery, and state corruption surrounding the case.

2. During the Geneva session, the submitting NGO may deliver a condensed oral statement directly to assembled government delegations. This triggers a formal Right of Reply from Philippine state diplomats - forcing Manila to publicly respond to these allegations on the world stage.

3. The document petitions the UN Working Group on Arbitrary Detention (WGAD) to investigate Duterte's detention. Its findings carry significant weight in international public opinion - and in the court of geopolitical legitimacy.

For the Marcos administration, this is a calibrated reputational strike. Allegations of bribery and gold liquidation embedded in a UN document - however unproven - become reference material for hostile foreign governments, international creditors, and diplomatic critics. The administration will be compelled to respond formally at the 62nd session, or face the optics of silence.

For Duterte allies and the 2028 presidential calculus, this is a counter-offensive. Since his transfer to the ICC on March 11, 2025, Duterte has been detained at the ICC Detention Centre in The Hague. Every month of detention without trial is narrative ammunition. The UNHRC submission converts that detention into an international martyrdom story - one that loyalists can amplify across every platform heading into the next election cycle.

For the international community, a permanent record now exists linking specific Philippine government officials to allegations of institutional corruption, gold liquidation, and the weaponization of an international tribunal. Whether these allegations are ever adjudicated is almost beside the point. The document exists. It will be cited.

Is this a diplomatic masterstroke by Duterte allies - or a coordinated attack on Philippine institutional credibility? Or is this a manifestation of international humanitarian justice for Duterte?

STATEMENT OF REP. PAOLO โ€œPULONGโ€ DUTERTE

It is deeply ironic that Antonio Tinio now wants to parade himself as a crusader against corruption and flooding issues in Davao City, when the entire country is currently witnessing what many are calling the biggest corruption controversy in Philippine history unfolding under the administration of Ferdinand Marcos Jr., his son Sandro Marcos, and cousin Martin Romualdez.

Why is Mr. Tinio selectively blind?

Why is he not filing complaints against the engineers, contractors, and political personalities linked to questionable flood control projects nationwide?

Why focus solely on Davao while conveniently ignoring the larger controversies hounding the present administration and its allies?

For the record, the Department of Public Works and Highways Region XI itself maintains records of completed and above-standard infrastructure projects in Davao City from 2020 to 2022 amounting to approximately P49.84 billion.

These include roads, drainage systems, bridges, and other public works that Dabawenyos continue to benefit from today. And for the information of the public, Davao City has been zero budget for 4 years now.

But instead of acknowledging actual infrastructure accomplishments, "Tontong Tinio" appears more interested in recycling troll narratives and politically motivated accusations meant to demonize the Duterte family.

Perhaps this is what happens when a party-list representative forgets his mandate. ACT Teachers was supposed to fight for educators, classrooms, salaries, and the future of Filipino students.

Instead, Tinio has become a full-time anti-Duterte political operator whose press conferences now outnumber his actual initiatives for teachers.

The public can clearly see the patternโ€”selective outrage, selective investigations, and selective courage.

Flooding is a national problem requiring serious engineering, long-term planning, and cooperation among agencies โ€” not grandstanding before cameras and carrying stacks of folders to create headlines.

Filipinos are intelligent enough to distinguish genuine public service from political theater.
