𝐄𝐢𝐠𝐡𝐭 𝐔𝐧𝐲𝐢𝐞𝐥𝐝𝐢𝐧𝐠 𝐋𝐚𝐰𝐦𝐚𝐤𝐞𝐫𝐬 𝐅𝐢𝐥𝐞 𝐚 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐑𝐞𝐣𝐞𝐜𝐭𝐢𝐧𝐠 𝐂𝐡𝐚𝐫𝐭𝐞𝐫 𝐂𝐡𝐚𝐧𝐠𝐞, 𝐖𝐚𝐫𝐧 𝐀𝐠𝐚𝐢𝐧𝐬𝐭 "𝐅𝐥𝐨𝐨𝐝𝐠𝐚𝐭𝐞𝐬 𝐨𝐟 𝐂𝐨𝐫𝐫𝐮𝐩𝐭𝐢𝐨𝐧"

Eight brave and principled lawmakers have filed House Resolution No. 1076 to express their firm, resolute, and unequivocal rejection of any attempt or initiative to amend the 1987 Philippine Constitution through a Constituent Assembly under the present circumstances.

Spearheading this legislative stance to safeguard the nations fundamental law are Representatives Paolo Z. Duterte, Omar Vincent S. Duterte, Isidro T. Ungab, Harold James T. Duterte, Paolo Henry M. Marcoleta, Robert Nazal, Francisco "Kiko" A. Barzaga, and Leandro Legarda Leviste. They note that the resolution aligns with the overwhelming consensus found in an independent national survey by Pulse Asia Research Inc, which showed that nearly nine out of ten Filipinos oppose Charter change at this time.

The resolution warns that any attempt to rush a constitutional rewrite under the shadow of a political crisis is inherently susceptible to self dealing and threatens to open the floodgates of corruption. It strongly denounces reported backroom initiatives aimed at extending the terms of incumbent officials until 2031, altering candidate qualifications for the 2028 elections, or utilizing a constitutional rewrite as a political contingency tool. Furthermore, the lawmakers point out that proceeding with such an initiative is completely impractical, given that the Commission on Elections has already declared it unfeasible due to the lack of a 19 Billion Peso appropriation required for a national plebiscite.

Most importantly, the resolution serves as a reminder to fellow public servants to reaffirm their sacred commitment to the sovereign Filipino people. Specifically, it urges them to never support any measure that undermines the democratic process and to uphold the constitutionally scheduled 2028 national elections without any deferments.

The House of Representatives has officially passed House Bill No. 8869 on its third and final reading. The measure, which substituted the original House Bill No. 453, was principally authored by Representative Omar Vincent Duterte.

The "Free Professional Examinations Act" seeks to institutionalize free professional examinations for qualified indigent examinees, as well as members of Indigenous Peoples (IPs) and Indigenous Cultural Communities (ICCs).

Under this legislation, examination fees will be waived for the following:

1. Professional Regulation Commission (PRC) licensure examinations

2. Civil Service Commission (CSC) examinations for government employment eligibility

3. Supreme Court of the Philippines Bar Examinations

By removing financial barriers to entering these critical professions, this legislation aims to promote equal employment opportunities and ensure that financial limitations never prevent deserving Filipino graduates from becoming licensed professionals.

Representatives Paolo Duterte and Omar Duterte have filed a bill establishing a national development program for the country's ube industry. The said measure aims to directly address the challenges faced by local purple yam farmers amid a massive surge in global demand for the crop.

The Representatives have seen that the international market presents an extraordinary economic opportunity for the country; however, they also deemed that local growers are heavily constrained by high production costs, weather disruptions, and fragmented supply chains.
To resolve these pressing bottlenecks, the proposed bill seeks to introduce critical structural interventions. Under the said measure, the government will set up regional ube seed banks and tissue-culture nurseries to give smallholders a reliable supply of healthy planting materials. The programs also integrated an export brand protection framework to safeguard the name and quality of authentic Philippine ube against foreign imitations in global trade. Furthermore, the proposed bill aims to optimize the value chain by directly linking farmer cooperatives with major food processors so that local growers can secure better prices and bypass exploitative middlemen.

Through this measure, Representatives Paolo and Omar Duterte emphasize their commitment to transforming agricultural crops such as ube into a sustainable national enterprise. The Representatives maintained that by implementing an official development program, the government can finally ensure that the benefits of the global market boom go straight to the hard-working agricultural communities.
