๐๐๐๐ | The Bureau of Agricultural and Fisheries Engineering (BAFE), in partnership with the SRE Sections of the ABE Division under CAgrO and DA RFO XI, successfully carried out another round of After-Sales Service Compliance Monitoring (ASSCM) and Permit to Operate Compliance Monitoring (PTOCM) for Manufacturers, Fabricators, Assemblers, Dealers, Distributors, Importers, and Exporters (MFADDIEs) in Davao City.
The monitoring activities were conducted on March 17โ18, 2026 to ensure that accredited entities consistently meet required standards. ASSCM and PTOCM play a vital role in verifying that MFADDIEs comply with after-sales service obligations and maintain valid permits to operate, in accordance with RA 10601 (AFMech Law) and DA Circular No. 17, series of 2025.

A series of site validations around Davao City was conducted by Engr. Francis Cabigas of ABED-PPMS to assess potential water sources and proposed irrigation interventions to various farmersโ organizations:
1. Site validation for a potential Solar-Powered Irrigation System for San Isidro Labrador Banud Irrigators Farmers Association in Brgy. Bato, Toril District, on March 3, 2026;
2. Site validation for a potential Agri-Water System for Sitio Lawaon Vegetable Farmers Association in Brgy. Sibulan, Toril District, on March 5, 2026;
3. Site validation for a potential Drip Irrigation System for Kilate Farmers Association in Brgy. Kilate, Toril District, on March 11, 2026;
4. Site validation for a potential Agri-Water System for Kilate Farmers Association in Brgy. Kilate, Toril District, on March 11, 2026;
5. Site validation for a potential Drip Irrigation System for Daliaon Plantation Lipadas Watershed Association (DAPLIWATA) in Purok 10, Brgy. Daliaon Plantation, Toril District, Davao City on March 13, 2026;
6. Site validation for a potential Agri-Water System for Bagobo Tagabawa Farmers Murtuary Association in Purok 4, Brgy. Bayabas, Toril District, Davao City on March 19, 2026;
7. Site validation for a potential Agri-Water System for Mag-uuma sa Barangay Bayabas Association in Purok 6, Brgy. Bayabas, Toril District, Davao City on March 19, 2026;
8. Site validation on the request to borrow pump and engine set with pipe to irrigate the farms of Callawa Farmers Irrigator Association, Inc. in Brgy. Callawa, Buhangin District, Davao City on March 23, 2026;
9. Site validation on the request to borrow pump and engine set with pipe to irrigate the farms of Santa Marina Farmers Association in Brgy. Tigatto, Buhangin District, Davao City on March 23, 2026; and,
10. Site validation for a potential Agri-Water System for Mag-uuma sa Barangay Bayabas Association in Purok 8, Brgy. Bayabas, Toril District, Davao City on March 24, 2026.
The activities aimed to assess the technical feasibility and sustainability of the proposed water supplies and irrigation systems by evaluating available water sources, site conditions, and the specific needs of the farmersโ organizations. The findings will serve as a basis for planning, design, and the possible implementation of future development projects that aim to improve agricultural productivity, enhance water accessibility, and support the livelihoods of local farming communities.

As part of Philippine Rice Research Instituteโs Climate-Smart Maps for Strengthening the Adaptation Plans of Farming Communities (CS Map) Project, a site validation activity was conducted in Barangay Calinan Proper and Barangay Wangan, Calinan District, Davao City on March 6, 2026.
The activity was attended by personnel from the City Agriculturistโs Office (CAgrO), led by Engr. Czarjoy Dela Peรฑa, along with CAgrO Calinan District personnel Adonis Condeza and Eric Ruben. They were joined by PhilRice representatives James Patrick Cular, Christian Dave Galinzoga, Brian Gepit, and Jeuribert Bligro.
The team visited the areas to verify and validate the data gathered for the climate-smart maps. These maps play a vital role in identifying areas at risk of floods, droughts, and other climate-related hazards. They aim to help farmers become more prepared, improve their farming practices, and protect their livelihoods.

To strengthen regulatory compliance in the issuance of Permit to Operate (PTO) and Certificate of Product Registration (CoPR) or previously known as the Certificate of Conformity (CC), Engr. Karen Joy de los Reyes and Engr. Ryan Michael Jamisola of CAgro-ABED SRE Section provided assistance to the DA RFO XIโRAED SRE Section, represented by Engr. Janice Bermillo and Engr. Liezl An Oclaret-Abayata, during the โInformation Campaign for PTO and CoPRโ held on February 20, 2026, in Davao City.
This information campaign is in line with RA 10601 (AFMech Law), the Philippine National Standards/Philippine Agricultural and Biosystems Engineering Standards (PNS/PABES), and other relevant standards identified by BAFE. It also aims to discourage MFADDIEs from continuing to sell and distribute agricultural machinery without proper registration.

The PTO and CoPR guarantee the quality and safety of machinery and equipment, whether locally manufactured or imported, and ensure MFADDIEsโ compliance with prescribed quality standards and necessary after-sales services.
