The Department of Migrant Workers (DMW) - Regional Office XI, in partnership with the Department of Trade and Industry (DTI) and the Technical Education and Skills Development Authority (TESDA), successfully conducted the Financial Awareness Seminar-Small Business Management Training and Enhanced Livelihood Program for Overseas Filipino Workers Reintegration (ELPOR) on May 28, 2026 at NCCC Buhangin, Davao City. Recognizing that effective livelihood interventions depend not only on financial assistance but also on the beneficiaries' capacity to manage, sustain, and grow their enterprises, this initiative aimed to equip returning OFWs across the Davao Region with the practical knowledge needed to manage and grow their businesses. This approach is at the heart of the ELPOR program, which focuses on guiding OFWs toward sustainable livelihoods and self-employment. To ensure continuous economic self-sufficiency, the program goes beyond mere funding by establishing support mechanisms, specifically empowering beneficiaries through mandatory capacity-building steps, such as skills training and entrepreneurship development, before any livelihood grant is released. By combining this training with strategic partnerships, the initiative maximizes its impact to foster genuine, long-term economic resilience and independence for OFWs and their families.
The program commenced with welcoming the beneficiaries from different parts of Davao Region. During the morning session, DTI emphasized the critical role of financial literacy for Micro, Small, and Medium Enterprises (MSMEs). Beneficiaries were guided through financial planning strategies and introduced to various DTI services designed to support both emerging and upscaled businesses. This session culminated with an open forum, addressing specific operational questions and empowering attendees to navigate the complexities of business establishment.
Building on this foundation, the afternoon session led by TESDA focused on the practical mechanics of enterprise management through Basic Bookkeeping. By highlighting the necessity of documenting their operations and finances, TESDA taught the beneficiaries how to effectively separate personal from business finances and record daily transactions. This ensures that beneficiaries are prepared to track their cash flow accurately, identify areas for business growth, and maintain long-term financial health to safeguard their newly established enterprises.
The overall approach of merging capacity-building with capital support resonated with the beneficiaries. Mr. Rosal reflected on the timeliness of the financial assistance, noting its critical importance given the current socio-economic milieu in the Middle East. Building on this sentiment, Ms. Espagco, an established business owner, highlighted how the grant supplements her capital while recognizing the importance of the seminar for clarifying the procurement of essential business documents. Further adding to this, Ms. Sta Rita shared that the assistance will enable her to expand her piso-net business, leaving the event inspired by the discussions on cultivating a unique competitive advantage, which was emphasized as an important factor throughout the seminar.
The event concluded with a message from OIC-Assistant Regional Director - Labor Attachรฉ II, Dr. Marie Rose C. Escalada. She reinforced that the DMW remains a home for OFWs, assuring them that as long as they work hand-in-hand with the department, they will have continuous institutional support to act as a strong support system during their reintegration. The day officially wrapped up with the distribution of the PHP 15,000.00 livelihood assistance to the qualified beneficiaries, marking a step toward sustainable economic self-sufficiency.

As part of its continuing commitment to promote safe, informed, and empowered migration, the Department of Migrant Workers Regional Office XI (DMW RO XI), through its Welfare Reintegration Services Division and Migrant Workers Protection Division, successfully conducted a Community-Based Pre-Migration Orientation Seminar (PMOS) on May 28, 2026, at the Panabo Cooperative Government Employees Multi-Purpose Cooperative (PCGEMPC) Annex Hall in Panabo City. Twenty-five aspiring overseas workers specializing as trained slaughterers, together with their spouses, participated in the seminar designed to equip future Overseas Filipino Workers (OFWs) and their families with essential knowledge, practical guidance, and realistic expectations before embarking on overseas employment. The activity featured comprehensive discussions facilitated by certified PMOS trainers from PESO Panabo Mary Joy M. Suguitan, Glorie Grace R. Trinidad, and Kier Jay S. Balingan, alongside DMW trainers Derrick Dale L. Intod and Florence Emily S. Laurel.
The seminar underscored the importance of responsible migration, financial preparedness, family readiness, and awareness of migrant workersโ rights and available protection mechanisms. Milagros M. Tan of DMW RO XI delivered the seminar rationale, emphasizing the vital role of PMOS in preparing aspiring OFWs and their families emotionally, socially, and financially for the realities of working abroad. Through initiatives such as this, DMW RO XI continues to strengthen its advocacy for safe migration and holistic support, ensuring that every Filipino worker leaves the country empowered with knowledge, protected by rights, and prepared to build a better future for their families and communities.

