Rising Health |ICAST Health Advocacy for Children

The ICAST Advocacy Team, represented by Girl ICAST Director and City Agriculturist Ma’am Jia Anne Loreen T. Barlin from Iloilo Scholastic Academy, joined the students of Angela A. Celis Memorial School for the Anti-Smoking and Anti-Va**ng Symposium and the Kids Smoke-free Storytelling Program (KiSS).

Through these advocacy programs, ICAST continues to raise awareness among children and students about the harmful effects of smoking, va**ng, and exposure to secondhand smoke, while encouraging them to embrace a healthy and smoke-free lifestyle.

Together, let us empower our youth to choose health and help build a Smoke-free and Vape-free Iloilo City!

The Iloilo City Anti-Smoking Taskforce (ICAST) Advocacy Team conducted the Kids Smoke-free Storytelling Program (KiSS) and an Anti-Smoking and Anti-Va**ng Symposium at Angela A. Celis Memorial School, in partnership with the Association of Respiratory Care Practitioners of the Philippines (ARCPP).

Through these initiatives, ICAST continues to promote health awareness among children and students, emphasizing the dangers of smoking, va**ng, and exposure to secondhand smoke.

Together, let us empower the youth to make healthy choices and help build a Smoke-free and Vape-free Iloilo City!

Exciting start to Boys and Girls Week 2026!

Jia Anne Loreen T. Barlin officially stepped up today as the Student Counterpart ICAST Director for the Iloilo City Anti-Smoking Task Force!

Director Loreen hits the ground running alongside ICAST Director Iñigo D. Garingalaoas they co-signed the initial official directives for the week. Over the next few days, she will be fully immersed in learning how our office functions, gaining firsthand experience in the strict implementation of Iloilo City Comprehensive Regulation Ordinance No. 2021-255 to keep our public spaces healthy and smoke-free.

But that’s not all! Director Loreen will also be joining the ICAST KISS (Kids Smoke-Free Storytelling) Program, where she will directly interact with young Ilonggos to inspire them about the importance of a clean, healthy lifestyle.

Welcome to the team, Director Loreen! Let’s keep working together for a healthier, smoke-free Iloilo City!

The Iloilo City Anti-Smoking Task Force (ICAST) continues its non-stop enforcement of Regulation Ordinance No. 2021-255 (The Comprehensive Anti-Smoking and Va**ng Ordinance of Iloilo City).
Second-hand smoke and v**e aerosols don't just disappear—they harm the people we love the most. We are strictly monitoring public spaces, plazas, and transportation to shield our kids, elders, and every member of the family from toxic fumes.
Our public spaces belong to everyone, and everyone deserves to breathe clean air.
Let’s look out for one another. Keep our families safe and our city smoke-free!

Regulation Ordinance 2021-255
(The Comprehensive Anti-Smoking and Va**ng Ordinance of Iloilo City)

INDIVIDUAL
* 1st offense - P1,500 and/or 3 days imprisonment
* 2nd offense - P2,000 and/or 5 days imprisonment
* 3rd offense - P5,000 and/or 10 days imprisonment

ESTABLISHMENTS / STORES
* without NO SMOKING and VA**NG Signage - P5,000 and/or suspension or closure
* Display of to***co ads- P5,000 and/or suspension or closure

MINOR OFFENDER:
* PARENT or GUARDIAN will be summoned and pay fine- P1000, P2000 or P5,000.

NOTE: Non-settlement of fines will result to filing of cases.
