PRESS RELEASE | EastMinCom Pays Tribute to Retiring Deputy Commander After 37 Years of Exemplary Military Service

NSFA, Panacan, Davao City – The Eastern Mindanao Command (EastMinCom) paid tribute to Commodore Dwight Steven M. Dulnoan PN, Deputy Commander of EastMinCom, during a solemn and meaningful Retirement Ceremony on June 3, marking the culmination of more than 37 years of dedicated and honorable service to the nation.

The ceremony was presided over by Lt. Gen. Adonis Ariel G. Orio PA, Commander of EastMinCom, and attended by Brigade Commanders within the EastMinCom Joint Operational Area, along with the Command’s Officers, Enlisted Personnel, and Civilian Human Resources.

In recognition of his exemplary leadership, unwavering commitment, and invaluable contributions to the Armed Forces of the Philippines, Commo. Dulnoan was conferred the Distinguished Service Star for exceptionally meritorious and valuable service rendered in positions of major responsibility. He was likewise presented the Command Plaque in grateful recognition of his eminently meritorious and valuable service as Deputy Commander of EastMinCom from October 9, 2024, to June 3, 2026.

As a fitting tribute to his distinguished military career, Commo. Dulnoan also received the Plaque of Honorable Service in recognition of his 37 years, two months, and 12 days of faithful and honorable service to the Armed Forces of the Philippines from April 1, 1987, to June 3, 2026. He was further presented with a framed display of the medals and decorations earned throughout his military career, symbolizing decades of dedication, sacrifice, and professional excellence in the service of the Filipino people.

The ceremony also featured the presentation of the National Flag, a traditional military honor symbolizing the nation's gratitude for the selfless dedication, loyalty, and sacrifices rendered by Commo. Dulnoan and his family throughout his years in uniform.

In recognition of her unwavering support and steadfast partnership, Mrs. Mary Jane Delos Santos Dulnoan was awarded a Plaque of Appreciation for her invaluable role in supporting her husband's distinguished military career and dedicated service to the Armed Forces of the Philippines and the nation.

During his farewell remarks, Commo. Dulnoan expressed his profound gratitude to the officers, enlisted personnel, civilian workforce, and stakeholders of EastMinCom for their trust, support, and camaraderie throughout his tenure. Reflecting on his service, he emphasized the importance of dedication, professionalism, and commitment to duty, encouraging the younger generation of military personnel to continue serving the nation with integrity and pride.

"I am deeply grateful for the opportunity to have served with the men and women of Eastern Mindanao Command. If given the chance, I would always choose EastMinCom. To our junior officers and enlisted personnel, continue serving with dedication, integrity, and pride, for you are privileged to be assigned to a Command where professionalism, camaraderie, and unwavering commitment to mission excellence are not only upheld but lived every day. Carry forward the values that make EastMinCom a truly exceptional organization and remain steadfast in your service to the nation," Commo. Dulnoan said.

Meanwhile, Lt. Gen. Orio paid tribute to Commodore Dulnoan's remarkable career and leadership, highlighting the profound impact he has made on the Command and the men and women who served alongside him.

"Sir, you have shown us that true leadership is not always loud. Sometimes, it is seen in calm decisions during difficult moments, in guidance given at the right time, in standards upheld without compromise, and in the trust earned from those who serve with you. During our cadet days, he was my direct upperclassman, and even then, I saw in him a rare kind of leadership—firm when needed, but always kind, respectful, and humane.

There are people whose goodness leaves a lasting impression, and Sir Dwight is one of them. He was kind then, and he remains kind today. That is why it is no surprise that he has reached this milestone with the respect, trust, and admiration of the people around him.

On behalf of the Officers, Enlisted Personnel, and Civilian Human Resources of Eastern Mindanao Command, thank you for the outstanding service you have rendered. You have been more than a Deputy Commander. You have been a mentor, a guide, a brother-in-arms, and an inspiration to many. Sir, as you close this remarkable chapter of your military career, may you do so with a full heart and a deep sense of fulfillment. You have served your country with honor. You have led with dignity. You have strengthened the institution. You have helped protect our people and our communities," Lt. Gen. Orio said.

