The Department of Tourism (DOT) on Tuesday (Feb. 21) announced the extension of its Memorandum Circular (MC) 2022-001 which waives accreditation fees for tourism establishments.

According to Tourism Secretary Christina Garcia Frasco, the DOT foresees the move as such that would assist tourism enterprises in their recovery from the effects of the COVID-19 pandemic.

The DOT MC 2022-001 or the Revised Interim Guidelines Governing Applications for Accreditation During The State of Calamity Due to COVID-19 is anchored on the Presidential Proclamation No. 57 s. 2022 which further extended the period of state of calamity in the Philippines until 31 December 2022.

โ€œWhile the proclamation on the period of state calamity in the country has ended, we at the DOT discern the need to continue, for as long as essential, measures that will support our stakeholders in their process of recouping the devastating losses incurred in the almost three years that the tourism industry was brought to a standstill due to the pandemic,โ€ Secretary Frasco said.

In addition to the waived accreditation fees, the DOT MC 2022-001 contains salient points that were aptly aligned by the Department with the issuances of the national governmentโ€™s Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID). Among these include the streamlining of documentary requirements for accreditation as well as the conduct of virtual inspections in lieu of physical inspections.

Secretary Frasco noted, however, that pertinent updates were already made to some of the provisions in the Memorandum Circular that the Department released on 24 March 2022.

Additionally, the DOT also targets the resumption of new applications for Star Rating and Premium Accreditationโ€”suspended under Section 6 under the Memorandum Circularโ€”by next month.

Meanwhile, as applications for Basic Registration will remain discontinued, the DOT encourages enterprises with expiring Basic Registration to instead apply for a Regular Accreditation.

Tourism establishments may apply for accreditation online thru the DOT's Online Accreditation System:

GOV LAUNCHES โ€˜MORPROGRES GARDENSโ€™

More than a hundred farm owners, school and barangay representatives attended the launching of MoRProGRes Gardens at the Casa Real Social Hall on Monday, March 7, 2023.

Gov. Arthur Defensor, Jr., who is the brainchild of the MoRProGRes Gardens, introduced the project to the participants. MoRProGRes Gardens is contained in the governorโ€™s Executive Order No. 640 series of 2022 which aims to create agri-tourism destinations by blending ornamental gardening, landscaping and high value crops production.

โ€œThis program is in line with the primary development thrust of the province which is to maximize agricultural production, create a value-chain for agricultural products and in the process generate employment and business for the Provinceโ€™s agri-tourism industry,โ€ Gov. Defensor said.

The projectโ€™s implementation will be spearheaded by the Provincial Agriculture Office (PAO), Provincial Government Environment and Natural Resources Office (PGENRO), Provincial Tourism Office (PTO) and Local Economic Development and Investment Promotion (LEDIP).

MoRProGRes Gardens is open to all individuals, groups, cooperatives, institutions, and private/business sectors.
It will be categorized into three areas or levels:

1) LGUs - Municipality or Barangay
2) Academic and Technical Education Institutions - Public & Private Elementary and Secondary School or Private Colleges and Universities and SUCs
3) Private, Business Sector, NGO, Cooperative, Association โ€“ DOT Accredited and Non-Accredited
The participant only needs to develop a minimum area of 1,000 to 2,000 sq.m. but entries may opt to exceed the minimum prescribed area for development.

The MoRProGRes Garden shall incorporate the production of high-value crops for food security, blending ornamental gardening and landscaping for agri-tourism and using of recycled/upcycled materials as a climate change response.

PAO chief Dr. Ildefonso Toledo said the registration will be until March 31, 2023 and interested individuals or groups could register at the Municipal Agriculture Office, Municipal Environment and Natural Resources Office or Municipal Tourism Office of their respective municipalities.

All entries will undergo a training/orientation within the period April to May 2023 on high-value crops production, ornamental plants gardening, landscaping, use of recycled/upcycled materials in agriculture and agri-tourism establishment management.
They will be given nine-month period to develop MoRProGRes Gardens before the evaluation which will start on February 2024.
The Iloilo Provincial Government shall recognize the Top Performing MoRProGRes Gardens during the Semana sang Iloilo on April 2024 where cash incentives will be given to the winners.
