NATIONAL CORRECTIONAL CONSCIOUSNESS WEEK CELEBRATION 2025 AND PRISON AWARENESS SUNDAY
October 20, 2025 / Monday

The Bureau of Jail Management and Penology joins the nation in celebrating the National Correctional Consciousness Week (NaCoCon Week) 2025 from October 20–26, 2025, carrying the theme:
“Matatag na Paglilingkod, Makabagong Pamamaraan, Maunlad na Serbisyong Pampiitan.”

In line with this, the 38th Prison Awareness Sunday is also observed with the theme:
“Our Merciful God Proclaims Hope for Us Sinners and Restores the Dignity of Persons Deprived of Liberty.”

SJO4 Alejandro C. Deza Jr., Acting Jail Warden of Pototan District Jail, together with JO2 Amy Jane D. Dela Cruz, Unit Welfare and Development Officer, have organized a series of meaningful activities and programs to highlight this celebration. These initiatives are designed to uplift the spiritual, emotional, and social well-being of the Persons Deprived of Liberty (PDLs) and to reinforce their journey toward rehabilitation and reintegration into the community.

The observance of NaCoCo Week and Prison Awareness Sunday serves as a reminder of the Bureau’s continuing mission to promote compassion, reform, and human dignity among PDLs while upholding the principles of restorative justice.

DISASTER PREPAREDNESS MEASURES WITH MDRRMO-POTOTAN
October 20, 2025 / Monday

The Bureau of Jail Management and Penology (BJMP) holds among its core mandates the safekeeping of Persons Deprived of Liberty (PDLs) by providing essential care, ensuring their basic needs, and implementing welfare programs while maintaining maximum security within the jail facility.

However, unforeseen circumstances such as natural calamities, accidents, and other emergencies may occur at any given time. It is therefore imperative that jail personnel and facilities are well-equipped with the necessary skills, knowledge, and preparedness measures to effectively respond to such situations.

On October 20, 2025, the Municipal Disaster Risk Reduction and Management Office (MDRRMO)–Pototan, led by Mr. Richard Pendon, conducted a Lecture on Disaster Preparedness Measures for BJMP personnel. The activity served as an essential learning tool to enhance awareness and readiness in managing potential crises within the facility.

This initiative significantly contributed to the review of the facility’s operational plans, the practice of evacuation routes, and the identification of areas of vulnerability. It reinforces the importance of proactive planning and coordination to ensure the safety and welfare of both personnel and PDLs during emergencies.

POTOTAN, ILOILO — The BJMP Greyhounders Team Pototan was duly recognized during the Civil Service Commission (CSC) 2025 Local Tournament awarding ceremony held at the Pototan Municipal Grounds, Pototan, Iloilo.

Hon. Rafael Enrique P. Lazaro led the awarding and recognition of players from various divisions, departments, and agencies for their active, fruitful, and productive participation throughout the month-long CSC 2025 Local Tournament.

Below are the awards and recognitions received by the BJMP Greyhounders Team Pototan:

🏀 Basketball Inter-Agency Competition – Champion (₱7,000.00 Cash Prize)

BJMP GREYHOUNDERS TEAM POTOTAN EARNS 1ST PLACE ON E-SPORTS TOURNAMENT DURING THE LOCAL CSC 2025

The BJMP Greyhounders Team Pototan led by JSINSP LEO JOHN S ELLE as Team Captain and his team showcased remarkable skill and teamwork as they secured the 1st place in the E-sports Tournament during the Local Civil Service Commission (CSC) 2025 Celebration held at Cordero Covered Gym , Pototan.

This electrifying and fun-filled championship match unfolded between BJMP Greyhounders Team Pototan and Team Yorme captivating the audience with thrilling plays and competitive spirit in virtual arena.

Beyond the gaming skills, the tournament highlighted the value of E-Sports in promoting mentorship, teamwork and collaboration-helping players cultivate discipline, perseverance and emotional resilience while fostering camaraderie among government employees.

