ANAKBAYAN SMR RAPS AT PNP CATEEL MUNICIPAL POLICE FOR ISSUING A SENSELESS “APOLOGY” AFTER RECKLESSLY POSTING YOUTH ACTIVISTS ON A BASELESS “WANTED LIST”

Chief of Police Michael P. Celecio recently apologized, calling the wanted-list post on the police page an “error” and “unintentional.” Fauzhea Guiani, spokesperson for Anakbayan SMR, said that downplaying the online posting as simply a “mistake” undermines its irreversible implications for the safety and security of activists.

“Dili matapalan sa “sorry” lang ang epekto niini sa amuang seguridad. Dili kini simpleng sayop lamang o samad na pwede ra tapalan og band-aid. Kinahanglan manubag kamo sa katawhan ug sa balaud!” Guiani says.

Additionally, Celecio withdrew the said list by saying that the implicated individuals currently have no warrant of arrest. However, Guiani stated that clarifying that the individuals whose names and faces were exposed on their page have no existing cases only undermines the PNP's credibility.

“Nagpasabot kini nga dili masaligan ang PNP sa pagpagawas og sakto ug matinud-anon nga impormasyon sa publiko. Klaro karun nga adunay kapasidad ang PNP nga mag mugna og pekeng mga naratibo ug tinumo-tumong kaso sa mga aktibista ug kritiko sa gobyerno,” Guiani expresses.

Guiani asserted that the PNP should do more than apologize for its false accusations and for tainting activists as criminals. PNP Cateel must be held accountable and face legal actions against them for what was clearly an intentional attempt to intimidate and harass progressive individuals. She reiterated that they remain steadfast in demanding people's rights despite the attempt to repress the critical voices of the youth in questioning the state.

“Samtang padayon ang kultura sa pagpahilom ang susama namung kabatan-unan, andam ug padayon usab na mubarug alang sa hustisya, kagawasan ug demokratikong katungod sa katawhan,” Guiani concludes. #

𝗔𝗟𝗘𝗥𝗧 | Several members of progressive organizations in Southern Mindanao Region, including Anakbayan SMR chairperson Fauzhea Guiani, were maliciously tagged in the “Wanted” list posted by the PNP Cateel Municipal Police Station's official page on May 27, 2026.

In the now-deleted post of the PNP Cateel Municipal Police Station, 14 individuals, including Guiani and the former chair of Anakbayan UP Mindanao, were among the youth activists listed in the “wanted” post without any factual basis. Guiani has been a staunch advocate for people’s rights since her college years. As a chairperson of UP Mindanao Student Council, she led the campaign for the safe return of students to campus life after the pandemic, and actively lobbied the call. Her activism extends further from the university to communities, being elected as Anakbayan SMR’s chairperson in 2024.

Such actions of the PNP Cateel have proven their ultimate subservience to the fascist reactionary state. Their mercenary tradition manifests in disinformation schemes, threats, surveillance, and unlawful arrests, exposing their intention to put the lives of activists and ordinary citizens at risk. Untrue to its mandate to “serve and protect”, they have endangered the lives and safety of individuals who exercise their constitutional rights to criticize the Marcos Jr. regime for its systemic corruption and neglect of people’s demands. While the post has been taken down, such erroneous materials demonstrate the relentless state-sponsored demonization of activists through the NTF-ELCAC and law enforcement, especially in times of political turmoil.

Anakbayan SMR vehemently condemns this vicious intent of the PNP to criminalize youth activists. PNP Cateel must be held accountable for their inaccurate posts and for any threat to the security of youth activists as a result of their baseless pronouncements. They must redirect their attention to the real wanted individual — the fugitive Bato de la Rosa with the case crimes against humanity in the ICC. Government officials with criminal charges must be the ones displayed on PNP’s materials, not activists with no criminal liabilities. The Marcos Jr. regime must be held accountable for being the chief architect of fascist attacks against activists.

We call on the public to remain vigilant and critical of these coordinated disinformation campaigns aimed at vilifying progressive individuals and organizations.

Today, May 22, Anakbayan - Southern Mindanao Region together with other youth organizations make the first in their series of youth-led Black Friday protests. Organizations expressed the youth’s frustration with the continued lack of accountability for the crimes of the Marcos-Duterte regime.

Central to the protest is the discussion of Sara Duterte’s impeachment. Earlier this week, the senate convened as an impeachment court and has set the schedule of the trials to start no later than June 6. Duterte’s camp promised to respond, which is unusual for their strategy of always dodging accountability. As the disasters and crisis ramp up in the country, this strategy is becoming untenable.

Earlier this week, flooding due to heavy rain affected 11 barangays in Davao City, which caused the evacuation of 358 families from their homes. A bridge has also collapsed in Callawa, which supposedly cost 184.5 million pesos to construct. Meanwhile, questions of ill-gotten wealth and systemic bribery and corruption during their years of holding office in Davao remain unanswered by Sara and the Duterte dynasty. They instead resort to diversionary tactics of name-calling and threatening those who question their actions.