Commodore Dulnoan assumed the position of Deputy Commander of EastMinCom on October 9, 2024. A distinguished graduate of the Philippine Military Academy, he belongs to the esteemed PMA "Maalab" Class of 1993. Throughout his military career, he exemplified the highest standards of leadership, integrity, professionalism, and selfless service, leaving a legacy that will continue to inspire future generations of soldiers, sailors, airmen, marines, and civilian personnel of the Armed Forces of the Philippines.

IN PHOTOS | The Eastern Mindanao Command (EastMinCom) successfully conducted the Pinning of Loyalty Badges, Oath-Taking, and Retirement Ceremony for seven Civilian Human Resources (Civ HRs) personnel and one enlisted personnel during the Command's flag-raising ceremony held at Naval Station Felix Apolinario, Panacan, Davao City, on June 1.

Representing Lt. Gen. Adonis Ariel G. Orio PA, Commander of EastMinCom, Col. Jorry L. Baclor PA, Chief of Unified Command Staff, led the pinning of 10-Year Loyalty Badges to three deserving Civ HRs and administered the oath of office to three newly appointed Civ HRs. The ceremony highlighted the Command's commitment to recognizing dedicated service, rewarding loyalty and perseverance, and fostering a culture of excellence, professionalism, and integrity within the organization.

The ceremony also recognized the retirement of MSg. Lovett B. Corpuz PA, who will compulsorily retire after rendering 35 years of faithful military service, and Ms. Julie P. Sinoy, Civ HR, who will compulsorily retire after 37 years of dedicated government service. Their recognition underscored the Command's deep appreciation for their invaluable contributions, unwavering commitment, and enduring legacy in advancing the mission and objectives of the Armed Forces of the Philippines and EastMinCom.

In his message, Col. Baclor commended the awardees, newly appointed personnel, and retirees for their dedication, professionalism, and steadfast commitment to public service. He emphasized that every member of the Command plays a vital role in sustaining operational excellence and strengthening the trust and confidence of the Filipino people.

"Every office, unit, and individual plays an important role in sustaining the Command's gains and strengthening the trust placed in us by the people we serve. Let us continue to perform our duties with discipline, professionalism, and sincerity. Let us always remember that every action we take—whether in the field, in the office, or in our personal conduct—reflects not only on ourselves but also on our unit, our Command, and the Armed Forces of the Philippines. May we always choose integrity over convenience, responsibility over complacency, and service over self-interest.

LOOK | Troops from the 4th Infantry Division (4ID), in close coordination with the 401st Infantry Brigade, the Philippine National Police (PNP), local government units (LGUs), and other stakeholders, successfully facilitated the surrender of the remaining members of the Communist Terrorist Group (CTG), resulting in the complete dismantling of one of the CTG's major regional formations operating in the Caraga Region.

The collapse of the Northeastern Mindanao Regional Committee (NEMRC) marks a significant accomplishment in the government's sustained campaign to end local communist armed conflict in Eastern Mindanao. This milestone reflects the cumulative impact of focused military operations, strengthened interagency collaboration, responsive local governance, and the active support of communities in advancing peace and security throughout the region.
The surrender of the remaining NEMRC members underscores the CTG's diminishing influence and the growing recognition among its former members that peace, reconciliation, and development offer a more meaningful and sustainable path forward than armed struggle.

The Eastern Mindanao Command (EastMinCom) commends the troops of the 4ID and the 401st Infantry Brigade for their collective efforts, which contributed to this significant achievement. Their unwavering commitment has not only neutralized a major security threat but has also paved the way for greater stability, economic growth, and development opportunities for the people of Caraga and Eastern Mindanao.

EastMinCom remains steadfast in consolidating these gains through sustained security operations, strengthened stakeholder partnerships, and continued support for government peacebuilding and reintegration programs. The Command remains committed to addressing the root causes of insurgency while ensuring that former rebels are given opportunities to become productive partners in nation-building.
This development is more than a military success—it is a testament to the effectiveness of the whole-of-nation approach and a significant step toward achieving a peaceful, secure, and progressive Eastern Mindanao.

