Every child, even one who has come into conflict with the law, remains a child first — with the right to protection, guidance, and a second chance.

Maintaining and supporting these children means more than just discipline or punishment. It’s about creating a system that understands the root causes: poverty, lack of education, family breakdown, peer pressure, and sometimes, just bad choices made without full awareness of consequences. The goal isn’t to label them as criminals, but to help them rebuild, reintegrate, and become responsible members of the community.

This involves three key pillars:
- **Protection**: Ensuring their rights are upheld — safe detention, access to education, health, and legal representation.
- **Rehabilitation**: Providing counseling, skills training, education, and psychosocial support so they can correct their path.
- **Reintegration**: Helping them return to family, school, and society without stigma, with continued guidance and community support.

In Barangay Rizal Estanzuela , this work isn’t just the duty of law enforcement. It’s a shared responsibility — parents, schools, barangay officials, social workers, and neighbors all play a role in showing these children that they are not forgotten, and that change is possible.

The real measure of a community isn’t how it punishes, but how it restores.
