The City Government of Davao is intensifying its efforts to combat drug use by establishing a Special Drug Education Center (SDEC) for Out-of-School Youth (OSY) and Children in Street Situation (CISS).
The City Anti-Drug Abuse Council (CADAC), together with the City Social Welfare and Development (CSWDO), and Sanggunian ng Kabataan Federation leaders and chairpersons are set to convene at the World Palace Hotel for its orientation and planning workshop.
The SDEC is a community-based facility that supports community-based drug usage prevention initiatives. Its ultimate goal is to help the OSY and CISS become independent and socially responsible members of society by teaching them about the harmful effects of drugs.
Sharlene Blas Villaluz, Focal Person of the CSWDO's Child and Youth Development Program, said establishing SDEC is mandated by the Memorandum Circular No. 2021-001 or the amendment of DILG Memorandum Circular No. 2006-150 on the "Establishment and Operation of Special Drug Education Centers for Out Of School Youth and Street Children."
Villaluz said the gathering of SK Federation leaders and SK chairpersons is needed for them to be able to discuss the importance of the SDEC.
โGina-try natoโg baligya si SDEC sa different barangays nato para mas comprehensive and efficient ang delivery sa programs and services sa SDEC (We try to promote SDEC to our barangays to improve the scope and effectiveness of the organization's service and program delivery),โ she said.
She said the SDEC will be an 8-hour operating center that will be expanded to cater not only to OSY and CISS but also children in need of special protection. CIO

As part of its continuous effort to combat drug abuse, the City Anti-Drug Abuse Council (CADAC) conducted a faith-based activity today, September 30, at the Grand Menseng Hotel.
To widen the religious leadersโ knowledge about drug abuse, topics such as the Science of Addiction, Republic Act 9165, and Tara na Community-Based Rehabilitation Aftercare Program (CBRAP) were discussed during the orientation.
Mayor Sebastian Duterte, in a speech read by CADAC Administrative Officer Julius Gene Garcia, said the city government supports campaigns and initiatives aimed at combating addiction and developing effective solutions to protect the health and welfare of community members.
โIt is our hope that we may become partners of change in creating a brighter and more promising future for our next generation,โ the mayor said.
Garcia, in an interview, said the orientation aims to help religious leaders in assisting drug reformees through therapy.
He said the attendees are religious leaders from the cityโs 182 barangays who assist CADAC in the fight against illegal substance abuse.
Pastor Wendell Tolibas, the technical advisor of CADAC, added that the initiative started in 2009 and has been part of their program to empower religious leaders in its efforts in helping them with the recovery process of drug reformees.
โKay ang role man gud sa pastor, especially sa mga barangays, actually lisod kay mag-handle ka [sa ilaha]. Mag-introduce kaโg words sa Ginoo unya mga addict imong [audience]. So, mao ni ang pinakasinugdanan aron mahimo gyung prosperous kining activity (The pastorโs role in each baranggay is really challenging because you have to handle them. You need to spread the word of God to your drug addict [audience]. So this is the beginning for us to have a prosperous activity),โ he said.
He said the program has been a success as some drug reformees even became pastors themselves.
Pastor Danny Pareja, one of the attendees, agreed.
โSo far, okay kaayo ang resulta, knowing nga ganahan pud sila kay at least masultihan namo sila ba nga kung magpabilin mo ani nga trabaho madaot ang inyong kinabuhi (So far, the result is okay, knowing that they like it because at least we can tell them that if they stay in this vice, their life will be ruined),โ he said. This effort is designed to address the specific needs and contexts of different cultural groups within the city.
