Ipinag-utos ng Land Transportation Office (LTO), sa pamumuno ni Assistant Secretary Markus V. Lacanilao, ang agarang pag-isyu ng subpoena laban sa isang motorcycle vlogger na umano’y gumawa ng Show Cause Order (SCO) ng ahensiya na walang pahintulot at maaaring magbigay ng maling impresyon na ito ay isang opisyal na kautusan ng LTO.

Batay sa impormasyon na natanggap ng LTO, isang viral post sa page na “Luciver” ang naglalaman ng isang umano’y SCO at iba pang kaugnay na nilalaman na nagmumukhang opisyal na inilabas ng ahensiya. Dahil dito, agad na nagsagawa ng kaukulang aksyon ang LTO upang beripikahin ang pangyayari at tiyaking mapangalagaan ang integridad ng mga opisyal na dokumento at proseso ng ahensiya.

Sa inilabas na subpoena, inaatasan ang naturang vlogger na humarap sa Intelligence and Investigation Division (IID) sa LTO Central Office para sa isang clarificatory conference upang magpaliwanag kaugnay ng nasabing post.

Ayon kay Assistant Secretary Lacanilao, mahalagang mapanagot ang sinumang mapapatunayang gumagamit o nagpapakalat ng mga dokumentong maaaring magdulot ng kalituhan sa publiko at makasira sa kredibilidad ng mga opisyal na proseso ng gobyerno.

“Ang paggawa o pagpapakalat ng pekeng dokumento na nagpapanggap na opisyal na inilabas ng LTO ay isang seryosong usapin. Hindi natin hinahayaang magamit ang pangalan at awtoridad ng ahensya para sa pansariling interes o para lamang sa content. Hindi kukunsintihin ng LTO ang anumang gawain na nagdudulot ng kalituhan o maling impormasyon sa publiko. Mahalaga na mapanatili ang tiwala ng publiko sa mga dokumento at proseso ng ating ahensiya,” pahayag ni Lacanilao.

Patuloy namang pinaaalalahanan ng LTO ang publiko na tiyaking mula lamang sa mga opisyal na plataporma at tanggapan ng ahensiya ang kanilang pagbabatayan ng impormasyon upang maiwasan ang pagkalat ng maling balita at mga mapanlinlang na nilalaman.

ROBILLO, formally turned over assorted medicines intended for the TABANG KALUMONAN Medical Mission and Allied Services for the beneficiaries of Barangay Caatihan, Municipality of Boston, Davao Oriental.

The ceremonial turnover was simultaneously conducted during the historic B.O.S.S. (Barangay Outreach & Support Services) Project Memorandum of Agreement Signing Ceremony held at the Sangguniang Bayan Session Hall, Boston, Davao Oriental, further strengthening the commitment of government and community partners in bringing responsive and people-centered services directly to the grassroots.

The donated medicines were officially received by the Local Government Unit of Boston, Davao Oriental, duly represented by Hon. Mayor Rowell F. Rosit, for the benefit of the constituents of Boston, particularly the underserved communities and beneficiaries from Barangay Caatihan.

A significant chapter in people-centered governance and public service innovation was formally written on 28 May 2026 as the Municipal Government of Boston, Davao Oriental and the Land Transportation Office Region XI successfully conducted the Memorandum of Agreement Signing Ceremony for the Barangay Outreach & Support Services (B.O.S.S.) Project — a transformative Road Safety Advocacy Partnership that brings essential government services directly to the grassroots communities.

The Municipality of Boston, under the dynamic leadership of Municipal Mayor HON. ROWELL F. ROSIT, together with the full support of Municipal Vice Mayor JOHN PAUL C. LAMPIG, the Honorable Members of the Sangguniang Bayan, Punong Barangays, and Department Heads, proudly joins LTO Region XI in advancing accessible, inclusive, and responsive government service delivery.

Strategically located as the northernmost gateway of Davao Oriental and the last municipality of the province bordering the neighboring provinces of Davao de Oro, Agusan del Sur, and Surigao del Sur, Boston serves as a vital link among communities. Its geographical location further highlights the importance of bringing frontline government services closer to its constituents, especially those residing in remote, underserved, and geographically isolated areas.

Representing LTO Region XI is Regional Director ATTY. ERNESTO RAPHAEL V. ROBILLO, whose visionary leadership continues to drive transformative service innovations across the Davao Region. Prior to the formal MOA Signing Ceremony, the B.O.S.S. Project was successfully launched through a two-day outreach service rollout conducted on 26 and 28 May 2026 by the dedicated personnel of the LTO R-XI Mati District Office under the leadership of District Head MR. LLOYD D. BUCOD, with invaluable operational support from the Regional Law Enforcement Section headed by YURI H. LIM, LLB.

The successful launching brought essential frontline services directly to the people of Boston, including:

Anchored on the Service Excellence Delivery Mantra of LTO XI, this initiative particularly benefits residents from far-flung barangays, Geographically Isolated and Disadvantaged Areas (GIDA), Indigenous Peoples (IP) Communities, and other underserved sectors that often face significant challenges in accessing government services.

The B.O.S.S. Project directly addresses long-standing concerns involving unlicensed drivers, unregistered motor vehicles, and limited access to transportation regulatory services while simultaneously strengthening road safety awareness, responsible driving behavior, and compliance with land transportation laws.

