CDA REGION XI STRENGTHENS COOPERATIVE RESILIENCE THROUGH RISK-BASED SUPERVISION OF THREE PILOT COOPERATIVES
DAVAO CITY -- The Cooperative Development Authority (CDA) Region XI successfully conducted the Risk-Based Supervision (RBS) Examination of three pilot cooperatives in the Davao Region, namely Silangan Multipurpose Cooperative (Silangan MPC), Sta. Ana Multipurpose Cooperative (SAMULCO), and King Multipurpose Cooperative (King MPC).
The activities were carried out by dedicated teams from CDA Region XI. The Silangan MPC Team was led by Saint Tammy B. Presores, with Alice S. Corro and Geralyn C. Lumawag who served as Examiners, assisted by Cooperatives Development Specialist (CDS) IIs Louise Angeli G. Bouffard and Juna May Z. Roble. The SAMULCO Team was headed by Arnold L. Bordios, with Niรฑa Buena Joyce V. Balagat and Alyssa G. Jovita who served as Examiners.
Meanwhile, the King MPC Team was led by Phoebe A. Casangyao, with Iyv B. Lacubtan and Rickie C. Villarino who served as Examiners.
The RBS Examination formally commenced with an Entrance Meeting attended by the officers, directors, and management personnel of the pilot cooperatives. The meeting served as an avenue to discuss the objectives, scope, methodology, and expectations of the examination while fostering a collaborative and transparent supervisory environment. Following the Entrance Meeting, the examination proper was conducted from May 18 to 22, 2026, as part of CDA's commitment to strengthening cooperative governance, promoting sound risk management practices, and ensuring the long-term sustainability of cooperatives through a proactive supervisory framework. Through the Risk-Based Supervision approach, the Authority assessed the level of risks faced by the cooperatives and the effectiveness of their risk management systems, enabling the formulation of targeted recommendations and appropriate supervisory interventions to support their continued growth and resilience.
Throughout the examination period, the three teams convened at the close of each examination day to discuss and consolidate their observations, findings, and assessment results. These daily post-examination assessment sessions were attended by Regional Director Glenn S. Garcia, Supervising CDS Rhandy B. Corro, and Senior CDS Zara B. Perez, Head of the Supervision and Examination Section, whose guidance and insights contributed significantly to the effective conduct of the examinations. The sessions provided a valuable platform for the exchange of observations, harmonization of examination approaches, and sharing of best practices among the teams. Through collaborative discussions and technical guidance from the regional leadership, the examination teams were able to ensure consistency in the application of the Risk-Based Supervision framework, enhance the quality of their assessments, and strengthen their capacity to effectively identify and address key risk areas within the cooperatives.
Prior to the conduct of the Exit Conferences, CDA Region XI facilitated a comprehensive critiquing and validation of the examination reports under the guidance of RD Garcia. The activity served as both a quality assurance and capacity-building initiative, enabling the examination teams to review and refine their findings to ensure that observations and recommendations were accurate, well-supported, and aligned with the principles of Risk-Based Supervision. Furthermore, the session equipped CDA personnel with the knowledge, confidence, and communication skills necessary to effectively present examination results and engage cooperative stakeholders in meaningful discussions during the Exit Conferences.
Following the completion of the examinations and report validation activities, Exit Conferences were conducted to formally present and discuss the examination findings, recognize noteworthy practices, and identify areas for improvement. The Exit Conference for SAMULCO was held on May 28, 2026, while those for Silangan MPC and King MPC were conducted on May 29, 2026.
The Exit Conferences were attended by Sr CDS Perez, who underscored the importance of effective risk management, regulatory compliance, and good governance in ensuring the continued growth, stability, and resilience of cooperatives.
During the conferences, the examination teams presented the results of their assessments, highlighting key observations on governance, financial condition, operational controls, compliance, and risk management practices. The discussions provided members of the Board of Directors, officers, and management personnel with valuable insights and recommendations aimed at enhancing institutional performance, strengthening internal controls, and promoting the overall sustainability of their respective cooperatives.
As pilot cooperatives under the implementation of the Risk-Based Supervision framework, Silangan MPC, SAMULCO, and King MPC played a significant role in advancing CDA's supervisory initiatives. Their active participation provided valuable insights and lessons that will contribute to the continuous enhancement of risk-based regulation and supervision within the cooperative sector.
The successful conduct of the RBS Examination and Exit Conferences reflects CDA Region XI's unwavering commitment to fostering accountable, resilient, and sustainable cooperatives. By promoting sound governance, effective risk management, and continuous institutional improvement, the Authority continues to empower cooperatives to fulfill their vital role as partners in community development and inclusive economic growth. # # #
