The Land Transportation Office (LTO) Ronda District Office will officially implement OPLAN HEADSAFE starting June 2026 across the municipalities in the southwestern part of Cebu Province.

This intensified enforcement campaign focuses on strict compliance with Republic Act 10054 (The Motorcycle Helmet Act of 2009), which requires all motorcycle riders and back riders to wear standard protective helmets at all times while driving.

📌 Remember: NO HELMET, NO RIDE.
There will be no excuses and no exemptions when it comes to road safety.

⚠️ Penalties for violation:
• 1st offense: ₱1,500 fine
• 2nd offense: ₱3,000 fine
• 3rd offense: ₱5,000 fine
• 4th & succeeding offenses: ₱10,000 fine + confiscation/suspension of driver’s license

NOTICE OF PUBLIC HEARING

This Joint Committee Hearing would like to invite the general public specially all municipal employees (regular, casual and job order employees), motor vehicle owners, Tangil porters, establishment owners and all stakeholders (PNP, BFP, ERT, INTRIDAD, Habal-habal, etc.) to attend a PUBLIC HEARING on MAY 29, 2026, FRIDAY @9:00 A.M. at JOSE MACOY GYMNASIUM, POBLACION CENTRAL, DUMANJUG, CEBU for the purpose of crafting and approving the proposed municipal ordinances, to wit:

1. AN ORDINANCE PROHIBITING THE DISPLAY OF NAMES, IMAGES, OR IDENTITIES OF PUBLIC OFFICIALS ON PUBLIC PROJECTS, PROGRAMS, AND PROPERTIES IN THE MUNICIPALITY OF DUMANJUG, CEBU, OTHERWISE KNOWN AS THE “ANTI-EPAL ORDINANCE OF DUMANJUG, AND PROVIDING PENALITIES THEREOF.

2. AN ORDINANCE PROHIBITING THE ACT OF BEING TOPLESS OR HALF-NAKED IN PUBLIC PLACES WITHIN THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF DUMANJUG, CEBU

3. AN ORDINANCE AMENDING SECTION 3 AND SECTION 4 OF ORDINANCE NO.2017-08, ENTITLED “AN ORDINANCE SETTING THE SPEED LIMIT FOR ALL KINDS OF MOTOR VEHICLES WITHIN THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF MUNICIPALITY OF DUMANJUG AND PROVIDING PENALTIES FOR VIOLATION THEREOF.

4. AN ORDINANCE ESTABLISHING AN OFFICIAL VEHICLE IMPOUNDING AREA IN THE MUNICIPALITY OF DUMANJUG AND PRESCRIBING IMPOUNDING, STORAGE FEES, AND OTHER RELATED PENALTIES.

5. AN ORDINANCE PROHIBITING ONLINE SEXUAL ABUSE AND EXPOILATION OF CHILDREN (OSAEC) AND CHILD SEXUAL ABUSE OR EXPLOITATION MATERIALS (CSAEM) IN THE MUNICIPALITY OF DUMANJUG, CEBU, INSTITUTIONALIZING PROGRAMS FOR ITS PREVENTION AND ERADICATION AND PROVIDING PENALTIES THEREOF, THEREAFTER ESTABLISHING A SUPPORTIVE ENVIRONMENT FOR CHILD VICTIMS AND PROVIDING FUNDS THEREOF.

6. AN ORDINANCE REGULATING PORTERS AT THE MUNICIPAL PORT OF DUMANJUG, PRESCRIBING A SYSTEM FOR ACCREDITED PORTERS, PROHIBITING THE OPERATION OF FIXERS, AND IMPOSING PENALTIES FOR VIOLATIONS THEREOF.

7. AN ORDINANCE PROHIBITING THE WEARING OF MOTORCYCLE HELMETS, MASK AND OTHER FACE CONCEALING HEADGEAR OR ALSO KNOWN AS BALACLAVA INSIDE COMMERCIAL, GOVERNMENT AND OTHER ESTABLISHMENTS OR WHILE AWAY FROM A MOTORCYCLE WITHIN THE JURISDICTION OF THE MUNICIPALITY OF DUMANJUG, CEBU AND PROVIDING PENALTIES FOR VIOLATION THEREOF.

REASON:

CEBECO I Linemen and Engineers will facilitate the following activities:

1. Correction of hotspot of the disconnect switch (DSW) at Moalboal Substation;
2. Preparation of the tapping point for the new Camboang Dumanjug Substation;
3. Replacement of weakened 69kV structures along the Sibonga - Argao - Dalaguete line segments;
4. Correction of leaning structure along the Dumanjug - Moalboal 69kV Line; and
5. Maintenance activities along the backbone lines in Moalboal, Badian, Barili & Argao.

Our Technical team will do their best to complete the works as scheduled. Power may be restored even earlier than as targeted.
However, restoration of power may be extended if unavoidable circumstances will occur.
