RECENTLY | CONDUCT OF MONITORING AND VALIDATION ON THE RICE DISTRIBUTION PROJECT IN MUNICIPALITY OF STA. BARBARA, ILOILO

The Municipality of Sta. Barbara, Iloilo successfully implemented its Assistance to Indigent Individuals and Families through the Rice Distribution Project (AIIF-RDP), becoming the first local government unit in Iloilo Province to implement the program under the FY 2026 Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) on May 28, 2026.

Under the leadership of Mayor Dennis S. Superficial, MD, and through the dedicated efforts of the Municipal Social Welfare and Development Office (MSWDO) headed by Ms. Lany Somcio, in collaboration with other concerned local government offices, the activity was systematically organized and successfully provided assistance to 2,000 beneficiary households, including solo parents and drivers.

Present during the monitoring activity were Project Evaluation Officer (PEO) III Marie Angelie Villalon of the DILG Regional Office VI and Engr. Regil Gumayan, Chief of the DILG Iloilo Province Project Development and Management Unit (PDMU). They were joined by Engr. Christian John Gedor, DILG Iloilo Province Rice Distribution Project (RDP) Focal Person.

The AIIF–Food Assistance Project aims to provide timely, adequate, and targeted food support to indigent individuals and families, particularly during periods of economic hardship, disasters, public health emergencies, and other situations that may affect household food security.

To ensure compliance with the program's implementing guidelines and regulations, representatives from the DILG, DBM, DA, and other concerned national government agencies converged to provide technical assistance and guidance to beneficiary LGUs.

TODAY | PROVINCIAL EXIT CONFERENCE ON THE 2026 ANTI-DRUG ABUSE COUNCIL (ADAC) PERFORMANCE AUDIT AND ACTION PLANNING FOR THE IMPLEMENTATION OF THE 2025 SUPPORT TO BARANGAY DEVELOPMENT PROGRAM (SBDP) PROJECTS

The DILG Iloilo Province successfully conducted the Provincial Exit Conference on the 2026 Anti-Drug Abuse Council (ADAC) Performance Audit and Action Planning for the implementation of the 2025 Support to Barangay Development Program (SBDP) Projects today, May 28, 2026, at Diversion 21 Hotel, Mandurriao, Iloilo City.

The activity focused on strengthening the implementation of anti-drug abuse initiatives and enhancing the delivery of barangay development programs across the province. Field Officers (FOs) were provided with key updates and guidance on various priority programs and administrative concerns to ensure effective local governance and improved program implementation.

Highlighted during the conference were the presentation of major and common findings from the recently conducted 2026 ADAC Performance Audit, updates on the implementation status of the 2025 SBDP Projects, and action planning activities geared toward addressing gaps and improving compliance and functionality of local councils and barangays.

The participants were also updated on the formulation of the Comprehensive Development Plan (CDP) and Comprehensive Land Use Plan (CLUP), integration of Barangay Clearance systems, 2026 CFLGA updates, LCAT-VAWC functionality, SUBAYBAYAN status, rice distribution updates, implementation of the Search for Outstanding Barangay Tanod, and the status of the Barangay Information Management System (BIMS).

The conference served as a venue for aligning strategies, strengthening coordination, and reinforcing the commitment of DILG Iloilo Province and its field officers toward responsive, accountable, and development-oriented local governance.

TODAY | INAUGURATION OF THE 2024 SGLGIF PROJECT IN ILOILO PROVINCIAL CAPITOL

The Iloilo Provincial Government, under the leadership of Governor Arthur R. Defensor Jr., formally inaugurated today, May 25, 2026, the Information Technology (IT) Infrastructures in support of the establishment of the Digital Project Monitoring System located at the Iloilo Provincial Capitol. The project was funded under the FY 2024 Seal of Good Local Governance Incentive Fund (SGLGIF) with an allocation of Php 3,000,000.00.

