ONE COMMUNITY, ONE GOAL: PROJECT DULOT CHAMPIONS SOLID WASTE MANAGEMENT FOR A CLEANER, FLOOD-FREE SITIO LITTLE JANIUAY

Spearheaded by the Masters in Development Communication 1-A students of West Visayas State University under MDC508 – Communication, Social Marketing & Mobilization, Project DULOT was officially launched in Sitio Little Janiuay, Barangay Cubay, Jaro, Iloilo City. At its core is a comprehensive Social Marketing Plan aimed at improving cleanliness, sanitation, and collective action toward a cleaner, safer, and flood-free community. Prior to the distribution of materials, residents attended an insightful talk, "Pagdumala sang Solid Waste sa Urban Barangay," led by Dr. Leah Gedor-Galilea, Chief of the Management Services Division of DENR PENRO Aklan, reinforcing that informed action is the foundation of lasting change.

As part of the launch, DULOT Starter Kits — containing garbage bins and trash bags — were distributed to 25 households, now proudly recognized as DULOT Champions. A dedicated kit was also turned over to the community's Garbage Collector, complete with protective gear, while a steel-welded trash cage was formally handed over as a communal waste holding facility — practical solutions to long-standing community challenges.

This initiative was made possible through the generous support of major partners: the University of San Agustin Social Action and Community Engagement Office, DENR Employees Multi-Purpose Cooperative, City General Services Office, WVSU College of Communication, and Barangay Cubay, Jaro, headed by Punong Barangay Analye Padilla — and most especially, the residents of Sitio Little Janiuay, whose participation made this launch truly meaningful. Project DULOT is more than material distribution; it is a movement built on discipline, shared responsibility, and the belief that small actions, when done together, create lasting change for the next generation. 🌱♻️

ANO ANG BAG-O SA CUBAY JARO

May newly renovated nga Multi-Purpose Hall ang Barangay Cubay kag nagtambong kita sa blessing sini today.

Sa sulod sini may yara na sang breastfeeding section, library, kag opisina para sa Solo Parent kag counseling. Ini isa ka tikang padulong sa mas maayo nga pagserbisyo sang aton Barangay Council para sa pumuluyo.

Kag agud mas mapabaskog naton ang pagserbisyo sang mga lideres nga kababainhan sang barangay, ginpatigayon na naton ang oathtaking sang Rise Women Association. Magaserbe sila as Nanay Leaders sang mga iloy sang barangay.

Ginkalipay man naton ang medical mission nga ginpatigayon sang barangay officials, University of San Agustin College of Nursing and volunteer doctors. Salamat sa inyo bulig kag maayo nga kabubut-on sa pagserbisyo.

Ang mga pumuluyo sang Brgy. Cubay deserve the best, so we shared some good news to them.

Malayo kuno ang health center nga ginapa check upan nila, so pangitaan naton sang paagi nga makapatukod sang mas mapalapit, sa diin may doctor, nurse kag midwife every week nga ma duty diri.

Hatagan man naton sang free nga maintenance meds for hypertension and diabetes ang mga seniors and pwd basta may reseta from the doctor, kag bisitahon ang aton mga bedridden and stroke patients nga nabudlayan na magkadto sa centro.

Kag bangud ma open na ang klase soon, may free school supplies kita nga ipanagtag sa mga pinalangga naton nga kinder up to senior high school students.

Kag indi lang ina, may 10 kilos nga bugas every other month nga mabaton ang kada household.

Ini tanan inisyatibo nga sigurado gid makabulig sa pang adlaw-adlaw nga pagpangabuhi sang pumuluyong Ilonggo.

Gani, padayon kita nga magatinguha nga makadala sang madamo pa nga mga programa para sa ikaayong lawas kag edukasyon sa Brgy. Cubay, Jaro, amu man sa bug-os nga Siyudad sang Iloilo.

Jaro East Diversion Road| Feasibility Study | Public Consultation

The Department of Public Works and Highways (DPWH) conducted a Public Consultation on the Feasibility Study of the Jaro East Diversion Road on March 5, 2026, bringing together key stakeholders to discuss the proposed infrastructure project. The consultation was attended by representatives from the Office of the City Mayor, the DPWH Regional Office, and the DPWH Central Office, alongside barangay officials and residents of Barangay Cubay, Jaro. The meeting aimed to present the objectives, scope, and potential impact of the proposed diversion road, while ensuring that the voices and concerns of the local community were heard and considered in the planning process.

During the consultation, DPWH representatives presented the initial findings and plans of the feasibility study, highlighting how the proposed Jaro East Diversion Road could help improve traffic flow, reduce congestion in urban areas, and enhance connectivity between key parts of Iloilo City. Officials emphasized that the project is still in the study phase, and that community participation is vital in shaping a road development plan that balances infrastructure progress with the welfare of affected communities. Residents were given the opportunity to ask questions, seek clarifications, and share their perspectives regarding the possible benefits and challenges of the project.

The dialogue between government representatives and community members created a constructive platform for transparency and collaboration. Barangay officials and residents of Cubay expressed their insights on land use, accessibility, and potential social and environmental considerations. The public consultation reaffirmed the commitment of the DPWH and the City Government to inclusive and participatory planning, ensuring that infrastructure development aligns with the needs and aspirations of the community while supporting the long-term growth and mobility of the city.