More importantly, this partnership is expected to significantly strengthen and complement the transportation administration agenda of the Provincial Government of Davao Oriental under the inspiring leadership of Governor HON. NELSON L. DAYANGHIRANG, particularly in advancing the province’s NLD-BOC governance and development initiatives aimed at improving mobility, accessibility, public safety, and responsive public service delivery throughout Davao Oriental.

Naglabas ng Show Cause Order (SCO) ang Land Transportation Office (LTO) laban sa isang motovlogger kaugnay ng video na in-upload sa page na “Sir Ki,” kung saan makikitang nagpapatakbo umano ng motorsiklo nang sobrang bilis sa isang pampublikong kalsada. Makikita rin umano sa nasabing video na pinara ito ng mga pulis, ngunit sa halip na huminto ay iniwasan pa umano ang mga awtoridad.

Batay sa inisyal na imbestigasyon, posibleng managot ang rider sa kasong “Reckless Driving” at “Improper Person to Operate a Motor Vehicle” dahil sa kanyang paraan ng pagmamaneho na malinaw na naglalagay sa panganib hindi lamang sa kanyang sarili kundi pati sa ibang motorista at pedestrian.

Dahil dito, pinadadalo ng LTO ang rehistradong may-ari at/o rider sa itinakdang pagdinig na gaganapin sa tanggapan ng Intelligence and Investigation Division (IID) sa LTO Central Office upang magpaliwanag kung bakit hindi sila dapat patawan ng kaukulang parusang administratibo.

Nakasaad din sa kautusan na ang hindi pagdalo sa nasabing pagdinig ay ituturing na pagtalikod sa kanilang karapatang marinig, at magpapasya ang ahensya base sa mga ebidensyang hawak nito.

Bilang agarang hakbang, isinailalim na sa alarm status ang naturang motorsiklo habang preventively suspended naman sa loob ng siyamnapung (90) araw ang lisensya ng rider, na kinakailangang agad isumite sa IID.

Ayon kay LTO Chief, Assistant Secretary Markus V. Lacanilao, hindi dapat ginagawang aliwan o content ang mga delikadong gawain sa kalsada.

“Hindi katanggap-tanggap na ginagamit ang social media para ipakita at gawing normal ang iresponsableng pagmamaneho. Ang kalsada ay hindi lugar para sa pasikatan, karera o paggawa ng content na naglalagay panganib sa buhay ng ibang tao,” ani Lacanilao.

Binigyang-diin din na may malaking responsibilidad ang mga content creators dahil marami ang naiimpluwensyahan ng kanilang mga ipinapakita online.

“Kung ikaw ay may platform at maraming followers, mas lalo mong dapat gamitin ito para magpakita ng disiplina at responsableng pagmamaneho. Dapat nagsusulong ng road safety ang content, hindi paglabag sa batas trapiko,” dagdag pa niya.

Patuloy ding hinihikayat ng ahensya ang lahat ng motorista at content creators na maging mabuting ehemplo sa lansangan at gamitin ang social media sa pagpapalaganap ng responsableng pagmamaneho at kaligtasan sa kalsada.

Pinapaliwanag ng Land Transportation Office (LTO) ang rehistradong may-ari at drayber ng isang Toyota Fortuner na tampok sa viral video kaugnay ng umano’y paggamit ng hindi awtorisadong blinkers at siren sa pampublikong lansangan.

Sa kumakalat na footage online, makikita ang komprontasyon sa pagitan ng drayber ng SUV at ng isang indibidwal na kumuha ng video matapos mapansin ang paggamit ng mga kagamitang karaniwang nakalaan lamang sa mga awtorisadong emergency at government response vehicles.

Dahil dito, pinadadalo ng LTO ang rehistradong may-ari at ang drayber ng sasakyan sa Intelligence and Investigation Division (IID) ng LTO Central Office sa Hunyo 2, 2026, alas-11 ng umaga upang sagutin ang mga posibleng paglabag kaugnay ng paggamit ng unauthorized blinkers, motor vehicle operating with siren, at improper person to operate a motor vehicle.

Iniutos din ng ahensya na dalhin ang nasabing sasakyan upang agad na alisin at pormal na isuko ang nakakabit na blinkers at siren.

Kasabay nito, isinailalim sa alarm status ang naturang sasakyan habang pansamantalang suspendido sa loob ng 90-araw ang lisensya ng drayber at kinakailangang agad itong isumite sa IID.

Ayon kay LTO Chief, Assistant Secretary Markus V. Lacanilao, hindi dapat ginagamit ng mga pribadong motorista ang mga ilaw at sirenang nagbibigay ng impresyon na sila ay may espesyal na pribilehiyo sa kalsada.

“Hindi status symbol ang blinkers at sirena. Nakalaan lamang ang mga ito sa mga sasakyang may awtoridad at ginagamit sa tunay na emergency response. Hindi natin papayagan na abusuhin ito para manindak o makalusot sa trapiko,” ani Lacanilao.

Dagdag pa niya, “Kaya malinaw ang mensahe natin sa publiko: kung hindi kayo awtorisado, alisin na ninyo ang mga nakakabit na blinkers, wang-wang, at kahalintulad na kagamitan. Hindi ito palamuti at lalong hindi ito nagbibigay ng espesyal na karapatan sa kalsada.”

Patuloy namang pinaigting ng LTO ang kampanya laban sa mga sasakyang gumagamit ng illegal warning devices bilang bahagi ng pagsusulong ng disiplina, respeto, at pantay-pantay na pagpapatupad ng batas-trapiko sa bansa.
