📢 OFFICIAL ADVISORY: Extension of VHC Validity for Local Shipping Permits

The Bureau of Animal Industry (BAI) has issued Memorandum Circular No. 16, Series of 2026, providing an addendum to the previous guidelines on local veterinary health certificates.

To ensure the uninterrupted shipment of live animals and animal by-products, the following updates are now in effect:

✅ Expanded Coverage: The extension now includes Veterinary Health Certificates (VHCs) issued by private veterinarians.

✅ Extended Validity: The validity of VHCs is increased from three (3) days to FIVE (5) DAYS for the issuance of Local Shipping Permits (LSPs), Export VHCs, and other clearances.

✅ Counting Period: The 5-day duration starts on the day following the issuance date (including weekends and holidays).

This circular takes effect immediately. We encourage all stakeholders, shippers, and veterinarians to take note of these changes to avoid delays in transport.

PUBLIC ADVISORY
To ensure the continuous shipment of live animals, animal products and by-products, the validity of Local Veterinary Health Certificates (VHCs) issued by veterinarians from Local Government Units (LGUs) and Department of Agriculture Regional Field Offices is temporarily extended from three (3) days to five (5) days.

The extended validity of the VHC will apply when securing the following:
Local Shipping Permit (LSP)

Export Veterinary Health Certificate

Commodity Clearance Certificate

Veterinary Quarantine Clearance

This temporary extension is implemented in compliance with Office of the President Memorandum Circular No. 114, which directs government offices to adopt flexible work arrangements and energy conservation measures, including the implementation of a four-day workweek in some agencies and local government units.

The five (5) day validity period shall begin on the day following the issuance date of the Veterinary Health Certificate and shall include Saturdays, Sundays and holidays.

This aims to ensure the smooth movement of regulated commodities and uninterrupted delivery of veterinary services despite the adjusted work schedules in government offices.
