‎Statement of Rep. Shirlyn Bañas on Her Vote on the Expulsion of Rep. Francisco "Kiko" Barzaga

‎I voted NO on the expulsion of Rep. Francisco “Kiko” Barzaga because I believe that the House must exercise its disciplinary powers with due process, proportionality, and restraint.
‎
‎Let me be clear: I do not condone disorderly conduct, personal attacks, or any behavior that diminishes the dignity of the House of Representatives. Every member must uphold decorum, professionalism, and respect for the institution.
‎
‎However, expulsion is the gravest penalty the House can impose. The 1987 Constitution grants the House the power to discipline its members, but the penalty of expulsion is the ultimate political sanction. It effectively disenfranchises an entire district and overrides the democratic mandate of the voters. For that reason, it must be reserved for the clearest and most compelling cases.

‎Accountability is necessary, but it must always be fair, measured, and proportionate.
‎
‎My vote was not a vote for misconduct. It was a vote for democratic restraint.
‎
‎The dignity of the House must be protected. So too must the voice of the people.

Ano nga ba ang House Bill No. 09382?

Marami po ang nagtatanong tungkol sa ating isinusulong na panukalang batas, ang House Bill No. 09382.

"Hindi ba mayroon na tayong MSU GenSan College of Medicine?"

Opo, tama po. Ngunit sa kasalukuyan, ito ay isa lamang Extension Program ng MSU College of Medicine-Marawi.

Ano ang Layunin ng House Bill No. 09382?

✔️ Naglalayon itong gawing INDEPENDENT o ganap na hiwalay ang MSU-General Santos City College of Medicine mula sa MSU-Marawi.

✔️ Kapag naging batas ito, magkakaroon na ang ating College of Medicine ng sarili nitong budget na regular na isasama sa taunang General Appropriations Act (GAA).

✔️ Bukod sa regular na pondo, bibigyan din ang kolehiyo ng karagdagang suporta kada taon sa loob ng limang taon upang mas palakasin pa ang ating medical science, research, at instruction.

Bakit Ito Mahalaga Para Sa Atin?

✔️ Ito ang kauna-unahang pampublikong medical school sa buong Region XII.

✔️ Mas mabibigyan ng oportunidad ang mahihirap ngunit deserving na estudyante na makapag-aral ng medisina nang mas malapit sa kanilang tahanan.

✔️ Mas palalakasin nito ang ating medical education na mas magpapatibay sa healthcare system dito sa General Santos City at sa buong Region XII.

The Bottom Line: We are upgrading what we currently have so it can stand on its own, get its own funding, and serve more future doctors.

Sama-sama po nating isulong ang mas abot-kaya at de-kalidad na edukasyong medikal para sa ating mahal na General Santos!

GOOD NEWS: House Bill No. 9382, PASADO NA sa Second Reading sa Kamara!

I am thrilled to announce that our proposed House Bill No. 9382, an Act Establishing a College of Medicine in Mindanao State University (MSU) - General Santos City Campus has officially been APPROVED on its Second Reading last May 26!

Ito po ay nangangahulugan na ang panukalang batas ay napag-usapan na sa plenaryo, naipaliwanag ang nilalaman nito, at inaprubahan na ng House of Representatives sa mahalagang yugto ng proseso.

We are just one step away from finishing our work in the House! Ang susunod na yugto ay ang Third and Final Reading. Dahil plantsado na ang panukala, inaasahan po natin ang mas mabilis na pag-apruba nito bago natin opisyal na iakyat sa Senado.

Kapag tuluyan itong naging batas, magkakaroon na tayo ng sariling College of Medicine right here at MSU-GenSan na fully funded ng gobyerno! Hindi na kakailanganin pang lumayo at gumastos ng malaki ng ating mga estudyante para matupad ang pangarap nilang maging doktor.

Maraming salamat po sa inyong walang-sawang panalangin at suporta. Patuloy po nating ipaglalaban ang kalidad ng edukasyon at mas maayos na serbisyong medikal para sa bawat pamilyang GenSan!

GOOD NEWS: House Bill No. 936, PASADO NA sa Third Reading sa Kamara!

Ikinagagalak po nating ibalita na ang House Bill No. 936 ay pormal nang naaprubahan sa Third and Final Reading sa House of Representatives noong May 26, 2026!

Layunin ng panukalang batas na ito na ideklara ang ika-22 ng Hulyo taun-taon bilang isang Special Non-Working Holiday sa Lungsod ng General Santos upang gunitain ang ating Blaan Day.

Ano ang ibig sabihin ng "Approved on Third Reading"?

Ibig sabihin nito ay tapos na ang pagtalakay at pagboto sa level ng Kamara. Isa itong napakalaking hakbang papalapit upang maging isang ganap na batas ang ating panukala!

Maraming salamat sa ating mga kasamahan sa Kongreso sa kanilang suporta. Makakaasa po kayo na patuloy nating isusulong ang mga batas na nagbibigay-pugay sa ating kultura, pagkakakilanlan, at kapakanan ng bawat Heneral.

Tuloy-tuloy lang po ang ating trabaho para sa ating mahal na GenSan!
