The Department of Science and Technology – Provincial Science and Technology Office of Dinagat Islands (DOST-PSTO PDI) recognized three successful cooperators of the Small Enterprise Technology Upgrading Program (SETUP) through the Awarding of Certificates of SETUP Graduated Projects held on October 9, 2026, in the Province of Dinagat Islands. The awarding was graced by DOST Secretary Renato U. Solidum Jr., Undersecretary Sancho A. Maborrang, Assistant Secretary Maria Teresa B. de Guzman, Regional Director Noel M. Ajoc and Provincial Director Ann O. Tibe, highlighting the Department’s continued commitment to advancing local enterprises through science, technology, and innovation.

The certificates were awarded to Osiang Welding Shop, Larry Welding Shop, and Roljane Graphic Express in recognition of their successful completion of their respective SETUP projects and compliance with program requirements. Through DOST’s technology interventions, these enterprises have enhanced their business operations, improved productivity and service quality, and strengthened their competitiveness in their respective industries.

This milestone underscores DOST-PSTO PDI’s commitment to empowering local micro, small, and medium enterprises (MSMEs) through appropriate technologies and innovation-driven solutions. The success of the three graduated firms demonstrates the value of perseverance, partnership, and technological advancement in achieving sustainable business growth, inspiring more local entrepreneurs to embrace innovation and contribute to the inclusive economic development of the Province of Dinagat

𝐄𝐱𝐩𝐚𝐧𝐝𝐢𝐧𝐠 𝐒𝐓𝐀𝐑𝐁𝐎𝐎𝐊𝐒 𝐀𝐜𝐜𝐜𝐞𝐬𝐬 𝐀𝐜𝐫𝐨𝐬𝐬 𝐃𝐢𝐧𝐚𝐠𝐚𝐭 𝐈𝐬𝐥𝐚𝐧𝐝𝐬

The Department of Science and Technology – Provincial Science and Technology Office of Dinagat Islands (DOST-PDI), in collaboration with DOST Caraga and the DOST-Science and Technology Information Institute (DOST-STII), conducted the two-day STARBOOKS 2026 deployment on October 20–21, 2026. The initiative reached 32 educational institutions across Dinagat Islands, with STARBOOKS installed on 70 devices, expanding access to reliable science and technology information for learners, educators, and researchers, including those in geographically isolated and disadvantaged areas (GIDA).

On the first day, the deployment was held in Barangay Carmen, Loreto, serving 21 schools from Loreto, Tubajon, and Albor I District. STARBOOKS was installed on 44 laptops, and 11 hard disk drives (HDDs) were distributed to identified recipient schools, with an additional HDD provided by a partner school. On the second day, the activity moved to Sta. Cruz, San Jose, reaching 11 institutions from Basilisa, Cagdianao, and San Jose. STARBOOKS was installed on 26 devices, comprising 18 laptops and eight computer units from Don Jose Ecleo Memorial College (DJEMC). The deployment was facilitated by the STARBOOKS teams of DOST Caraga, DOST-PDI, and DOST-STII, with representatives from DepEd Dinagat Islands also participating.

Beyond software installation and equipment distribution, the activity strengthened collaboration among DOST, DepEd, and partner educational institutions to promote science, technology, and innovation (STI). Through STARBOOKS, participating institutions can access valuable information resources to enhance classroom instruction, support research, and stimulate interest in science and technology. This initiative reaffirms the commitment of DOST Caraga, DOST-STII, and DOST-PDI, together with their partners, to making STI information more accessible and inclusive for communities throughout Dinagat Islands.

This shared commitment was reinforced on October 9, 2026, as partner institutions formalized their support for STARBOOKS during “DOST STI4CE in Action: Transforming Circular Innovation into Impact: A Showcase of Science, Technology and Innovation for Countryside Development in Dinagat Islands.”

The caravan will introduce the DOST Innovation Hub’s pre-incubation support to help participants develop ideas that address community and industry needs. Support covers problem-solution fit, design thinking and ideation, mentorship and expert guidance, founder fit and team development, and minimum viable product (MVP) development, helping founders understand users, build teams, and test initial products.

Technology ideas are welcome in artificial intelligence, quantum computing, smart technologies, Industry 4.0, nutraceuticals and functional foods, smart agriculture, circular economy, educational technology, and health and natural products.

From those exploring ideas to those developing prototypes, participants at any stage are welcome. Women innovators, social entrepreneurs, and community problem-solvers are encouraged to join.

There is no age limit, and an established startup is not required. Bring an idea, a problem worth solving, and the willingness to learn and collaborate.