May 25, 2026- In a meaningful step toward strengthening healthcare support for Overseas Filipino Workers (OFWs) and their families, the Department of Migrant Workers Regional Office XI (DMW RO XI) conducted a courtesy visit to the Davao Medical School Foundation, Inc. (DMSF), to explore a potential partnership centered on accessible and responsive medical assistance for migrant workers. The DMW XI delegation was warmly received by Dr. Maria Theresa L. Carin, OIC-Medical Director; Agatha Laarni C. Lacuna, RN, Ancillary Director and OIC-Administrative Officer; Naneth Taladoc, Billing Head; and Jennyfer Cadayona, Credit and Collection Manager. During the meeting, DMSF representatives shared the healthcare services available through PhilHealthโs โYakapโ Program, which allows qualified OFWs and their eligible dependents to avail of free medical consultations, medicines, and laboratory examinations, subject to program policies and available resources. The institution likewise clarified that consultations and treatments requiring referral to medical specialists shall no longer fall under the programโs coverage and will therefore be shouldered by the patient.
Beyond discussing healthcare services, the engagement reflected a shared vision of protecting the dignity, welfare, and well-being of Filipino migrant workers who continue to make invaluable sacrifices for their families and the nation. DMSF expressed openness to formal collaboration and encouraged DMW RO XI to submit a draft Memorandum of Agreement (MOA) for further review and endorsement to the Office of the President and Board of Trustees. The productive dialogue underscored the importance of building stronger institutional partnerships that provide OFWs and their families with accessible, compassionate, and sustainable support systems. Through initiatives such as this, DMW RO XI continues to pursue meaningful collaborations that place the health and welfare of modern-day Filipino heroes at the forefront of public service.

The Department of Migrant Workers Region XI, through its Welfare and Reintegration Services Division (WRSD) headed by Chief Louie Jay C. Losaria together with Leah L. Callejo, Labor and Employment Officer III, conducted a courtesy visit with Talikala, Inc. on May 26, 2026, at its office in Davao City to strengthen collaborative efforts in advancing gender-responsive and survivor-centered support programs for Overseas Filipino Workers (OFWs) and their families. The DMW XI delegation was warmly welcomed by Talikala, Inc. Executive Director Jeanette Laurel Ampog, where both parties engaged in meaningful discussions on the proposed Memorandum of Agreement (MOA) aimed at building stronger protection mechanisms, responsive support systems, and inclusive interventions for migrant workers, particularly women and vulnerable sectors.
During the meeting, Talikala, Inc. presented its advocacy initiatives, psychosocial services, community-based support mechanisms, and protection programs for women and girls that may further complement DMW XIโs welfare and reintegration services. The engagement highlighted the vital role of partnerships between government agencies and civil society organizations in addressing gender-based vulnerabilities, promoting empowerment, and ensuring accessible care for OFWs and their families. Through strengthened collaboration and shared commitment, DMW XI continues to champion programs anchored on protection, dignity, and empowerment, fostering safer spaces, stronger communities, and renewed hope for every Filipino migrant worker and their loved ones.

March 25-28, 2026 - The Department of Migrant Workers Regional Office XI (DMW RO XI) joined the Community Outreach and Immersion Activity 2026 held in Brgy. South Lamidan, Don Marcelino, Davao Occidental, spearheaded by the Department of Health - Davao Region in partnership with various government agencies and stakeholders. The activity brought together public institutions in a shared mission of delivering essential government programs and services to geographically isolated and underserved communities, reaffirming the governmentโs commitment to inclusive, compassionate, and people-centered governance. Through its participation, DMW RO XI strengthened its advocacy of protecting the rights, welfare, and well-being of Overseas Filipino Workers (OFWs) and their families by ensuring that information and support services remain accessible even in remote communities.
During the outreach activity, DMW RO XI promoted awareness on programs and services available for aspiring, active, and returning OFWs, while also engaging with community members and partner agencies to foster stronger collaboration in public service delivery. More than a simple outreach mission, the initiative became a meaningful demonstration of solidarity among government agencies working together to uplift communities and respond to the needs of Filipinos at the grassroots level. DMW RO XI remains steadfast in extending responsive and transformative services beyond office walls, continuing its commitment to reach every Filipino worker and family through programs anchored on service, empowerment, and genuine care.