Congratulations to the BJMP Greyhounders Team Pototan for this outstanding achievement and for once again proving that teamwork and determination extend even into the digital arena.

BJMP GREYHOUNDERS TEAM POTOTAN VOLLEYBALL WOMEN CLAIMED CHAMPION AND VOLLEYBALL MEN SECURED 1ST PLACE DURING THE LOCAL CSC 2025 VOLLEYBALL COMPETITION @ POTOTAN

With continuing dominance and remarkable back-to-back historic winning streak, BJMP Greyhounders Team Pototan Volleyball Women proudly claimed the championship title while Volleyball Men secured a strong 1st Place finish in the Local Civil Service Commission (CSC) 2025 Volleyball Competition held at the Municipality of Pototan.

A tough and thrilling battle unfolded between BJMP Greyhounder Team Pototan Volleyball Men and MDRRMO-Pototan setting the tone for an action-packed tournament that kept the crowd at the edge of their seats.

This recent victory once again highlighted the team's passion for the sport, showcasing their discipline, respect, teamwork and camaraderie-all while promoting the true essence of sportsmanship and fun through volleyball.

Congratulations to all the players from jail facilities located at Brgy. Nanga, Pototan for their outstanding achievement.

BJMP GREYHOUNDERS TEAM POTOTAN CROWNED CHAMPION ON BASKETBALL INTER-AGENCY TOURNAMENT DURING THE LOCAL CSC 2025 AT POTOTAN

POTOTAN, ILOILO-BJMP Greyhounders Team Pototan completed an eight (8) victory games sweeping off their rivals emerge as champion during Basketball Inter-agency Tournament of Month-long Local Civil Service Commission Anniversary Celebration 2025 at the Municipality of Pototan.

This all-around performances has the right balance of chemistry, team spirit, talent and coaching to bring the team to the top. The team showcased their unwavering commitment, determination and critical stretch amidst all the challenges.

With no stoppage, this championship completed the redemption of BJMP Team Pototan after the past years drought on the Local CSC Tournament has now ended.

We would like to extend our sincere gratitude for the relentless and undying support of the Jail Wardens from Iloilo District Jail-Male Dormitory-JCINSP MARK P MALHABOUR, Iloilo District Jail-Male Dormitory Annex-JSINP LEO JOHN S ELLE, and Pototan District Jail-SJO4 Alejandro C Deza Jr.

Reflection:
A reflection on unity reveals it to be one of the most fundamental and powerful forces in existence, stretching from the metaphysical to the intensely practical aspects of human life.
​The Essence of Oneness
​At its deepest level, unity is about wholeness and indivisibility. Philosophically, it suggests that all of existence—despite its apparent multiplicity—shares a fundamental oneness. This core concept holds that every entity strives to maintain its integrity and identity, resisting fragmentation. For humanity, this translates into an inherent need for connection, belonging, and an acknowledgement of a common humanity.
​Unity in Action: Strength and Progress
​In the human sphere, unity is the bedrock of strength, resilience, and progress.
​Collective Strength: As the saying goes, "Alone we can do so little; together we can do so much." Unity allows individuals to pool their diverse knowledge, resources, and energy, enabling groups to overcome obstacles and achieve goals that would be impossible for any single person. It is the core of successful teamwork, movements, and societies.
​Resilience and Stability: A unified community or nation is inherently more resilient. It can better withstand crises, whether they are natural disasters, economic downturns, or external conflicts. Unity fosters mutual support and a collective commitment to overcoming shared challenges.

Reflection:
Fairness reflection is the conscious practice of self-examination to ensure that our decisions and actions are just, impartial, and equitable in our daily lives. It requires us to look past our personal feelings and biases, actively listen to diverse perspectives, and consider not just equality (treating everyone the same) but also equity (providing different supports as needed to achieve fair outcomes). By regularly engaging in this reflection, whether we're allocating resources among family members, evaluating a colleague's work, or making a community decision, we uphold integrity, build trust, and ensure we are giving everyone their rightful due, thereby fostering a more ethical and considerate environment.

