PNP ARRESTS AMERICAN NATIONAL IN PASAY CITY OVER ANTI-VAWC CASE

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police personnel in Pasay City arrested a 69-year-old United States national on a court-issued warrant in connection with an alleged violation of Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act of 2004.

The warrant was served on September 17, 2026, at a residential complex along Seaside Boulevard, Mall of Asia Complex, Pasay City. It was issued by the Regional Trial Court, Branch 109, Pasay City, on September 14, 2026, with bail recommended at ₱24,000.00.

The operation was carried out by personnel of Sub-Station 10, in coordination with the Warrant and Subpoena Section of the Pasay City Police Station. Following the arrest, the accused will be turned over to the appropriate court authorities for proper disposition of the case.

PGen Nartatez said the arrest demonstrates the PNP's responsibility to carry out legitimate court processes fairly and professionally, regardless of the nationality of the person involved.

“Whether the person is a Filipino or a foreign national, a court-issued warrant deserves the same proper and lawful action. Our job is to serve the warrant, observe the rules, and respect the rights of the person involved. Pagkatapos nito, the case goes where it should—the proper court,” PGen Nartatez said.

The operation is part of the PNP's continuing implementation of its Focused Agenda under Enhanced Managing Police Operations (EMPO), which emphasizes responsive police action, coordination, accountability, and adherence to established procedures. It also supports the broader public-safety efforts of the administration of President Ferdinand R. Marcos Jr., including the consistent application of the law and respect for due process.

The PNP reiterates that the arrest is based on a court-issued warrant and that the accused remains entitled to due process as the case proceeds before the court. In every operation, the organization remains committed to professional and impartial police service in keeping with the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

SAMAR FUGITIVE WANTED IN TWO MURDER CASES FALLS IN EASTERN VISAYAS

The Philippine National Police, under the leadership of Chief, PNP Police General Jose Melencio C. Nartatez Jr., has secured the arrest of a fugitive wanted for two counts of murder, reinforcing its drive to bring long-sought suspects before the courts and uphold accountability for violent crimes.

On September 16, 2026, the Criminal Investigation and Detection Group (CIDG) Western Samar Provincial Field Unit, together with units of the Samar Police Provincial Office, conducted a manhunt operation in Barangay Guinba-oyan Sur, Calbayog City, Samar, resulting in the arrest of a 23-year-old male resident of Barangay Campeig, Sta. Margarita, Samar.

The arrested suspect is listed as the No. 8 Regional Most Wanted Person of Police Regional Office 8 and is the subject of two Warrants of Arrest for Murder issued by the Calbayog City, Samar court on January 30, 2024. Both warrants carry no recommended bail.

The arrest stemmed from a double-murder case involving a common-law couple in Sta. Margarita, Samar. On September 6, 2023, the victims were inside their residence when the accused, together with six co-accused and armed with various fi****ms, allegedly attacked and shot them from outside the house, reportedly due to a personal grudge. Both victims sustained multiple gunshot wounds that resulted in their instantaneous deaths.

“This arrest demonstrates that even suspects who remain at large for years will not be beyond the reach of the law. Our investigators and police units will remain relentless in pursuing fugitives and securing justice for victims and their families,” PGEN Nartatez said.

“Walang puwang ang kawalan ng pananagutan para sa mga gumawa ng karahasan. Sisiguraduhin nating maaabot ng batas ang mga wanted persons at haharap sila sa nararapat na proseso ng hustisya,” he added.

The accomplishment supports the PNP Focused Agenda, the framework for police transformation that strengthens responsive and accountable police service, particularly through Enhanced Managing Police Operations in pursuing wanted persons and enforcing warrants.

As the PNP strengthens its pursuit of wanted persons and protection of communities under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

The accused was wanted for violation of Section 12, Article II of Republic Act No. 9165 and was arrested for service of sentence pursuant to a warrant issued by the Regional Trial Court in Balayan, Batangas.

PGen Nartatez said the series of arrests reflects the importance of sustained coordination in locating persons with standing warrants and ensuring that they are brought before the proper authorities.

“Serving a warrant is more than locating a person. It means making sure the court’s order is carried out properly and that the person is brought to the next stage of the legal process. We will keep doing this through careful coordination and good police work. Simple lang ang objective—serve the warrant, respect the rights of the person, and let the courts do their part,” PGen Nartatez said.

The operations form part of the PNP Focused Agenda through Enhanced Managing Police Operations (EMPO), which strengthens information-based police action, coordination among units, and timely implementation of lawful police operations. These efforts also contribute to the peace and order priorities of the administration of President Ferdinand R. Marcos Jr. by ensuring that persons with standing court warrants are properly located and brought before the appropriate authorities.

The PNP reiterates that the arrested persons are entitled to due process and that the allegations against them remain subject to judicial proceedings. Through sustained and responsible police operations, the PNP continues to uphold its commitment to the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
