In pursuit of more responsive local governance, the Department of the Interior and Local Government (DILG) Davao de Oro successfully spearheaded the Local Government Code of 1991 Review and Amendment Program (LGC RevAmP) ๐๐ซ๐จ๐ฏ๐ข๐ง๐œ๐ข๐š๐ฅ ๐’๐ž๐œ๐ญ๐จ๐ซ๐š๐ฅ ๐‚๐จ๐ง๐ฌ๐ฎ๐ฅ๐ญ๐š๐ญ๐ข๐จ๐ง on ๐Œ๐š๐ฒ ๐Ÿ๐Ÿ”, ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ” at the Ritz Hotel at Garden Oases, Bo. Obrero, Davao City.

The consultation convened representatives from different sectors across the province to take part in discussions and come up with proposed amendments to the ๐‘ณ๐’๐’„๐’‚๐’ ๐‘ฎ๐’๐’—๐’†๐’“๐’๐’Ž๐’†๐’๐’• ๐‘ช๐’๐’…๐’† ๐’๐’‡ 1991. The faculty members from Davao de Oro State College, the Local Resource Institute partner of DILG Davao de Oro, moderated and facilitated the consultation, ensuring meaningful discussions and productive sectoral engagement during the activity.

The consultation highlighted DILG Davao de Oroโ€™s commitment to an inclusive, participatory, and comprehensive reform process by presenting and discussing proposed amendments covering seven (7) sectors. These sectors include Local Development Planning and Investment Programming; Local Public Financial Management and Revenue Generation; Local Legislative Governance and Legal Affairs; Human Resource, Administrative Systems, and Institutional Development; Social Services Delivery; Peace and Order, Public Safety, and Disaster Resilience; and Barangay-Level Governance.

The activity underscored the vital role of participatory governance in ensuring that grassroots voices are heard, valued, and integrated into policy reform discussions. The productive exchange of ideas among government institutions, civil society organizations, academic partners, and community representatives further reinforced the shared responsibility of all stakeholders in shaping reforms that are inclusive, adaptive, and people-centered.

๐‡๐ˆ๐†๐‡๐‹๐ˆ๐†๐‡๐“ | The Department of the Interior and Local Government (DILG) Region XI joined the Technology Transfer Ceremony of two innovative digital governance systems developed by 4th-year BS Information Technology students, SINAG and PULSE, on May 12, 2026, at the Sangguniang Bayan Session Hall. Present during the activity were Assistant Regional Director Charissa T. Guerta, CESO V, LGCDD OIC-Division Chief Atty. Camille E. Flores, MLGOO Giovanni Kish C. Basilgo, Municipal Mayor Jimmy S. Sagarino, OIC-Provincial Director Raymund C. Olivo, CESE, other Municipal and Barangay Officials of Sulop, Dr. Tessie G. Miralles, and the BS IT faculty, staff, and students from the University of Mindanao โ€“ Digos College.

SINAG, an integrated digital platform for the Seal of Good Local Governance for Barangays (SGLGB) assessment process in the Municipality of Sulop, was introduced to streamline barangay governance assessment and monitoring.

The system enables barangays to conduct self-assessment, upload documentary requirements, and respond to feedback through a centralized platform, while assessors and validators facilitate review, rework, and calibration processes to ensure transparency and accuracy.

The system also features an automated Assessment and Evaluation Module based on the SGLGB 3+1 rule, a secure Means of Verification (MOV) database, and AI-powered governance insights capable of generating summaries, identifying common errors, and recommending areas for technical assistance and capacity development. To further strengthen monitoring and reporting, SINAG provides real-time dashboards, activity logs, performance widgets, and an interactive map displaying the assessment status of barangays in Sulop.

Meanwhile, PULSE was likewise launched as part of the municipalityโ€™s continuing innovation initiatives aimed at improving governance systems, operational efficiency, and data-driven decision-making in local administration.

The launching and turnover of SINAG and PULSE highlight the commitment of DILG XI, the Municipality of Sulop, and the University of Mindanao โ€“ Digos College in promoting innovation, digital transformation, and responsive local governance through collaborative and technology-driven solutions.

๐‡๐ˆ๐†๐‡๐‹๐ˆ๐†๐‡๐“ | Tagum City Recognized as SDG ACEs Awardee for Innovative Bee BLESS Program

TAGUM CITY, Davao del Norte โ€” Tagum City formally received its Plaque of Recognition as one of the awardees of the Sustainable Development Goals Achievement Champions and Exemplars (SDG ACEs) during its convocation ceremony held on May 18, 2026 at the Tagum City Hall.

The recognition was conferred for the cityโ€™s outstanding initiative under SDG 8: Decent Work and Economic Growth through its innovative โ€œBee BLESS Program: A Community-Academe-LGU Partnership in Action (Beekeeping, Beesaving, Livelihood and Environment Support Services)โ€. The program highlights the collaborative efforts of the local government, academic institutions, and community stakeholders in promoting sustainable livelihood opportunities while advancing environmental protection and economic resilience.

Originally recognized during the SDG ACEs Recognition Ceremony conducted on December 19, 2025 via Zoom Platform, the Bee BLESS Program was commended for addressing unemployment concerns by integrating livelihood development, environmental conservation, and community participation through beekeeping and related support services.
