DARRO VI BRINGS LEGAL SERVICES CLOSER TO THE PUBLIC AT GRAND EODB FAIR 2026

The Department of Agrarian Reform Regional Office VI (DARRO VI) joined the 2026 Grand Ease of Doing Business (EODB) Fair held on May 25–26 at SM Iloilo Terminal Market, reinforcing the government’s commitment to making public services more accessible, efficient, and responsive to the needs of the people. The activity formed part of the nationwide observance of Ease of Doing Business Month spearheaded by the Anti-Red Tape Authority (ARTA) in partnership with various national government agencies and local government units.

The two-day fair gathered key government agencies in a one-stop-shop setting designed to bring essential frontline services directly to the public. Through the initiative, citizens were provided convenient access to various government programs and services without the need to visit multiple offices, thereby promoting transparency, efficiency, and citizen-centered governance.

As one of the participating agencies, DARRO VI highlighted its commitment to agrarian reform beneficiaries and the general public by offering free legal consultation services. Lawyers and legal officers from the regional office attended to inquiries and concerns involving agrarian laws, land tenure issues, agrarian dispute resolution, land acquisition and distribution matters, and other legal concerns related to the implementation of the Comprehensive Agrarian Reform Program (CARP).

The legal consultation service provided an avenue for landowners, agrarian reform beneficiaries, and members of the public to seek guidance on their rights and responsibilities under existing agrarian laws. By bringing these services directly to the venue, DARRO VI enabled clients to receive immediate assistance and legal advice, helping them better understand the processes and remedies available to address their concerns.

DARRO VI officials emphasized that participation in the Grand EODB Fair aligns with the agency’s continuing efforts to improve public service delivery and ensure that government services remain accessible, especially to those who may have difficulty visiting government offices. The activity likewise served as an opportunity to strengthen public awareness of the Department’s programs and legal services.

The Grand EODB Fair was conducted under the theme promoting transparency, accountability, and improved government service delivery. The event sought to streamline citizen access to government transactions while fostering a culture of efficiency and responsiveness among public institutions. Organizers projected that thousands of Ilonggos would benefit from the wide range of services offered during the two-day activity.

Through its active participation in the fair, DARRO VI reaffirmed its commitment to advancing agrarian justice and delivering quality public service by bringing legal assistance and other essential services closer to the people it serves.

DAR-DTI-DOST Lead ARBO Product Development Planning Session

The Regional DAR-DTI-CARP-DOST Synchronized Planning cm Learning Session on ARBO-Based Product Design, Packaging, and Labeling under the Value-Adding for Livelihood and Food Enterprise Development (VLFED) Project conducted last May 25-26, 2026 at Sam's 21 Hotel, Mandurriao, Iloilo City.

It served as a meaningful platform for collaboration, innovation, and capacity development among partner agencies and Agrarian Reform Beneficiary Organizations (ARBOs).

The activity aimed to strengthen the competencies of ARBOs in developing competitive, market-driven, and value-added products through effective product design, packaging, and labeling strategies. It also highlighted the importance of inter-agency collaboration in empowering ARBOs toward sustainable enterprise development and improved market opportunities.

Through engaging discussions, workshops, and knowledge-sharing sessions, participants gained valuable insights on branding, consumer preferences, product presentation, and compliance with packaging and labeling standards. The activity further encouraged creativity and innovation in enhancing local products while preserving the identity and uniqueness of community-based enterprises.

The synchronized planning component also provided an avenue for partner agencies to align programs, initiatives, and technical assistance mechanisms to ensure efficient implementation of the VLFED Project. The collective commitment of DAR, DTI, CARP, and DOST reflects their shared vision of empowering ARBOs through inclusive growth, enterprise resilience, and sustainable livelihood opportunities.

Indeed, the activity became a significant step toward building stronger partnerships and transforming ARBO products into competitive and market-ready enterprises that can contribute to local economic development.

DAR VI and CPD VI Sign MOU to Strengthen Population Development Programs in Agrarian Reform Communities

The Department of Agrarian Reform (DAR) Region VI and the Commission on Population and Development (CPD) Region VI formally signed a Memorandum of Understanding (MOU) on May 25, 2026, marking a significant step toward enhancing the delivery of population and development programs among agrarian reform beneficiaries (ARBs) and their communities in Western Visayas.

The partnership aims to integrate population and development initiatives into DAR’s programs and services, ensuring that agrarian reform communities are equipped with the knowledge and resources needed to improve family well-being, promote responsible parenthood, support adolescent development, and advance gender-responsive and community-centered development.

Through the agreement, DAR Region VI will facilitate the implementation of population and development interventions within agrarian reform communities, while CPD Region VI will provide technical assistance, advocacy support, and capacity-building activities to strengthen program delivery and community engagement.

DAR Region VI Regional Director emphasized that the collaboration underscores the agency’s commitment to a holistic approach to agrarian reform—one that goes beyond land tenure security by empowering beneficiaries and their families to become active partners in sustainable rural development.

The MOU signing reflects the shared commitment of DAR and CPD to promote inclusive growth, strengthen community resilience, and support the government’s broader development agenda through coordinated and people-centered public service.

LOOK | Stakeholder Engagement Highlights: Day 2

Day 2 of the Problem-Solving cm Consultation Workshop with Civil Society Organizations (CSOs) focused on the consolidation and resolution of various Problems, Issues, Needs, and Concerns (PINCs) raised during the discussions.

The activity also featured messages of support from DARCO Officials, Assistant Secretary Ubaldo Sadiarin, Special Assistant to the National Project Director Jimmy Santiago, and Director Jamil Amatonding Jr..

The workshop concluded with the finalization of outputs and recommendations aimed at strengthening collaboration and improving project implementation of Project SPLIT.

Stakeholders Convene to Strengthen SPLIT Project Implementation

The Department of Agrarian Reform Regional Office VI (DARRO VI) convenes representatives from Civil Society Organizations (CSOs), field offices, the Central Project Management Office (CPMO), and the World Bank for a Problem-Solving cm Consultation Workshop aimed at strengthening the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project. The activity is being conducted on May 18–21, 2025 in Iloilo City and seeks to address operational concerns encountered on the ground, harmonize implementation practices, and formulate practical recommendations to improve the delivery of services to Agrarian Reform Beneficiaries (ARBs).

The SPLIT Project is a flagship initiative of the Department of Agrarian Reform (DAR), co-funded by the World Bank, aimed at accelerating the parcelization of Collective Certificates of Land Ownership Award (CCLOAs) and the issuance of individual electronic land titles (e-Titles) to qualified Agrarian Reform Beneficiaries (ARBs).

As parcelization activities continue across the country, various implementation challenges and operational concerns continue to emerge in the field. These issues, commonly documented through Problems, Issues, Needs, and Concerns (PINCs) submitted by Regional and Provincial Project Management Offices (R/PPMOs) and Civil Society Organizations (CSOs), reveal gaps between established implementation guidelines and actual field conditions.

While Administrative Order No. 2, Series of 2024 serves as the principal reference for parcelization procedures, several on-the-ground situations encountered by implementers and stakeholders remain beyond the scope of existing guidelines. Recognizing the need for responsive and practical solutions, DARRO VI finds it necessary to conduct a collaborative consultation workshop involving CSOs, representatives from the Central Project Management Office (CPMO), and the World Bank.

The activity also serves as a continuing stakeholder engagement mechanism following previous consultations identified as necessary during discussions with the World Bank. It aims to strengthen policy and operational dialogues among project implementers and partners to ensure effective and consistent implementation of the SPLIT Project.