The Department of Science and Technology–Caraga (DOST-Caraga), the Provincial Local Government Unit of Dinagat Islands (PLGU PDI), and Surigao del Norte State University (SNSU) marked an important milestone in strengthening the province’s food industry through the groundbreaking ceremony of the Dinagat Islands Food Innovation Center (FIC) on October 9, 2026, at the Provincial Guest Center Lounge in Brgy. Cuarinta, San Jose, Dinagat Islands.

The event was attended by DOST Secretary Dr. Renato U. Solidum, Jr.; DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang; DOST Assistant Secretary for Countryside Development Engr. Maria Teresa B. De Guzman; DOST-Caraga Regional Director Engr. Noel M. Ajoc; and DOST-PSTO Dinagat Islands Provincial Director Dr. Ann O. Tibe, CESE, alongside local stakeholders and partner representatives.

Through this partnership, the FIC will provide technical support for food research, product development, and processing. It will assist micro, small, and medium enterprises (MSMEs), farmers, fisherfolk, food entrepreneurs, researchers, and aspiring innovators in developing new products and improving existing ones. Given the province’s considerable potential for value-added products from agricultural and marine resources, the center aims to address processing limitations, reduce postharvest losses, strengthen food safety, and help local enterprises compete in evolving markets. Its services will also support the development of safe, high-quality, market-ready products, including ready-to-eat foods for emergency situations.

The facility’s initial equipment will include a water retort machine, vacuum packaging machine, food dehydrator, vacuum frying machine, heavy-duty planetary food mixer, mechanical fish dryer, and multi-purpose grains dryer. These technologies will support food preservation, improve product quality, and extend shelf life. By combining DOST’s science and technology expertise, PLGU PDI’s development priorities, and SNSU’s academic and research capabilities, this collaboration aims to build stronger local enterprises, create livelihood opportunities, promote food security, and advance a more competitive and resilient island economy.

The Department of Science and Technology–Provincial Science and Technology Office of Dinagat Islands (DOST-PDI) successfully conducted the Provincial Rollout Training on Artificial Intelligence (AI) for MSMEs in Dinagat Islands (Batch 2) on October 20, 2026, at Brgy. Carmen, Loreto, Dinagat Islands. The activity gathered Micro, Small, and Medium Enterprises (MSMEs) from the municipalities of Loreto, Tubajon, and Libjo to strengthen their awareness and understanding of how AI can support business development and digital transformation.

The training featured four modules facilitated by 𝗠𝘀. 𝗝𝗲𝗻𝗶𝗳𝗲𝗿 𝗧. 𝗩𝗶𝗹𝗹𝗮𝗽𝗹𝗮𝘇𝗮 Science Research Specialist II of DOST-Caraga, who guided participants in exploring the practical applications of AI in business operations, marketing, productivity enhancement, and decision-making. 𝗠𝗮’𝗮𝗺 𝗟𝗼𝗻𝗲𝘃𝗶𝗰 𝗣. 𝗠𝗮𝗸𝗶𝗻𝗮𝗻𝗼-𝗗𝗲𝗰𝗵𝗮𝘃𝗲𝘇, Business Permits and Licensing Office (BPLO) Designate, delivered the welcome message, emphasizing the importance of empowering local entrepreneurs through technology and innovation.

Through this initiative, DOST-PDI, in collaboration with DOST-Caraga continues to promote the adoption of science, technology, and innovation among MSMEs in the province. Development Engr. Maria Teresa B. De Guzman; DOST-Caraga Regional Director Engr. Noel M. Ajoc; and DOST-PSTO Dinagat Islands Provincial Director Dr. Ann O. Tibe, CESE.

Located at the Provincial Science and Technology Office in Brgy. Aurelio, San Jose, the iHub provides a space where individuals and groups can meet, share ideas, collaborate, and develop solutions to economic and social challenges. It also aims to help promising ideas grow into innovative startups and viable business opportunities.

For an island province like Dinagat Islands, innovation is essential to maximizing the use of local resources, strengthening local enterprises, creating livelihood opportunities, and addressing community needs. By bringing people together and connecting local challenges with science, technology, and research, the iHub opens new pathways for sustainable development and more resilient island communities.

Guided by DOST’s 4Is strategy—Inspire, Interact, Ideate, and Initiate—the iHub will encourage people to learn from successful innovators, connect with potential partners, develop and improve ideas, and take the first steps toward turning these ideas into practical solutions. Activities may include sharing sessions, idea pitching, design thinking workshops, hackathons, business planning, and linkages with Technology Business Incubators (TBIs).

The DOST-PSTO PDI Innovation Hub welcomes students, researchers, entrepreneurs, micro, small, and medium enterprises (MSMEs), local government units, and community members to explore opportunities in science, technology, and innovation.
