San Isidro Fish Operator Association (SIFOA) in San Isidro, Davao del Norte participated in a four-day training on Basic Business Recording cm Entrepreneurial Mind Setting and Values Formation conducted from March 10 - 11, 2026.
Led by the Regional Program Management Support Office (RPMSO), the activity aimed to strengthen the entrepreneurial capabilities of SIFOA members by equipping them with essential knowledge and skills in financial management, systematic record-keeping, and cultivating the right mindset to sustain small enterprises.
Participants comprising 15 males and 3 females were guided on the importance of maintaining transparent and organized business records. Proper documentation of transactions helps track profitability, ensure accountability, and support informed decision-making for their livelihoods.
Through interactive lectures, group discussions, and practical exercises, participants gained deeper insights into how effective record-keeping, combined with strong values and entrepreneurial discipline, contributes to better business management and long-term growth.
The training forms part of the continuing efforts of the BFAR-SAAD Program Phase 2 to support local organizations and community groups in enhancing their economic opportunities through capacity-building activities. By empowering SIFOA members with practical business knowledge and an entrepreneurial mindset, the program seeks to strengthen community-based enterprises and promote sustainable livelihoods in San Isidro. # # #

The Kiblawan Tilapia Raisers Association (KTRA) not only generates livelihood opportunities in the community but also provides educational support by helping shape the next generation of agriculture professionals through bridging classroom theory with real-world practice.
Thirty-two (32) fourth-year agriculture students from Serapion Bacalso College Incorporated, comprising 22 males and 10 females, are currently completing their one-month On-the-Job Training (OJT) at the Municipal Agriculture Office (MAO) of Kiblawan, Davao del Sur. For these students, the experience is more than just a requirement, it is a chance to immerse themselves in the realities of aquaculture and community-based food production.
At the heart of their training is the communal fishpond in Sitio Bungol-bungol, Barangay Dapok, managed by KTRA under the Department of Agriculture โ Bureau of Fisheries and Aquatic Resources (DA-BFAR) Special Area for Agricultural Development (SAAD) Program Phase II. Here, the students are not only observers but active participants in aquaculture operations.
The training combines lectures with hands-on activities. Students learned the importance of fish sampling and proper feed computation, critical skills for ensuring efficient fish production. Beyond the classroom style discussions, they rolled up their sleeves and engaged in pond culture and management, applying their theoretical knowledge to real-life scenarios. This blend of learning gave them a deeper appreciation of fish culture management and strengthened their technical expertise in aquaculture operations.
For many, the experience has been eye-opening. โMagpasalamat mi, Maโam ug Sir, nga naa nami idea sa pagpamuhi ug isda,โ shared Mary Ann S. Lodovice, a fourth-year student.
(โWe are thankful, Maโam and Sir, because we now have a clearer understanding of how to raise fish.โ)
Her words reflect the collective sentiment of the group, gratitude for the opportunity to learn directly from practitioners and to see how agriculture and fisheries contributes to both livelihood and food security.
Through initiatives like this, KTRA demonstrates that its role extends beyond fish production. It is also an incubator of knowledge, nurturing future agriculture professionals who will carry forward the lessons of sustainability, community engagements, and innovation. In its continuing effort to ensure that government assistance reaches the most deserving fisherfolk communities, the Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR), through the Special Area for Agricultural Development (SAAD) Phase 2, successfully conducted the Food Production and Livelihood (FPL) Rollout from February 16โ20, 2026. This initiative forms part of the programโs pilot testing and field validation efforts.
The five-day activity aimed to ensure that the interventions are responsive, data-driven, and aligned with the actual needs of the beneficiaries. By validating field-level information and pilot-testing strategies, DA-BFAR SAAD Phase 2 enhances its capacity to deliver sustainable support to Fisherfolk Associations (FAs) across the region.
The rollout began with an orientation to ensure that the guidelines, templates, and implementation strategies were clearly understood prior to the fieldwork. Discussions highlighted the FPL guidelines, draft templates, and the overall project framework, reinforcing alignment between national and regional efforts.
Field activities included Focus Group Discussions (FGDs) and site visits featuring Cabion II Laborers Association (CLASS) in Barangay Kinanga, Don Marcelino, Davao Occidental and Kiblawan Tilapia Raisers Association (KTRA) in Barangay Dapok, Kiblawan, Davao del Sur.
The activity provided an opportunity to field-test the FPL templates in real community settings, enabling practical evaluation and monitoring of livelihoods in capture fisheries, aquaculture, and post-harvest sub-components. Data gathered during the visits were processed and analyzed to consolidate key findings, identify gaps, and recommend improvements.
The activity concluded with an exit conference where initial observations and recommendations were presented to stakeholders. These insights will guide the refinement of templates and enhance the overall effectiveness of the programโs interventions.
The activity was led by the BFAR-SAAD National Program Management Support Office (NPMSO) in collaboration with the Department of Agriculture โ National Program Management Office (DA-NPMO). The ๐๐ถ๐จ๐ฑ๐ฐ๐ฏ๐จ ๐๐ข๐ฏ๐จ๐ช๐ฏ๐จ๐ช๐ด๐ฅ๐ข ๐ฏ๐จ ๐๐ข๐บ๐ฃ๐ข๐บ (HUMABAY) association, from the Municipality of Cateel, composed of 15 active members, received a comprehensive package of equipment and fishing gears to boost their livelihood activities. The package included 13 units of 30-footer wooden motorized bancas with complete accessories, 2 units of 10-cubic foot chest freezers, 2 digital weighing scales, 2 tabletop weighing scales (120 kg capacity), and 2 ice boxes (200 kg capacity), intended to support both fishing and post-harvest operations.
Meanwhile, the ๐๐ข๐ณ๐ข๐จ๐ข ๐๐๐๐ ๐๐ช๐ด๐ฉ๐ฆ๐ณ๐ง๐ฐ๐ญ๐ฌ ๐๐ด๐ด๐ฐ๐ค๐ช๐ข๐ต๐ช๐ฐ๐ฏ (CASAFA) from the Municipality of Caraga, with 15 active members, received 15 units of wooden motorized bancas with complete accessories, 15 sets of tuna handline fishing gear, and 1 unit of Shallow Fish Aggregating Device (FAD) or Payao to enhance offshore fishing capabilities. ๐๐๐๐๐ ๐๐๐๐๐๐๐๐๐๐ โ The United Saranganianโs Fisherfolk Association (USFA) formally received Php 1.9 million worth of livelihood support under the Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR) Special Area for Agricultural Development (SAAD) Phase 2 Program, during a ceremonial turnover held on June 11, 2025, in Sarangani, Davao Occidental.
Led by the Provincial Fishery Office โ Davao Occidental, in coordination with the Local Government Unit of Sarangani, the assistance package includes two (2) units of 25-footer and 6 units of 21-footer wooden motorized banca with complete accessories, 3 units of shallow Fish Aggregating Device (Payao) and other fishing paraphernalia were successfully distributed to USFA.
USFA is a newly organized fisherfolk association registered with the Department of Labor and Employment (DOLE). It is composed of twenty-six (26) members which comprise of 23 men and 3 women mostly residing in Barangay Poblacion Mabila, Sarangani, Davao Occidental.
The association received the complete livelihood package, which was tailored to their needs based on the results of the Participatory Rural Appraisal (PRA) conducted during initial stages of program implementation. This initiative aims to support the livelihood and enhance the productivity of marginalized fisherfolk by providing fishing gear and community-based fishery assistance to help improve their income. # # #