Meanwhile, the Marcos camp has elected to use a different tactic of staying safe for this political theater. They pretend to be in support of these trials in the name of justice and good governance, while the larger issue of nationwide flood control corruption has led to zero convictions.

As the prosecution raises their arguments in the senate, the youth will also continue to raise their voice in the streets. Anakbayan encourages the youth to join these protests and amplify our call for justice and accountability.

Anakbayan Southern Mindanao Region, together with Bagong Alyansang Makabayan, held a picket rally today to call for the conviction of Sara Duterte and the arrest of Bato dela Rosa.

The picket served as a pressing demand to convict Sara Duterte as the Senate convened for Duterte's impeachment proceedings today, May 18. While we welcome this development to hold Duterte accountable for corruption and the misuse of P612.5 million in government funds, we must remain vigilant as the Senate has proven itself an enabler of impunity. It must be recalled that on May 13, the coup of Senate President Sotto was a blatant exertion by Duterte allies to consolidate political power. It is clear that it was orchestrated as a desperate exertion by the Duterte faction to gain control over the impeachment proceedings.

The installation of Peter Cayetano as the new Senate President also paved the way for the coddling of Bato dela Rosa, who is now a fugitive with an ICC charge of crimes against humanity for murder. Bato is a co-perpetrator in Rodrigo Duterte's War on Drugs and is responsible for the brutal "Oplan Tokhang" that extrajudicially killed over 12,000 Filipinos accused of drug-related offenses. However, with his allies in the Senate, Bato managed to escape arrest and evade accountability.

This flagrant abuse of power underscores bureaucratic capitalism, showing our government to be an institution of and for the ruling class. The Duterte allies are desperately displaying their loyalty to secure and safeguard their own political interests for the upcoming 2028 elections. The contradiction within the ruling class is further highlighted as Marcos Jr.'s political opportunism has derailed his "Uniteam" with the Duterte family. It is clear that Marcos Jr. is frantically securing his own political cronies to shield himself from accountability for systemic corruption in the country.

Such self-serving maneuverings show why the entire political system that sustains the political elites must be overthrown. The Marcos-Duterte regime has proven incapable of dismantling impunity, leaving Filipinos to fend for themselves amid a deepening economic crisis. In this context, Anakbayan SMR amplifies the call to convict Duterte, arrest Dela Rosa, and oust Marcos Jr. for protecting and prioritizing their own political ambitions over the people. Our government institution has shown it cannot be trusted to uphold accountability, fueling the people's anger and frustration to undertake all forms of struggle to achieve their democratic interests.

ANAKBAYAN SMR ON THE PROPOSED GENERAL EDUCATION REFORM OF THE COMMISSION ON HIGHER EDUCATION

The proposed General Education (GE) reform under the Commission on Higher Education is a manifestation of the intensified commercialized and rotting Philippine Education. In the guise of “streamlining” and “modernization”, it threatens to strip away essential humanities and social sciences courses that cultivate the culture of critical thinking, historical awareness, and social responsibility. This sabotages the very purpose of education as a tool for forming critically aware and politically conscious citizens.

“Dili AI ang mga kabatan-unang estudyante nga walay utok ug kinaiya na kat-unan ang moralidad sulod sa eskwelahan, dili kami robot nga mahimung tuta nalang sa kapitalista” Guiani says.

This curriculum reform further highlights the neoliberal agenda being imposed on the education sector -– schools as mere producers of cheap, docile labor, instead of being institutions that would produce graduates for national development. CHED aligns their interest with foreign corporate interests while consciously neglecting the realities faced by the Filipino students: rising tuition and other school fees, underfunded public universities, and worsening learning conditions. The lack of genuine consultation with students and educators further exposes the anti-democratic nature of this policy.

“Ang proposal na pagtanggal sa CHED sa mga General Education courses sama sa Ethics sa kolehiyo repleksyon sa nagkagrabeng ka bulok na sistema sa edukasyon. Ginahimu niiining robot ang mga kabatan-unang estudyante nga mag mugna og semi-skilled workers na dili moreklamo sa pagpahimulos sa kapitalista.” Guiani added.

We strongly condemn this anti-student and anti-people reform. We call on the youth, educators, and the broader public to resist efforts that erode critical education and national consciousness. We demand an education system that is nationalist, scientific, and mass-oriented—one that empowers the Filipino people to confront systemic injustices and fight for genuine social change.

“Nagpabilin kita na ginaduso ang makabayan, siyentipiko, ug maki-katawhan nga sistema sa edukasyon. Kung asa ang mga kabatan-unang estudyante nagpabiling kritikal ug taga pamandila sa interes sa katawhang Pilipino.” Guiani concludes.
