The Davao City Veterinarianโ€™s Office (CVO) acquired new laboratory equipment to enhance its capacity to efficiently detect and diagnose animal diseases.
The Davao City Animal Disease Diagnostic Laboratory (DCADDL) in Maa is now equipped with a Reverse Transcriptase Polymerase Chain Reaction (RT-PCR) machine and an Enzyme-Linked Immunosorbent Assay (ELISA) system.
Dr. Gay Pallar, Acting Head of the CVO, said during the ISpeak Media Forum that Davao Cityโ€™s animal disease detection laboratory is the only one in the region and is equipped with advanced animal disease testing.
โ€œWith these upgrades, Davao City is set to become the first local government unit capable of independently offering diagnostic testing services for various transboundary animal diseases, such as the ASF virus, Avian Influenza, and others,โ€ she added.
The RT-PCR machine, an automated extraction system, enables the CVO to amplify and analyze small deoxyribonucleic acid (DNA) or ribonucleic acid (RNA) segments, allowing for precise detection of such pathogens as the African Swine Fever (ASF) virus. Meanwhile, the ELISA equipment helps identify and measure specific antibodies or antigens, aiding in the diagnosis of bacterial, viral, and fungal infections.
The CVO is planning to relocate its laboratory facility in its compound in Malagos to accommodate the space needed for these new equipment.
Pallar said that once they have relocated, they will start accepting samples from other provinces and municipalities for animal disease testing.
She added that they are considering implementing minimal fees for the testing, though this will require further discussion with the City Treasurerโ€™s Office, and the approval of the Sangguniang Panlungsod.
The city also has an existing red tide monitoring laboratory, the Davao City Red Tide Monitoring Laboratory, located at the Bankerohan Public Market, which utilizes the mouse bioassay method in detecting paralytic shellfish poisoning (PSP) in mussels or tahong.
The laboratory ensures that the tahong sold in the markets of the city are free from PSP and are safe for public consumption.
Pallar said that this is also the sole red tide monitoring laboratory in Mindanao.

The DCADDL Personnel conducted an Information Education Campaign (IEC) on Rabies Awareness and Responsible Pet Ownership at Kabacan Elementary School, Ecoland, Davao City on January 31, 2025, with 606 participants from learners Grade 4, 5 and 6. A total of 19 sessions was conducted on room to room setting given simultaneously by the speakers led by Ma. Noreen J. Eng, DCADDL's Section Chief, other speakers were Merry Christene Padios, Darius Devilleres and Roy Alkuino.

The topic focused on breaking the myths about the rabies virus, prevention and or management of its victim and the animal when biting incidents happen; and more importantly, practices to become a responsible pet owner.

Moreover, participants were given the chance to ask questions and clarifications on the topics discussed. Flyers/Handouts about RABIES and RESPONSIBLE PET OWNERSHIP was given to every participant for reference.

In preparation for the upcoming Iglesia Ni Cristo (INC) peace rally in Davao City on January 13, the City Government of Davao has issued Proclamation No. 01, Series of 2025. The proclamation suspends face-to-face classes at all levels in both public and private schools and mandates a skeleton workforce in all national and local government offices, including GOCCs.
This measure aims to ensure public order, safety, and the convenience of Dabawenyos as ten (10) major streets within the city's business district will be temporarily closed during the conduct of the peace rally.
Proclamation No. 01 cites Section 16 of RA 7160 or the Local Government Code of 1991 granting the local government unit powers necessary to ensure and support the promotion of health and safety, maintenance of peace and order, and preservation of comfort and convenience of their inhabitants.
Moreover, the Department of the Interior and Local Government (DILG) Legal Opinion No. 2, series of 2015 states that LGUs can declare work and class suspension to ensure public order and convenience.
On January 7, the City Council also passed Resolution No. 04022-25 requesting City Mayor Sebastian Duterte to issue a skeleton workforce arrangement for the city government employees on January 13 to help ease traffic congestion. During the City Council's deliberation of the road closure ordinance, Iglesia Ni Cristo Minister Erano Estudillo bared that around 300,000 members of the INC will join the event.
Estudillo also confirmed that the preparations for the nationwide peace really has already been done and that this will push through on January 13 whether the permit will be granted or not.
The city government stated that considering the declared number of participants of the rally, it is imperative to take proactive measures to ensure the welfare and safety of both residents and the visitors. In addition, it is duty-bound to safeguard the public and undertake measures to avert any untoward incidents or disasters that may occur during the event.
Public Safety and Security Office (PSSO) head Angel Sumagaysay said that the suspension of work and classes on January 13 will help manage traffic and ensure the convenience of Dabawenyos especially those working or studying within the event areas.
"INC said that the event will push through, rain or shine. We expect over 300,000 participants on Monday coming into the city and converging within the downtown area, which will result to traffic and congestion. While we have a full traffic and security plan in place, the suspension of work and classes will be helpful. We can avoid inconvenience among students and employees in the city. This will also allow us to focus on the security of the people directly participating in the rally," Sumagaysay said

Government office work is suspended on March 27, 2024, from 12:00 PM onwards, allowing employees to observe Maundy Thursday and Good Friday on March 28-29, 2024, and facilitating their travel to and from different regions in the country.

The suspension of work in private companies and offices is left to the discretion of their respective employers.
