The Online Application System (OAS) for the Philippine National Police Academy Cadet Admission Test (PNPACAT) for the Calendar Year 2024 is now officially open!

1. A natural-born Filipino citizen;
2. Must be 18 to 22 years old at the time of admission;
3. Male or female, must be single with no parental obligation;
4. At least Senior High School graduate upon admission (June 1, 2025);
5. At least 5 ft and 2 inches (158.2cm) for males and 5 ft (152.4 cm) for females in height;
6. With weight that corresponds to the applicant’s height, gender, and age (BMI);
7. Physically and mentally fit to undergo the Cadetship Program;
8. With good moral character (no criminal, administrative, or civil derogatory record);
9. Without pending complaint and/or case before any tribunal of whatever nature;
10. Not a former cadet of PNPA, or other similar institutions; and
11. Never been dismissed from any private employment or government position for cause.

"ICS is not just a framework for managing emergencies; it's a mindset that prioritizes communication, collaboration, and decisive action."

Members of PNPA LAYAG-DIWA CL of 2024 underwent ICS excersises. As part of our CAP Phase 3, Case-Based Scenario the whole class underwent various scenarios that showcased our leadership, communication, collaboration, critical thinking and decision making. The activity involves the participation of other PNP units and agencies, including the Philippine Coast Guard EOD, MDRRMO, Bureau of Fire Protection, and SOCO PRO4A.

The activity started with the Incident Commander conducted an initial briefing and planning for the actions to be taken at a certain situation. The given scenario was to safely transport a high-profile PDL with collaboration of PNP cadets and BJMP cadets to hall of justice with a Civil Disturbance Team and security team took post to ensure the safety of the PDL and other civilians near the area. Later on, after the promulgation of the PDL an ambush occured that cost the life of the high-profile PDL and injured two jail officers. First responders were deployed to secure and retrieve the victims. Next scenario was hostage taking and bomb threats. With the supervision of partner agencies, we were able to establish strategic movement to address the situations.

ICS is a defined management framework that emergency responders employ to plan, direct, and oversee emergency response activities. It offers an adaptable framework for combining people, processes, tools, and communication in a single command structure for incidents varying from simple multi-agency responses to large-scale ones.

While doing the ICS activity, I have learned that communication and collaboration with partner agencies will be effective in addressing unwanted situations. It may be different principles but only has one goal and priority, public safety. As future public safety officer, we should build a good relationship with our counterparts because in the field, we will be working together to ensure a safe and secured community.

PNPA LAYAG-DIWA CL OF 2024 Members of RIZAL CITY POLICE STATION underwent Camp Defense Simulation. Under the supervision of PLTCOL MARLON MAYUGA and PLTCOL JAIME RAFAEL NADELA, we underwent exercises on camp defense wherein we were able to establish our defensive plans for the station defense at time of ambush by any insurgents. At the same time, our supervisors taught us about the protocols done in case of camp overruns. We also practiced our communication with nearby stations and collaborated with them to address such problem.

In this activity, I have learned that vigilance, pressence of mind, communication, collaboration and proper planning will establish a good and stategic positions to defend the camp and as a result, safety of every personnel of the station will be preserved.

In conclusion, as police officers, we should always practice these kind of exercises to prepare us from any untoward incidents and threats that may occur in our respective areas of responsibilties. The more we practice, the more individual police officers will be eqquiped with the skills and knowledge that could not only save the lives of others but also his/her own life.

Cadets of PNPA LAYAG-DIWA CL OF 2024 members of RIZAL CITY POLICE STATION underwent consecutive activities to enhance skills and gain additional knowledge as part of CAP Case-Based Scenario.

It started with the turn-over ceremony as PLTCOL CHRISTIAN JEROES P RICALDE the outgoing COP of Rizal CPS welcomed the incoming COP, PLTCOL AYANNA ALEXI C OCFEMIA. As the newly assumed Chief of Police, PLTCOL OCFEMIA aims to continue the fight against criminality and will focus to the welfare of the community under her command.

