In line with the directives of President Ferdinand R. Marcos Jr., through DOTr Secretary Atty. Giovanni Z. Lopez and LTFRB Chairman Atty. Vigor D. Mendoza II, LTFRB Region XI continues to strengthen public transportation services and provide assistance through the implementation of various fuel subsidy programs, such as the Land-Based Service Contracting Program (LBSCP), which offers a 20% fare discount for commuters.
LTFRB Region XI, led by Regional Director Nonito A. Llanos III, implemented the LBSCP in the Davao Region from 27 April to 22 May 2026, benefiting 158,336 passengers. Through the 20% discount on regular fares, commuters were able to save an estimated total of P3.85 million during the program's 20-day implementation period.
The program, which aims to mitigate the effects of rising fuel prices, provided participating Transport Service Entities (TSEs) with a subsidy of P40 per kilometer throughout the duration of the program. For a maximum of 100 kilometers per day (regular trips), TSEs offered passengers a 20% discount on regular fares, on top of existing discounts for Persons with Disabilities (PWDs), Senior Citizens, and Students.
Routes covered under the "P20 Off Fare" program included those operated by modernized units under the Public Transport Modernization Program, namely: Davao CityโBaganga, Davao Oriental via Mati City; Digos CityโMalalag; Digos CityโBansalan; Digos CityโMagsaysay, Davao del Sur Proper via Bansalan; Digos CityโMagsaysay, Davao del Sur via Matanao; Digos CityโInawayan, Sta. Cruz; and Malita, Davao OccidentalโDavao City.
The initiative helped reduce transportation costs for commuters while supporting transport operators in maintaining efficient and dependable public transportation services throughout the region.