IN PHOTOS | The Eastern Mindanao Command (EastMinCom) successfully concluded the conduct of the Gender and Development (GAD) Audit and the administration of the Armed Forces of the Philippines (AFP) Participatory Gender Audit (PGA) Survey at Naval Station Felix Apolinario, Panacan, Davao City, from May 27 to 29.

The activity was spearheaded by Capt. Venus G. Gualdaquever PN, Chief of the AFP Gender and Development Office (AFPGADO), together with Col. Jorry L. Baclor PA, EastMinCom Chief of Unified Command Staff; Col. Rosa Ma. Cristina Rosete-Manuel PA, Vice Chairperson of the EastMinCom Gender and Development Focal Point System (GFPS); and other GFPS members.

The audit and survey aimed to assess the Command’s compliance with GAD policies, evaluate the effectiveness of existing gender-responsive programs and initiatives, and identify opportunities to further strengthen gender mainstreaming within the organization.

The three-day activity served as a vital mechanism in measuring the Command’s progress in promoting gender equality, inclusivity, and women’s empowerment in accordance with national policies and AFP directives. It also provided participants a platform to share insights, best practices, and recommendations that will contribute to the continuous enhancement of gender-responsive governance and institutional development.

Capt. Gualdaquever lauded EastMinCom for sustaining its GAD compliance for three consecutive years, underscoring the Command’s unwavering commitment to institutionalizing gender-responsive policies and practices within the organization.

Through initiatives such as the GAD Audit and PGA Survey, EastMinCom continues to strengthen an inclusive, equitable, and empowering work environment that safeguards the rights, welfare, and professional development of all personnel, while reinforcing the AFP’s mission of professionalism, service, and excellence.

IN PHOTOS | The Naval Forces Eastern Mindanao (NFEM), through the BRP Artemio Ricarte (PS-37), actively participated in CORPAT PHILINDO-40-2026, the Joint Coordinated Border Patrol between the Philippines and Indonesia, conducted along the Philippine-Indonesian maritime boundary on May 25.

As part of the bilateral maritime security activity, participating naval units carried out a series of at-sea exercises alongside the Indonesian Navy vessel KRI Selar (879). The participating forces conducted coordinated communication drills, Replenishment-at-Sea Approach (RASAP), and Semaphore Exercises (SEMAPHOREX) to enhance operational interoperability, coordination, and collective readiness in addressing shared maritime security challenges in border areas.

Complementing the maritime operations, a C-208B aircraft of the Philippine Air Force, tail number 5671, also conducted an Intelligence, Surveillance, and Reconnaissance (ISR) mission in support of the ongoing CORPAT PHILINDO-40-2026 operations, further strengthening maritime domain awareness and security monitoring efforts in the area.

The continued conduct of CORPAT PHILINDO underscores the enduring partnership and growing defense cooperation between the Philippines and Indonesia. More importantly, the activity serves as a strategic platform for fostering mutual trust, improving interoperability, and reinforcing both nations’ shared commitment to preserving peace, stability, and security across their common maritime borders.

Lt. Gen. Orio was accompanied by Col. Chris C. Baloran PA, Assistant Chief of Unified Command Staff for Plans, U5, EastMinCom; Lt. Col. Rey Vergel A. Annogui PA, Commanding Officer of the 30th Infantry Battalion; and Maj. Vincent S. Cavañas PA, Director of the 1505th Community Defense Center (1505CDC), along with other officers and staff.

The engagement served as an avenue to further strengthen the partnership and coordination between EastMinCom and the Provincial Government of Dinagat Islands in advancing peace, security, stability, and development initiatives within the province.

During the meeting, Lt. Gen. Orio and Gov. Demerey discussed matters of mutual concern, particularly the province’s continuing preparations for Territorial Defense Operations and External Security Operations, as well as the importance of strengthening the role of Reserve Forces and Reserve Officers’ Training Corps programs as part of broader efforts to prepare for emerging security challenges.