Distribution of leaflets to the community was done as part of the PCR program led by PLT VRENT VALDESCO. This aimed to promote PRESIDENT FERDINAND β€œBONG BONG” MARCOS JR’s Bagong Pilipinas Campaign that merely focuses on an all-inclusive plan for social and economic transformation.

Serving search warrant, conduct of buy-bust and addressing WCPC Complaints were done to test the cadets with their learnings and gained trainings to address these cases that usually happen to the real McCoy. We were able to apply the procedures in conducting operations and at the same time, we gained additional knowledge that we could use in future. As future public safety officers, we should be equipped with knowledge and skills in order to perform our duties by addressing the concerns of the public and be able to investigate various cases to solve crimes and serve justice. Also, gaining trust, respect and building a strong relationship with the community will lead to a more secure and safe community.

RIZAL CITY POLICE STATION kickstarted the day by conducting the traditional Monday Flag raising ceremony held at NCBN 1, Gen. Luna Street, Camp General Mariano N. CastaΓ±eda, Silang, Cavite. The ceremony was spearheaded by Mayor Luke Baring as he showed his appreciation to the uniformed men and women of PNP, BJMP and BFP for their unwavering dedication on maintaining public safety.

Moreover, a Special Investigation Task Group (SITG) Conference was held and was chaired by PMAJ ILAGAN to show us the procedures on how PNP address sensational crimes that may occur to our AOR. This showcased the proactive capabilities of the PNP in ensuring the safety and security of the community. At the end, PMAJ ILAGAN shared his knowledge and insights on how to properly establish such task group wherein in the future, we will be handling sensational cases as police officers.

I have learned that as police officers, we should always show our dedication to our flag, country and people as it will always be our fuel for public service. Also, when handling cases, it should be taken seriously by applying investigation procedures to solve it. As future police officers, we should have the knowledge for us to contribute and we can trace the roots of the crime.

First responder and Dragnet Operation excercises were done as part of the CAP Phase 3 Case-Based Scenario. PLTCOL APOLINARIO PALOMENO, Academics Duty Officer of the Day supervised the activity as Rizal CPS under the supervision of PLTCOL JEROES P. RICALDE, COP were given scenario to act as the first responder into a shooting incident within the AO. As first responders, we had followed procedures on how to secure and establish a crime scene at the same time practicing turn-over to authorized units that will conduct investigation to the scene.

In connection to the given scenario, police stations within Camp General Mariano N. CastaΓ±eda, Silang, Cavite collaborated to capture the riding in tandem that killed Hon. Abaigar thru Dragnet Operation. This operation is done by all stations within a certain area that aims to capture suspects by closing all strategic exit routes and having full alert status to sweep the area.

These activities taught us about urgency and vigilance that in our respective fields, these are needed to capture suspects. As future public safety officers, we will be able to build a strong relationship to the community by acting to their problems with urgency. Also, we were able to apply proper arresting procedure that is the basic skill done by any police operators. This exercises will help us improve our collaboration, communication and leadership that by the time we graduate, we will be able to use it in our different units.

PMAJ JOSE MARI JASMIN conducted Police Information and Continuing Education (PICE) as part of police activities in order to guide us since everyday is a learning process and as officers, to become well-rounded, continous learning and constant trainings must be done. We must not settle to what we have learned at school but instead we must be open for new learnings as we can use it for long term use as police officers.

We conducted a hasty checkpoint wherein we were given a scenario that we will intercept an escaping armed men riding a white van who were involved in a bank robbery that took the lives of a security guard and a bank teller that was escaping through a route near the AOR of our station. We were able to in arrest the suspects and seize items in their possession.

In conclusion, these activities had taught us that as future public safety officers, we should be open for additional learnings as we could use it by the time we will be in our respective units. In addition, it tested our vigilance and urgency on how to respond to certain situations. I have learned that Hasty Checkpoint is a brief or informal review stage of a project or procedure. It's a time when work is temporarily put on hold to evaluate the situation as it stands or to make any necessary corrections before continuing. This important to public safety since it reduces risks, improves communication between law enforcers and the community, it improves monitoring system wherein it gives law enforcers a heads up on what could be the possible threats.
