The National Commission of Senior Citizens Regional Office XI, represented by Regional Director Cesar A. Adegue IV, together with PDO V Filbert Bryan Sollesta, PDO IV Maria Victoria N. Arancon, PDO III Angelo M. Pascual, PDO I Samantha Nicole V. Dizon, and AO V Maria Donna C. Amiscua, engaged in a collaborative meeting with the Provincial Government of Davao Oriental led by Governor Nelson L. Dayanghirang, alongside Engr. Ruel C. Dumadag, PSWDO Juvy G. Bonita, and Mr. Govy Cruz.
Also present was the Department of Public Works and Highways Regional Office XI represented by Regional Director Juby Cordon.
Held on April 28, 2026 at the DPWH Regional Office XI, the meeting focused on advancing the establishment of โBai ni Ompoโ in Mati City, a proposed home dedicated to providing care, dignity, and support for senior citizens in Davao Oriental.
This initiative highlights the importance of strong collaboration between national agencies and local government units in building inclusive communities that value and protect the welfare of our elderly.

Strengthening Service Delivery for Centenarians: NCSC XI Achieves High Accomplishment in Davao de Oro Cash Gift Distribution
DAVAO DE ORO โ As part of ongoing efforts to strengthen the implementation of the Expanded Centenarian Act (ECA), the National Commission of Senior Citizens (NCSC) Region XI, guided by the leadership of Regional Director Cesar A. Adegue IV, PhD, CESE, successfully conducted the Cash Gift Distribution across the province from March 16 to 19, 2026, with a follow-up activity on March 27, 2026, in the Municipality of Laak.
Implemented through a coordinated, province-wide rollout, the activity ensured wider reach and efficient service delivery across all municipalities. A total of 604 out of 605 beneficiaries received their cash gifts, including 7 centenarians, resulting in an overall accomplishment rate of 99.94%.
Notably, three (3) centenarian beneficiaries were personally visited in their respective residences, where they received their benefits. This initiative highlights the Commissionโs commitment not only to delivering services but also to honoring the lives and contributions of senior citizens who have reached the milestone age of 100 years. The remaining cases were processed in accordance with existing guidelines.
During the first two days, covering the municipalities of Pantukan, Mabini, Maco, Mawab, Maragusan, and Nabunturan, a 100% claims rate was achieved despite logistical challenges in Geographically Isolated and Disadvantaged Areas (GIDA). This was made possible through strong coordination with partner agencies, including the Local Government Units (LGUs), Local Government Health Units (LGHUs), and PhilHealth, which provided on-site support and streamlined processes.
The remaining municipalitiesโCompostela, New Bataan, Monkayo, and Montevistaโalso recorded high completion rates, with only minimal delays due to documentation concerns and cases involving deceased grantees. One unclaimed benefit was recorded in Montevista. The subsequent activity in Laak achieved a 100% claims rate, completing the province-wide distribution.
The Commission extends its appreciation to its partner stakeholders, particularly the Local Government Units of Davao de Oro, through the Local Chief Executives (LCEs), Offices of Senior Citizens Affairs (OSCA), Local Social Welfare and Development Offices (LSWDO), and Federation Presidents, for their vital support.
Through sustained collaboration and responsive service delivery, NCSC Region XI reaffirms its commitment to uphold the dignity, welfare, and well-being of senior citizens and to ensure that no eligible beneficiary is left behind.

The National Commission of Senior Citizens (NCSC) XI is proud to announce that the implementation of the Expanded Centenarian Act (ECA) Program in Davao del Sur has gained significant momentum, reaching the farther territories.
Under the direction of Dr. Cesar A. Adegue IV, NCSC XI Regional Director, this Office has distributed cash gifts amounting to almost 6.8 million pesos to 674 ECA Grantees on March 23โ27, 2026. Notably, one centenarian from the Municipality of Kiblawan received her Cash Gift amounting to One Hundred Thousand Pesos, a Letter of Facilitation from President Ferdinand Marcos, Jr. and a plaque from NCSC XI. This recognition celebrates her lifelong contributions to her family and community, serving as a beacon of resilience and a testament to the power of nurture and care for the younger generation.
We extend our sincere gratitude to our partners who served the ECA Grantees, their family and companions. The LGU through their OSCA, LSWDO, and SC Focal have played an invaluable role in making the Cash Gift Distribution Activities a success.
Philhealth Local Health Insurance Office has provided ID distribution to a total of 506 grantees.
The Commission remains steadfast in its mission to forge strategic partnerships and implement programs that uphold the dignity of the elderly. We continue to strive toward a society where the welfare, wellness, and well-being of every senior citizen are not just protected, but prioritized.

DAVAO CITY โ Advancing community-based healthcare for older persons, the National Commission of Senior Citizens (NCSC) Regional Office XI, under the leadership of Regional Director Dr. Cesar A. Adegue IV, PhD, CESE, successfully conducted a Service Caravan โ Medical Mission on April 16, 2026, at the Dacoville Senior Citizens Center in Barangay Dumoy, Davao City.
The initiative was carried out in partnership with the Davao Medical School Foundation, Inc. (DMSFI), the City Government of Davao through the Office for Senior Citizens Affairs (OSCA), the Local Government Unit of Barangay Dumoy, and the Dacoville Senior Citizens Association, reflecting a collaborative effort to bring essential healthcare services closer to the community.
The medical mission provided a range of essential healthcare services tailored to senior citizens, including medical consultations, prescription refills, and the distribution of reading glasses. Diagnostic services such as electrocardiogram (ECG), fasting blood sugar (FBS) testing, and Ankle-Brachial Index (ABI) assessments were also conducted. In addition, free cataract screenings using Snellenโs and Jaegerโs charts were provided to support early detection of vision impairments and facilitate timely medical intervention.
Through this initiative, NCSC Region XI continues to promote accessible and comprehensive healthcare services for older persons. By bringing services directly to the community, the program supports early detection of health conditions, enhances access to medical care, and contributes to the overall well-being and quality of life of senior citizens.