To support the development of sustainable fishery-based enterprises and improve the incomes of small-scale fisherfolk, the Bureau of Fisheries and Aquatic Resources (BFAR), in coordination with the Provincial Fisheries Office of Davao Oriental, conducted a hands-on training on post-harvest technology from May 19-20, 2025, for the Boston SAAD Sustainable Fishery Livelihood Association (BOSSFILA) and from May 20-21, 2025, for the Governor Generoso Federated Fisherfolk Association (GFFA).
This initiative is part of the Marketing Assistance and Enterprise Development (MAED) component of the Special Area for Agricultural Development (SAAD) Phase 2 Program, which aims to help beneficiaries increase product quality and marketability, reduce post-harvest losses, and develop sustainable fishery-based enterprises.
The training emphasized proper techniques in preparation, seasoning, drying, packaging, and labelling to enhance product quality, extend shelf life, and improve market readiness.
A total of 30 participants from BOSSFILAโcomprising 23 men and 7, and a total of 30 participants from GFFA composed of 22 men and 8 women, including association officers, members, and their family membersโsuccessfully completed the training program.
One of the highlights during the training was the hands-on processing activity, where participants gained practical experience in preparing value-added fishery products. Members of BOSSFILA and GFFA learned how to make products such as Fish Lamayo, Fish Labtingaw, and Fish Longganiza using flying fish, mackerel, and tuna. In addition, GFFA members, along with other products, produced Squid Balls and Spicy Dilis from squid and anchovies.
These hands-on training not only strengthened the participantsโ technical skills but also demonstrated how simple, cost-effective post-harvest techniques can significantly increase the market value of fishery products and create opportunities for small-scale enterprise development.

๐๐๐๐๐๐๐ | BFAR SAAD Davao Re-echoes Marketing Assistance and Enterprise Development Training
In a continuous effort to improve the capacities of SAAD key implementers, the Bureau of Fisheries and Aquatic Resources โ Special Area for Agricultural Development (BFAR-SAAD) Davao recently conducted a re-echo session on Marketing Assistance and Enterprise Development. The training was held on May 15, 2025, at the BFAR Regional Field Office XI Old Conference Room, R. Magsaysay Avenue, Davao City.
The activity served as a platform for disseminating key insights and learnings to a wider audience, the goal of deepening the understanding of enterprise development strategies essential for sustaining community-based livelihood projects, particularly under SAAD Phase 2.
Resource speakers from the Post-Harvest and Marketing Section (PHMS) of BFAR XI led the learning sessions. The team was headed by Officer-in-Charge Elisa E. Pil, together with Kihara A. Bacaron, OIC of the Marketing Unit. Their presentations covered a wide range of business-related topics with a strong focus on entrepreneurial development, marketing strategies, and enterprise sustainability.
A key component of the workshop was the hands-on exercises using the Business Model Canvas, a visual planning tool that enables individuals and organizations map out essential elements of a business such as value proposition, customer segments, revenue streams, and key resources. These interactive exercises encouraged participants to apply concepts in a practical setting, fostering deeper understanding, critical thinking, and strategies planning skills.
Through this re-echo session, SAAD personnel were equipped not only with theoretical knowledge but also with practical tools to enhance their decision-making capabilities. The training emphasized the importance of critically assessing the benefits and risks of various business strategies and making well-informed decisions that promote the success and long-term sustainability of SAAD-supported livelihood initiatives.

The Kiblawan Tilapia Raisers' Association (KTRA) completed a product development training led by BFAR Davao del Sur under the SAAD Programโs Marketing Assistance and Enterprise Development (MAED) component. The training focused on value-adding techniques to boost tilapia marketability and income. A total of 45 participants, including members and family, learned to produce tilanggit (dried tilapia) using brining, marination, and dehydration methods. Participants also developed and packaged ready-to-eat products under the associationโs branding. One week later, they processed 30 kg of tilapia into tilanggit, earning approximately Php 7,000 from local sales.
