The team were honored to have ๐๐ซ. ๐๐๐ฒ ๐. ๐๐ง๐ญ๐๐ฅ, an instructor from the Holy Cross College of Calinan, as the resource speaker. He expertly structured the session into two key topics, each followed by an interactive group activity designed to put learning into practice.
The first activity, "๐๐ฎ๐ข๐ฅ๐ ๐ข๐ญ ๐๐ข๐ญ๐ก๐จ๐ฎ๐ญ ๐๐๐๐ข๐ง๐ โ, challenged the team's ability to communicate procedures clearly and tested active listening skills, highlighting how precise instructions and careful attention are vital when working together to achieve a common goal.
The second activity, "๐๐ฌ๐๐ซ ๐๐จ๐ฎ๐ซ๐ง๐๐ฒ ๐๐๐ฉ๐ฉ๐ข๐ง๐ โ, allowed the team to explore how every interaction shapes the user's experience, helping them understand how effective communication directly influences engagement and satisfaction, ensuring that systems are designed and updated with the user's perspective in mind.
The training was more than just a learning experience; it was a much-needed break from the relentless pace of developing new systems and rolling out updates, offering a time to recharge, reflect, and refocus on the human side of the work.

This marks the second Strategic Coordination Meeting that Project DocTrack has been invited to. The team expressed gratitude for being part of BAC's initiatives, particularly in the implementation of ๐๐๐ฉ๐ฎ๐๐ฅ๐ข๐ ๐๐๐ญ (๐๐) ๐๐๐๐๐.
The meeting aimed to establish a seamless, transparent, and effective procurement process.
It opened with remarks from ๐๐ญ๐ญ๐ฒ. ๐๐ฎ๐ซ๐๐ฅ๐ข๐จ ๐. ๐๐จ๐ซ๐ญ๐๐๐จ ๐๐๐, ๐๐ฌ๐ฌ๐ข๐ฌ๐ญ๐๐ง๐ญ ๐๐๐๐ ๐จ๐ ๐ญ๐ก๐ ๐๐๐ ๐๐๐๐ซ๐๐ญ๐๐ซ๐ข๐๐ญ. He provided an overview of the first workshop held at Eden Nature and Resort in Toril and assessed its implementation, before presenting the topics for the two-day session. The first presentation was delivered by ๐๐ญ๐ญ๐ฒ. ๐๐ง๐ซ๐ข๐ช๐ฎ๐ ๐๐ฎ๐ง๐ข๐จ๐ซ ๐. ๐๐จ๐ง๐จ๐๐๐ง, ๐๐๐๐ ๐จ๐ ๐ญ๐ก๐ ๐๐๐ ๐๐๐๐ซ๐๐ญ๐๐ซ๐ข๐๐ญ, who discussed the accountabilities of both the BAC Secretariat and BAC TWG, emphasizing that all actions are subject to consequences.
๐๐ฌ. ๐๐จ๐ซ๐๐ฅ๐๐ข ๐๐ฎ๐ง๐ ๐๐ก๐ข๐, ๐๐๐-๐๐๐ ๐๐๐ฆ๐๐๐ซ, presented the differences between RA 9184 and RA 12009, along with the Draft Criteria of Award.
The Project DocTrack team presented the ๐ง๐๐ฐ ๐๐ซ๐จ๐ฃ๐๐๐ญ ๐๐ซ๐จ๐๐ฎ๐ซ๐๐ฆ๐๐ง๐ญ ๐๐๐ง๐๐ ๐๐ฆ๐๐ง๐ญ ๐๐ฅ๐๐ง (๐๐๐๐) form under RA 12009, clarifying each item and column, as well as the responsible personnel for review. It was agreed that this matter would be discussed in a separate meeting with the BAC-TWG.
On the ๐ฌ๐๐๐จ๐ง๐ ๐๐๐ฒ, pending discussions from the first day were addressed. The Project DocTrack team remained present to address BAC's requests, including modifications to the Supplier Randomizer, additional features or descriptions for vehicle types, and the separation of spare parts for two-wheeled and four-wheeled vehicles. The BAC Secretariat will forward lists of items (both with and without venue allocations) to the team for updating.
A follow-up meeting with the City Budget Office, Inventory Division, and Project DocTrack is being scheduled, with Mr. Albert Amarillo and Atty. Elmer B. Raรฑon in attendance, to further discuss and resolve issues raised during the coordination meeting.

