GENERAL SANTOS CITYโDAR Sarangani settled meaningful dialogue with National Commission on Indigenous People (NCIP) and Municipal Tribal Chieftains in a coordination meeting at Tierra Montana Hotel, National Highway, City Heights on June 1.
Provincial Agrarian Reform Program Officer (PARPO) II Oding B. Yusoph, JD, SCL in his opening remarks, emphasized the importance of peace dialogues and listening to the concerns of beneficiaries under S.P.L.I.T. Project.
The dialogue started with the concerns of Maitum ARBs followed by Maasim with the guidance of NCIP that bloomed to more critical analysis of settling the said concerns.
Meanwhile, DAR Sarangani conducted assessment and monitoring of landholdings targeted for field validation under S.P.L.I.T. Project at Eulogia Hotel and Resort the next day.
This is to ensure the timely delivery of outputs connected to the conduct of field validation under the Support To Parcelization Of Lands For Individual Titling (S.P.L.I.T.) reflecting the exigency of service.
For the Calendar Year 2026, DAR - Sarangani has a total target for Field Validation of 4,227 hectares concerning collective landholdings located in the Municipalities of Sarangani Province and General Santos City. There are Field Validation Teams (FVTs) that were hired to complete the validation process and submit the required documentations as result of their ground verification pursuant to Administrative Order No. Series of 2024.
DAR Sarangani has been persistent in the service of Filipino farmers, ensuring the service must be manifested in a most quality way.

MAITUM, Sarangani Province โ Personnel of the Department of Agrarian Reform Region XII under the Value Chain for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project are currently conducting the Pilot Testing on Geospatial Mapping of Coffee and Cacao Farmers in Maitum, Sarangani Province from June 2 to 4, 2026.
The activity is led by Engr. Roger B. Igbus, Planning and Monitoring and Evaluation (M&E) Coordinator and Planning Officer IV of DAR Regional Office XII, with the participation of VISTA Project personnel from the Provincial Project Management Offices (PPMOs) of North Cotabato, Sarangani, South Cotabato, and Sultan Kudarat.
As part of the pilot testing, participants are carrying out farmer profiling, geotagging of farm areas, photo documentation, and mapping of coffee and cacao plantations using the geospatial mapping application. The activity aims to validate the systemโs functionality and ensure the accuracy of location-based data that will support value chain development and project planning within Agrarian Reform Communities (ARCs).
The initiative is expected to strengthen data-driven decision-making and enhance the implementation of interventions under the VISTA Project, particularly in supporting coffee and cacao farmers across the region.
Through this undertaking, DAR XII continues to promote innovative and technology-driven approaches toward sustainable agricultural development and improved livelihoods for agrarian reform beneficiaries.

New VISTA NPD Meets DAR XII Project Implementers
GenSan, June 3 โ Key officials and personnel of the VISTA Regional and Provincial Project Management Offices (R&PPMOs) of DAR Region XII met with Assistant Secretary Atty. Marjorie P. Ayson, the newly designated National Project Director of the VISTA Project, on June 3, 2026 at a venue in General Santos City.
Led by DAR XII Regional Director Mariannie Lauban Baunto, and the PARPOs of the 4 provinces, as well as technical coordinators of each province, the delegation discussed project updates, implementation bottlenecks, and alignment of regional activities with the national directives of the VISTA Project.
The VISTA Project, implemented by DAR with funding support from IFAD, focuses on value chain innovation to drive sustainable transformation in agrarian reform communities in CAR and Region XII.

DAR XII Re-orients VISTA Project Staff on E-Budget, E-NGAS Systems
GenSan, June 2 โ To strengthen financial management and accountability, the Department of Agrarian Reform Region conducted its Re-orientation on E-Budget and E-NGAS Training and Workshop for the Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project.
The five-day activity runs until June 5, 2026 and gathers VISTA Regional and Provincial Project Management Office (R&PPMO) officials and personnel from the Cordillera Autonomous Region and SOCCSKSARGEN Region, and supervised by the DAR-VISTA Central Project Management Office, led by FMS Director Dennis Ramos.
The training focuses on the Electronic Budget (E-Budget) System and the Electronic New Government Accounting System (E-NGAS). Both are critical government systems that ensure transparent, accurate, and efficient use of public funds.
By capacitating project implementers on E-Budget and E-NGAS, DAR XII seeks to uphold its commitment to good governance, transparency and integrity.
VISTA is a DAR special project funded by the International Fund for Agricultural Development (IFAD) implemented in CAR and Region XII. It aims to enhance value chains and promote sustainable development in agrarian reform communities.

In his opening remarks, Chief Agrarian Reform Program Officer (CARPO) of the Program Beneficiaries Development Division (PBDD) John H. Gamad underscored the value of financial preparedness, noting that having more options empowers employees to make wiser decisions for their future and their families.
Conversational Guiveces secures dynamic reciprocal communication in his speech giving different offers of Pag-ibig specifically loans and savings programs, and home financing assuring its accessibility and affordability for employees. To strengthen the knowledge of optimizing files in workspace, Department of Agrarian Reform Sarangani cascaded records management policy and back-up system for SPLIT Project, highlighting transcendence to digital workspace at Venue 88 Hotel and Events Place, General Santos City May 27-28.

Engr. Lilian L. Dela Cruz of STO Division also discussed the Records Management Policy nitpicking clarification of procedures, standards, and protocols in records handling and maintenance as well as the discussion on the roles and responsibilities of Records Officers/Custodians and Alternate Records Custodians.
The 2 days of the event emphasizes the importance of DAR operations and the implementation of the SPLIT Project through proper records handling and storage practices, even in the digital workspace where workers and their service for the farmers has one common denominator: no one should be left behind.

DAR XII Holds Training on RA 12009 IRR and M-PhilGEPS Utilization
Koronadal, May 29- The Department of Agrarian Reform (DAR) Region XII conducted a 3-day training on the Implementing Rules and Regulations (IRR) of Republic Act No. 12009 and the use of the Modernized Philippine Government Electronic Procurement System (M-PhilGEPS) from May 27-29, 2026, at the Greenstate Convention Center.
The activity is part of DARโs continuing capacity-building program to support procurement reforms under RA 12009 and ensure efficient implementation of its IRR across regional and provincial offices.
Resource speakers included Adolfa Creayla, a retired COA State Auditor, and Atty. Libertine Cagang-Guanzon, the assistant regional director of DBM XII.
They shared their expertise to the participants which included members of the Bids and Awards Committee (BAC), BAC secretariats, accountants and budget officers from both the regional and provincial offices of DAR XII. The training focused on updating personnel on the new procurement guidelines and equipping them with the technical skills to navigate and utilize the modernized M-PhilGEPS platform.
DAR XII Regional Director Mariannie S. Lauban-Baunto emphasized the importance of the training in strengthening DARโs procurement processes.
โOur goal is to make sure that every peso allocated for the implementation of the agrarian reform program s spent transparently and efficiently. Through this training, we are equipping our BAC members and budget officers with the right knowledge and tools to comply with RA 12009 and maximize the use of M-PhilGEPS. This is about faster, cleaner, and more accountable service for our ARBs,โ she said.
For DAR XII, this is all about making procurement smoother so the office can deliver better support to ARBs and stakeholders.
