𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐈𝐥𝐨𝐢𝐥𝐨’𝐬 𝐬𝐭𝐚𝐫𝐭𝐮𝐩 𝐟𝐮𝐭𝐮𝐫𝐞

The Iloilo provincial government is laying the groundwork for the startup future of Iloilo, one municipality at a time.

The Office of the Provincial LEDIP Officer - Iloilo, through the Iloilo Province Startup Development Committee (IPSDC), organized the "Isulong Iloilo: Empowering LGUs as Startup Ecosystem Catalysts" designed to assist local government units in drafting concrete programs for local entrepreneurs.

An initial 12 municipalities in the province which have started mapping their local startup ecosystem joined the event. These are Oton, Leganes, Cabatuan, Pavia, San Miguel, Leon, Santa Barbara, Miagao, Barotac Nuevo, Passi City, Lambunao, and Estancia.

The event is anchored on Provincial Ordinance No. 2025-332 (Iloilo Startup Ordinance of 2024) authored by Board Member Jason Gonzales which institutionalizes community and academe-based startup development in the province. Under the ordinance, the provincial government will provide up to P500,000 financial assistance per startup, plus a three-year business tax exemption for qualified recipients.

𝙄𝙇𝙊𝙄𝙇𝙊 𝙋𝙍𝙊𝙑𝙄𝙉𝘾𝙀, 𝘼𝙍𝙏𝘼 𝙎𝙄𝙂𝙉 𝘿𝙀𝘼𝙇 𝙁𝙊𝙍 𝙁𝘼𝙎𝙏𝙀𝙍 𝘽𝙐𝙎𝙄𝙉𝙀𝙎𝙎 𝙎𝙀𝙍𝙑𝙄𝘾𝙀𝙎

The Iloilo Provincial Government and the Anti-Red Tape Authority (ARTA) signed a Memorandum of Agreement for the creation of the Provincial One-Stop Shop (POSS).

The agreement was signed by ARTA Director General Sec. Ernesto V. Perez together with Tourism Office and LEDIP Head Aulynn Yue Sin, who represented Governor Arthur Defensor, Jr.

The Provincial One-Stop Shop will serve as a single place where citizens can first go for local government services, especially for business permits. It aims to make processing faster and easier, and to improve the monitoring of business permits across cities and municipalities in Iloilo province.

It will start with a Help Desk under the Office of the Local Economic Development and Investment Promotion Officer (OLEDIPO), which will handle investment promotion, coordination, and assistance for businesses in the province.

Local government units are also encouraged to use the Business One-Stop Shop (eBOSS), a digital system that helps speed up and simplify the process of getting business permits.

“When government services become faster, simpler, and more accessible, we empower people. Businesses grow, jobs are created, and communities improve,” Yue Sin said.

This initiative falls under MoRProGRes Iloilo, which promotes a province that opens opportunities instead of barriers—building a Fun, Foodie, Friendly Iloilo that is investor-friendly, people-centered, and committed to inclusive growth.

The MOA signing was held as part of ARTA’s Grand Ease of Doing Business Fair, a nationwide initiative led by the Anti-Red Tape Authority (ARTA) in partnership with various local government units, held every May in celebration of the Ease of Doing Business Month.

The activity brings together different National Government Agencies to directly engage with the public and business stakeholders, provide frontline services, process permits, conduct consultations, and promote programs aimed at making government processes faster, simpler, and more accessible.

5 May 2026 | SM Iloilo Terminal Market, Iloilo City - The Iloilo Provincial Government joins the nationwide observance of the 2026 Ease of Doing Business (EODB) Month pursuant to Memorandum Circular No. 2026-0002, Series of 2026, with the theme, “𝘼𝙘𝙝𝙞𝙚𝙫𝙞𝙣𝙜 𝙍𝙚𝙨𝙪𝙡𝙩𝙨 𝙩𝙝𝙧𝙤𝙪𝙜𝙝 𝙏𝙧𝙖𝙣𝙨𝙥𝙖𝙧𝙚𝙣𝙘𝙮 𝙖𝙣𝙙 𝘼𝙘𝙘𝙤𝙪𝙣𝙩𝙖𝙗𝙞𝙡𝙞𝙩𝙮 (𝘼𝙍𝙏𝘼): 𝙏𝙤𝙬𝙖𝙧𝙙𝙨 𝙖 𝙈𝙤𝙧𝙚 𝙋𝙧𝙤𝙙𝙪𝙘𝙩𝙞𝙫𝙚 𝘽𝙖𝙜𝙤𝙣𝙜 𝙋𝙞𝙡𝙞𝙥𝙞𝙣𝙖𝙨.”

As part of the ARTA-led activities for the month-long celebration, the Grand EODB Fair serves as a platform for bringing essential government frontline services closer to the public through a One-Stop-Shop (OSS) setup in partnership with Local Government Units.

Today marks the first day of the activity, where the Iloilo Provincial Government, through the Office of the Local Economic Development and Investment Promotion Officer (OLEDIPO), proudly provides 𝗘𝗠𝗕𝗥𝗔𝗖𝗘 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 services during the 2026 Grand EODB Fair. This initiative reflects the Province’s continued commitment to efficient, transparent, and responsive public service delivery for every Ilonggo.

Through collaborative efforts and citizen-centered programs, the Province supports the goals of improving accessibility to government services and promoting ease of doing business in our communities.

The findings will directly shape IPSDC’s 3-Year Development Plan, including district-level innovation hubs and a provincial startup grant program.