This February, the Project DocTrack team was fully committed to advancing capabilities across multiple areas of city governance. The month set in motion with a comprehensive BAC Orientation focused on Republic Act 12009, where participants delved into the intricacies of modern procurement regulations, ensuring full compliance with national standards while streamlining processes to better serve the people of Davao. Complementing this, we conducted two specialized office trainings, one with the Davao City Local Disaster Risk Reduction and Management Office, and another with the Sangguniang Panlungsod Administrative Office and Council Staff, that covered administrative workflows, record management, and effective inter-departmental communication to boost overall operational efficiency.
In line with our commitment to public safety, we also rolled out personalized one-on-one training sessions with our security sector partners, including the Davao City Philippine Drug Enforcement Agency (PDEA), 27th Infantry Battalion, Davao City Police Office (DCPO) Plans and Programs Unit, and Task Force Davao. These tailored sessions were designed to familiarize partners with newly structured budget preparation processes, our digital systems, and purchase request protocols, and to establish clear channels for information sharing to ensure seamless collaboration.
Project DocTrack remained at the forefront of process improvement initiatives, starting with active participation in a cluster meeting headed by City Administrator Atty. Layog, where key city programs were aligned to support integrated service delivery. Immediately following this, the team held a detailed consultation meeting with Ms. Maria Teresa M. Colina from the Human Resource Management Office (HRMO), working together to finalize calibrated performance standards that will serve as the foundation for guidelines including mandatory sanctions for users of the City Integrated Operations System (CINOPS), ensuring accountability and optimal system utilization.
To further strengthen the procurement frameworks, Project Doctrack convened a strategic collaboration meeting with the City Information and Communications Technology Office (CITC) to discuss pricing models and terms of reference for upcoming digital initiatives. They also engaged with the General Services Office (GSO) to clarify category classifications for asset management, and with the Bids and Awards Committee (BAC) to address supplier submission concerns, standardizing requirements to promote transparency and fair competition among vendors.

Through a joint agreement among the Office of the Vice Mayor, all City Councilor offices, the SP Administrative Office, and the Project DocTrack team, a request letter dated September 18, 2025, was submitted to the ๐๐ฌ๐ฌ๐ข๐ฌ๐ญ๐๐ง๐ญ ๐๐ข๐ญ๐ฒ ๐๐๐ฆ๐ข๐ง๐ข๐ฌ๐ญ๐ซ๐๐ญ๐จ๐ซ ๐๐จ๐ซ ๐๐๐ฆ๐ข๐ง๐ข๐ฌ๐ญ๐ซ๐๐ญ๐ข๐จ๐ง ๐๐ง๐ ๐ญ๐ก๐ ๐๐๐๐ ๐จ๐ ๐ญ๐ก๐ ๐๐ซ๐จ๐๐ฎ๐ซ๐๐ฆ๐๐ง๐ญ ๐๐ง๐ญ๐ข๐ญ๐ฒ (๐๐จ๐๐), ๐๐ญ๐ญ๐ฒ. ๐๐ซ๐ข๐ฌ๐ญ๐๐ง ๐๐ฐ๐ข๐ ๐ก๐ญ ๐. ๐๐จ๐ฆ๐ข๐ง๐ ๐จ. To further familiarize SP Council staff with the City Internal Operations System, ๐๐ฌ. ๐๐ข๐ง๐ ๐๐๐ฅ๐จ๐ง, ๐๐ ๐๐๐ฆ๐ข๐ง๐ข๐ฌ๐ญ๐ซ๐๐ญ๐ข๐ฏ๐ ๐๐ญ๐๐๐, requested additional system training and updates on ๐
๐๐๐ซ๐ฎ๐๐ซ๐ฒ ๐๐, ๐๐๐๐, at the ๐๐๐ซ๐๐ง๐๐๐ ๐๐๐ฅ๐ฅ๐ซ๐จ๐จ๐ฆ, ๐๐ซ๐๐ง๐ ๐๐๐ง ๐๐๐ง๐ ๐๐จ๐ญ๐๐ฅ. Over 50 participants from the SP Administrative Office and SP Council staff attended the session.
Ms. Aclon delivered the opening remarks. She noted that Project DocTrack had rolled out numerous system updates, and the team had a heavy workload, especially as SP Council staff sought guidance on everything from PPMP adjustments to PR preparation. The Project DocTrack team emphasized that the meeting's primary focus was on internal operations, with system training and updates as a secondary objective. The session aimed to gather feedback, particularly on challenges encountered from budget preparation to the creation of purchase requests (PRs). The team also reminded participants to be mindful of budget preparation, as it sets the tone for the entire office's operations.

The training also covered city mobile applications. Participants watched a video on navigating the City Employee Mobile Application (CEMA), and the Project DocTrack team explained how it differs from another mobile app, DocMobile.
The afternoon session began with an interactive exercise, which the participants enjoyed the most. This was followed by a walkthrough of the Davao City Portal 2026. The Project DocTrack team highlighted the ACCESS menu of the Document Tracking System, which allows Administrative Officers or Chiefs of Staff to determine which systems their assigned staff can access, helping to clarify roles, responsibilities, and accountabilities.
An interactive forum was held after the walkthrough, where almost all participants asked questions and shared feedback.
The event was productive, and the Project DocTrack team thanked the attendees for their time and cooperation. The session concluded with a group photo opportunity.

Designed to be as intuitive as familiar social media platforms like Facebook, the application serves as a centralized, official communication channel exclusive to the City Government of Davao employees. It streamlines interactions across departments, allowing users to track accountabilities, raise concerns, and receive real-time office-level and city-wide announcements to ensure the dissemination of accurate information.