The discussion also highlighted ongoing training initiatives being conducted with ROTC students and reservists in Dinagat Islands, including efforts to enhance their readiness, discipline, and capability to support the province’s peace and security, disaster response, and community resilience requirements.

The engagement further recognized Gov. Demerey’s role as a Philippine Army reservist officer and Commanding Officer of the 1505th Ready Reserve Infantry Battalion (1505RRIBn), particularly in supporting reserve force development, ROTC training, and local preparedness for territorial defense, disaster response, and other community support activities.

Gov. Demerey expressed support for programs that strengthen the capability and readiness of reservists in the province, recognizing their vital role not only in territorial defense preparedness, but also in Humanitarian Assistance and Disaster Response operations, community support activities, and other initiatives that promote public safety and resilience.

Gov. Demerey also conveyed the Provincial Government’s willingness to exert sustained efforts in support of territorial defense, emphasizing the importance of preparing local communities, strengthening coordination with security forces, and ensuring that the province remains responsive to both traditional and emerging security concerns.

Lt. Gen. Orio thanked Gov. Demerey and the Provincial Government of Dinagat Islands for their continued support to the Armed Forces of the Philippines and for recognizing the strategic value of reserve force development, ROTC training, and local government participation in strengthening the country’s territorial defense posture.

“The security challenges we face today require strong partnerships, prepared communities, and a ready reserve force. We are grateful to the Provincial Government of Dinagat Islands, under the leadership of Gov. Demerey, for its commitment to strengthening local readiness and supporting efforts that contribute to territorial defense, disaster response, and the overall security and stability of the province,” Lt. Gen. Orio said.

Led by the EastMinCom Chief Civilian Human Resources Supervisor, Ms. Liza Fe Ancajas, Civ HR, the seminar carried the theme, "Strengthening Mental Health for Career Growth and Motivation." The activity served as a meaningful platform to emphasize the vital role of mental health in sustaining productivity, professional growth, and the overall quality of life of the Command's civilian personnel.

During the activity, Ms. Bernel B. Ramos, Civ HR, emphasized the importance of mental wellness in achieving personal and career success while equipping the participants with practical strategies for stress management, emotional resilience, and coping mechanisms in the workplace. The seminar also sought to cultivate a stronger culture of support, empathy, and psychological well-being within the Armed Forces of the Philippines community.

Through initiatives such as this, EastMinCom continues to recognize that a resilient and mentally healthy workforce remains essential in fostering a motivated, mission-focused, and high-performing organization. The activity likewise reflects the Command's enduring commitment to strengthening morale and welfare by ensuring that civilian personnel are empowered not only professionally but also emotionally and psychologically.

IN PHOTOS | The Eastern Mindanao Command (EastMinCom) formally conducted a Change of Chief of Office and Awarding Ceremony for two key officers at Naval Station Felix Apolinario, Panacan, Davao City, on May 23.

Maj Abdul Hamid M Salik, former Acting Assistant Chief of Unified Command Staff (ACUCS) for Logistics, U4, was conferred the Distinguished Service Medal in recognition of his outstanding dedication, valuable contributions, and exemplary service as the Command’s U4 from July 11, 2024, to May 21, 2026. His leadership and commitment significantly contributed to sustaining the Command’s logistical capabilities and operational requirements.

Meanwhile, Col. Josue A. Erie PA formally assumed office as the new ACUCS for Logistics, U4. His designation reflects the Command’s continuing thrust to strategically position capable leaders in critical functional areas to further enhance mission effectiveness and organizational readiness.

The ceremony was presided over by Col. Jorry L. Baclor, Chief of Unified Command Staff of Eastern Mindanao Command. In his message, he emphasized the importance of leadership, professionalism, and continuity of service, while expressing confidence in the officers’ ability to carry out their duties with dedication, integrity, and excellence in support of EastMinCom’s mission of sustaining peace, security, and development in Eastern Mindanao.
