MANILA, Philippines — Former Budget Secretary Amenah Pangandaman is facing complaints for alleged technical malversation, graft, and other administrative offenses in connection with the transfer of a total of P167 billion in government funds from state-owned institutions to the National Treasury.
The allegations were raised by health reform advocate Dr. Tony Leachon in a supplemental complaint filed before the Office of the Ombudsman on Thursday. The complaint centers on the transfer of P60 billion in alleged excess funds from the Philippine Health Insurance Corporation (PhilHealth) and P107 billion from the Philippine Deposit Insurance Corporation (PDIC).
According to the complaint, the questioned transfers may have violated existing laws and regulations governing the use and disposition of public funds. Leachon argued that the funds involved were earmarked for specific institutional mandates and should not have been diverted without proper legal authority.
The supplemental complaint seeks to hold Pangandaman accountable for her alleged role in authorizing or facilitating the transfers, which critics claim may have compromised the financial resources intended for healthcare services and deposit insurance protection.
The case adds to the growing scrutiny surrounding the government's utilization of excess funds from government-owned and controlled corporations. Petitioners have maintained that the transfers warrant a thorough investigation to determine whether public funds were lawfully managed and whether any government officials may be held liable.
As of writing, Pangandaman has yet to issue a public statement regarding the latest complaint. The Office of the Ombudsman is expected to evaluate the allegations and supporting documents before determining whether sufficient grounds exist to proceed with a formal investigation.