This project marks another milestone in strengthening digital governance, transparency, and efficient project monitoring in the Province of Iloilo. Through the establishment of the Digital Project Monitoring System, the Iloilo Provincial Government is now better equipped with innovative tools to monitor projects, track implementation progress, consolidate reports efficiently, and ensure that government resources are utilized properly, effectively, and responsibly.

The successful implementation of this project also highlights the Province’s capability to effectively utilize support mechanisms such as the Seal of Good Local Governance Incentive Fund in advancing programs and initiatives that contribute to sustainable local development.

The inauguration and turnover ceremony was graced by Engr. Carmelo F. Orbista, CESO V, DILG Provincial Director; Ms. Valme R. Lujan, PGADH OPPDC; and Dr. Raul N. Banias, Provincial Administrator. Also present during the event were department heads and staff of the Iloilo Provincial Government, as well as personnel from the DILG Iloilo Province Office.

TODAY| KALINISAN SA BAGONG PILIPINAS PROGRAM IN BRGY. BUGA, LEON, ILOILO

Barangay Buga, Leon, Iloilo proudly shines as the 4th Regional Showcase Barangay under the KALINISAN Program.

The activity opened with a welcome message from Punong Barangay Laurenz C. Alimongking, who thanked the Department for recognizing Barangay Buga’s efforts in cleanliness, environmental protection, and disaster preparedness.

Representing Mayor Ma. Lina C. Holipas, Ms. Ikkah Franz C. Cabana delivered a message of support that challenged residents, particularly the youth, to embrace environmental cleanliness as a daily way of life. Given that the municipality of Leon is 85% landslide-prone, she emphasized that clearing rivers and clogged drainages is critical for calamity preparation. Reaffirming the local government's full support, she reminded everyone that maintaining this standard is both a continuous responsibility and a lasting commitment.

Ma. Melinda S. Peralta, MENRO Designate, pledged full support for the program, noting that a clean environment drives community health and progress. She thanked the Department for recognizing Barangay Buga, calling the milestone a true display of Bayanihan. She also commended the barangay’s consistent reporting under the Limpyo Iloilo Program, proving their long-term dedication to green initiatives.

LGOO II Krizza Jane Marie S. Nillos, Provincial Focal Person, provided an overview of the program and emphasized that Barangay Buga emerged as the top barangay in the Municipality of Leon across all component areas.

MLGOO Arfe N. Molanida emphasized that KALINISAN should be practiced as a way of life, encouraging proper waste segregation and environmental responsibility among all community members.

Adding to this, LGOO VII Raymundo D. Palanog, Cluster Head, reminded everyone that while cleanliness and environmental care are everyone’s responsibility, people sometimes forget the importance of sustaining these practices. He emphasized that the government continuously reminds communities to maintain waste segregation and proper disposal as proactive measures against calamities. He also thanked Barangay Buga for accepting the challenge and standing out among the 85 barangays of Leon.

Following the program, participants joined a clean-up drive, clearing drainage canals, collecting waste, and cleaning public spaces. The activity highlighted the community’s unity, volunteerism, and shared commitment to a clean and disaster-resilient barangay.

Also present were representatives from the PNP, Barangay Officials, BHWs, Tanods, BNS, Farmer’s Association, Senior Citizens, 4Ps beneficiaries, BPO representatives, DILG Provincial Office personnel and Cluster one members.

Governor Arthur Defensor Jr. and officials of the Iloilo Provincial Government extended their congratulations to Engr. Carmelo Orbista following his appointment as Director III and Assistant Regional Director of Department of the Interior and Local Government Region VII.

The promotion marks a new chapter in his public service career after years of working closely with local government units in Iloilo.

Defensor thanked Orbista for his contribution to the province’s governance programs and his partnership with the provincial government in advancing initiatives aimed at improving public service delivery.

Provincial officials said Orbista’s stint in Iloilo helped reinforce coordination between the provincial government and local chief executives, particularly in programs centered on transparency, disaster preparedness, and responsive governance at the community level.
