Jade Agullo: The Political Turning Point in Dulag
From the municipal council to the mayorโs office, Jade Agulloโs rise marked a significant change in Dulagโs political landscape.
In the political history of Dulag, Leyte, elections have often been more than contests between candidates. They can become moments when voters decide whether to continue an established political direction or open the door to a new chapter.
The 2025 mayoral election became one such turning point.
After serving as vice mayor, Jade A. Agullo moved from the legislative side of municipal government to the mayoralty and, in the process, displaced the political leadership associated with the Que administration.
The transition was notable because Agullo had previously served alongside Mayor Mildred Joy P. Que as vice mayor during the 2022โ2025 term. Official government directories list Que as mayor and Agullo as vice mayor during that period.

The Long Road to the Municipal Helm
Agullo's political roots in Dulag go back further than his mayoral campaign.
A 2010 disaster-risk-management workshop record already identifies Jade Agullo as a member of the Sangguniang Bayan, placing him within Dulag's local-government system more than a decade before his eventual mayoral victory.
His political career later moved to the vice-mayoral office. By 2019, he had secured the vice mayoralty, and he remained a central figure in the municipal government through the following term.
The vice mayoralty gave Agullo something particularly important for a future mayor: institutional experience.
He was not coming into the mayor's office as an outsider unfamiliar with municipal government. He had spent years inside the local political systemโpresiding over the Sangguniang Bayan, interacting with barangay officials, dealing with legislation and observing firsthand how municipal policies were translated into government programs.
That experience would eventually become the foundation of his mayoral campaign.
2025: When the Political Order Changed
The 2025 election presented Dulag voters with a direct choice between Jade Agullo of Aksyon Demokratiko and Manuel Que of Partido Federal ng Pilipinas.
The result was decisive in numerical terms.
Agullo received 17,640 votes, or 52.80%, while Manuel Que received 10,445 votes, or 31.26%, according to the COMELEC Media Server results reported by Rappler.
The numbers tell an important part of the story: Agullo did not merely enter the mayor's office through succession or appointment. He won the mayoralty in a competitive election and, in doing so, brought an end to the previous administration's hold on the municipal executive office.
This makes the 2025 election a significant marker in Dulag's contemporary political history.
Agullo had spent years working within the municipal government. In 2025, he asked voters to entrust him with something differentโthe authority to lead it.
And the voters gave him that mandate.
From the Council Chamber to the Executive Office
The symbolism of Agullo's transition is worth noting.
As vice mayor, his principal institutional role was connected to the Sangguniang Bayan. As mayor, he became responsible for the entire municipal executive machinery.
That means the political challenge changed dramatically.
The question was no longer simply whether Agullo could participate in crafting ordinances or preside over legislative sessions. His administration would now be judged by how effectively it delivers public services, manages municipal resources, coordinates with barangays and responds to Dulag's development needs.
The provincial government now lists Jade A. Agullo as mayor and Rommel D. Capungcol as vice mayor for the 2025โ2028 term, formally marking the new municipal leadership.
A Vision of a More Connected Dulag
One of the clearest indications of the direction emerging under Agullo is the municipality's interest in digital transformation.
In February 2026, Eastern Visayas State UniversityโDulag Campus reported a consultative meeting with Mayor Agullo that initiated collaboration between the municipality, EVSU and DICT to align technical resources with Dulag's digital vision.
Dulag EVSU
That initiative points toward a broader concept of governance: a Dulag that uses technology to improve government services, information access, education and connectivity.
It is a significant direction for a municipality with 45 barangays and nearly 49,000 residents.
Beyond Politics: Defining the Next Dulag
But the larger test of the Agullo administration will not be the manner in which it defeated the previous political leadership.
It will be what comes after the election.
Political victories eventually become history. Governance becomes the legacy.
For Agullo, the opportunity is to transform his experience as a legislator and vice mayor into an executive program that ordinary Dulagnons can see and feelโbetter services, stronger communities, improved infrastructure, greater digital connectivity and opportunities for local economic development.
His challenge is particularly interesting because he knows the municipal government from the inside.
He has seen its strengths.
He has experienced its limitations.
Now, from the mayor's office, he has the opportunity to change them.
The Agullo Chapter
The story of Jade Agullo is therefore more than a story about winning an election.
It is a story about political transition.
From Sangguniang Bayan member, to vice mayor, to mayor, his career represents a gradual ascent through Dulag's local government.
The 2025 election became the defining political moment of that journeyโa contest in which he successfully challenged the established leadership and opened a new chapter in the municipality's political history.
Rappler
The real measure of this chapter, however, will unfold beyond the ballot box.
Can the man who helped change Dulag's political direction also change the way Dulag is governed?
That is the question history will eventually ask of Mayor Jade Agullo.
For now, the story is still being written:
From the council chamber to the municipal helm, Jade Agullo has begun his chapter in the continuing political story of Dulag, Leyte.
