๐ฅ๐๐๐: The Procurement Service-Department of Budget and Management Executive Director (ED) Genmaries โGenโ Entredicho-Caong welcomed the PS-DBM on Wheels participantsโindividuals, agencies, and merchantsโand thanked Naga City Government for responding to the invitation to host the event.
ED Gen highlighted how PS-DBM and the Naga City proactively align in advancing responsible, digital, transparent, and accountable governance. She ensured that all common-use supplies and equipment (CSEs) undergo proper procurement processes in line with RA No. 12009 (New Government Procurement Act), guaranteeing fairness, value for money, and ethical sourcing for Naga City and nearby communities.
For open digital portals and process transparency, both institutions leverage dedicated platformsโsuch as the PS-DBMโs modernized Philippine Government Electronic Procurement System (PhilGEPS) and Naga City Governmentโs People's Budget Portal, among othersโto eliminate operational ambiguity and grant the public visible access to public spending.
PS-DBM and Naga City anchor their anti-corruption efforts in the Open Government Partnership (OGP) framework by partnering with civil society organizations (CSOs) and committing to PH-OGP action plans and local resolutions.
Finally, ED Gen detailed the commitment to green and sustainable initiatives as both PS-DBM and Naga City integrate sustainability into public operationsโNaga City through its proposed โ3-Policy Ordinance on Green Infrastructureโ and PS-DBMโs expansion of its green-classified CSE items, including electric vehicles (EVs) and cloud computing services (CCS) in its eMarkeplace and Virtual Store.