Bible verse:
Leviticus 19:15 (NIV): "Do not pervert justice; do not show partiality to the poor or favoritism to the great, but judge your neighbor fairly." (This verse demands fairness for everyone, regardless of their social status.)
​James 2:1 (NIV): "My brothers and sisters, believers in our glorious Lord Jesus Christ must not show favoritism." (This New Testament verse specifically warns against treating people differently based on wealth or outward appearance.)

Philosophical insights:

Philosophical inquiry views fairness as the fundamental virtue underlying justice, primarily concerned with impartiality and the right distribution of goods, burdens, and rights. Ancient thinkers like Aristotle distinguished fairness as proportionality, where a just share is based on merit or contribution, treating equals equally but unequals differently. In contrast, modern philosopher John Rawls defined "justice as fairness" through his thought experiment of the "Veil of Ignorance," arguing that true fairness requires designing societal rules from an unbiased position where one doesn't know their own social status or advantages, leading to principles that prioritize equal basic liberties and benefit the least advantaged (equity). Thus, the core philosophical insight is that fairness demands a constant reflection on whether outcomes are reached through impartial procedures and whether the resulting distributions respect the equal moral worth of all individuals.

Reflection:
Fairness is not merely an abstract ideal, but a psychological necessity and a continuous practice that governs the health of our personal relationships and social systems. It extends beyond simple equality (treating everyone the same) to embrace equity (adjusting treatment to ensure fair outcomes), requiring constant self-awareness to check our own biases. From deciding how to distribute chores at home, to evaluating performance at work, to engaging with strangers online, the pursuit of fairness demands we act with impartiality, transparency, and respect. When fairness is perceived to be present, it builds trust and cooperation; when it is absent, it triggers powerful negative reactions, leading to resentment, conflict, and a breakdown of social cohesion. Ultimately, reflecting on fairness means acknowledging its ambiguity—that what is fair is often debated—and committing to processes where decisions are made justly, resources are shared equitably, and everyone's human dignity is affirmed.

LOOK: TREE PLANTING ACTIVITY

The BJMP Pototan District Jail, headed by SJO4 Alejandro C Deza Jr., Acting Warden, together with other jail unit actively participated in the Tree Planting Activity held last October 16, 2025, at the Maasin Watershed, Maasin, Iloilo.

To reach the site, participants crossed a river and were greeted by a breathtaking scenery of towering trees and lush greenery, reminding everyone of nature’s beauty and importance.
The said activity served as the kick-off event of BJMP–Iloilo in celebration of the National Correctional Consciousness Week (NACOCOW) 2025.

Trees play a vital role in sustaining life — they help prevent floods and soil erosion, absorb carbon dioxide, and provide cleaner air and cooler surroundings. Through this activity, BJMP reaffirms its commitment not only to reformation but also to environmental protection and community resilience.

As we plant each tree, we plant a promise — a promise to care, to protect, and to nurture both people and the planet. May these trees stand tall as living symbols of growth, unity, and hope for generations to come.

STRUCTURAL INTEGRITY INSPECTION

In the wake of the 6.7 magnitude earthquake felt in Iloilo City last September 30, 2025, the Iloilo District Jail – Male Dormitory Annex, Brgy. Nanga, Pototan, Iloilo experienced structural damages, where our jail facility is located on the 4th floor.

Prioritizing the welfare of both PDLs and personnel, BJMP Pototan District Jail headed by SJO4 Alejandro C. Deza Jr., Acting Warden, sought the expertise of Engineer Lauriano P. Adolacion, Municipal Engineer of the Local Government of Pototan, who conducted a Structural Integrity Inspection of the affected facility. His findings will guide us in ensuring security and resilience moving forward.
Together, we remain steadfast in our mission of safety and service.
