LOOK: LTO-6 issues warning vs parents of underage drivers

The Land Transportation Office in Western Visayas (LTO-6) has issued a strong warning to parents and guardians against allowing minors to drive motor vehicles, citing the legal, safety, and moral consequences of such actions.

LTO-6 Regional Director Atty. Gaudioso Geduspan II stressed that Philippine laws require individuals to meet the minimum age requirement and possess a valid driverโ€™s license to drive legally.

Allowing minors without licenses to operate vehicles is a serious violation of traffic laws and exposes parents or guardians to penalties, including fines and criminal liability.

Geduspan emphasized that driving demands discipline, skill, and maturityโ€”qualities underage drivers often lack. Allowing minors to drive not only endangers their safety but also poses risks to other road users.

Such actions may constitute child abuse under Presidential Decree No. 603 (Youth and Welfare Code) and Republic Act No. 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act). These laws impose severe penalties, including imprisonment of six to eight years for violators.

To address this growing concern, LTO-6, in collaboration with the Philippine National Police (PNP), has intensified its campaign to educate parents and guardians about the risks of allowing minors to drive without licenses.

The initiative aims to raise awareness about the potential hazards, legal repercussions, and the importance of adhering to traffic regulations.

Director Geduspan reiterated the need for parents to take responsibility for road safety:โ€ Our primary responsibility is to ensure the safety of everyone on our roads. Let us prioritize safety and follow the rules to prevent unnecessary road incidents.โ€

Through checkpoints, community engagements, and educational programs, the LTO and PNP are working to ensure only licensed and qualified drivers are permitted to operate vehicles. They urge families to uphold shared responsibility in protecting lives and preventing accidents.

The minimum age to obtain a student driverโ€™s permit is 16, while a non-professional driverโ€™s license is available at 17 with parental consent. Any violation of these rules could result in negligence charges under existing laws.

LOOK: LTO-6 Director Geduspan Orders Businessman to Explain Collision with โ€˜Bingkaโ€™ Stall

The Land Transportation Office in Western Visayas (LTO-6) has issued a show cause order to businessman Ryan Anthony Jugao Soliva following his involvement in a vehicular accident on January 12, 2025, in Brgy. Seminaryo, Jaro district, Iloilo City.

Soliva, 41, was driving a Toyota Hilux pickup, owned by Zake Quirubin N. Derequito, when he collided with a bingka (rice cake) stall near Jaro Plaza.

The collision injured two vendors โ€“ Evelyn Nonay, 48, who sustained abrasions and knee pain, and Kiana Abarde, who reported pain in her left foot.

Both were treated at the West Visayas State University Medical Center.

Soliva is accused of reckless driving, a breach of the Land Transportation and Traffic Code (Republic Act 4136).

LTO-6 Regional Director Atty. Gaudioso P. Geduspan II has issued a show cause order directing Soliva to submit within five days a sworn explanation justifying why his driverโ€™s license should not be suspended or revoked.

Failure to comply will result in the case being resolved based on available evidence.

Responding officers noticed a firearm in plain view inside Solivaโ€™s vehicle.

A lawful search conducted in the presence of Solivaโ€™s girlfriend and media representatives led to the seizure of a Smith & Wesson 9mm pistol (loaded with eight rounds), a Walther Smith & Wesson .380 pistol (loaded with eight rounds), and an Eagle Arms Armalite M15A2 rifle with seven magazines and 221 rounds of ammunition. The fi****ms are under police custody for verification.

Solivaโ€™s arrest coincided with the start of the Commission on Elections (Comelec) gun ban.

He faces charges for possession of unlicensed fi****ms during the election period before the City Prosecutorโ€™s Office.

Iloilo City Mayor Jerry Treรฑas commended Land Transportation Office (LTO-6) Regional Director Atty. Gaudioso P. Geduspan II for his swift and decisive action against a drunk driver who crashed into decorative flower pots along Sen. Benigno Aquino Jr. Avenue on December 27, 2024.

Treรฑas praised Geduspan for immediately revoking the driverโ€™s license, noting the importance of accountability in upholding road safety.

โ€œDriving under the influence of alcohol is a serious threat to public safety, and we appreciate the LTO's prompt investigation and resolution of this case,โ€ Treรฑas said.

The driver, identified only as Danny, admitted to being intoxicated at the time of the incident. Returning home to Brgy. Calubihan, Jaro, after a drinking session, he reportedly became confused and attempted a U-turn, colliding with flower pots used as traffic barriers along Diversion Road in Mandurriao.

The flower pots, installed as part of the city's holiday traffic safety initiative, were damaged, prompting a police investigation. The Iloilo City Police Office quickly apprehended the driver.

Following a recommendation from the LTO Legal Office, Director Geduspan approved the revocation of the driverโ€™s license.

The Land Transportation Office (LTO) issued on Wednesday, Oct. 9, a Show Cause Order (SCO) against the registered owner of a sports utility vehicle (SUV) that made an illegal U-turn at the EDSA-Aurora underpass, its video went viral on social media.

LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said that what the driver of the Hyundai Tucson with Plate No. ZMM842 was reckless and irresponsible as it did not only endanger his life but also of the other motorists.

โ€œWe already received a formal complaint from MMDA chairman Don Artes regarding this incident and this is now the subject of our investigation. Our immediate response was to issue an SCO,โ€ said Assec Mendoza.

Based on the SCO signed by Renate Melitante, chief of the LTO-Intelligence and Investigation Division, the registered owner from Makati City was asked to appear before the LTO Central Office on Oct. 14 to shed light on the incident.

The registered owner was directed to bring with him the driver of the vehicle during the first hearing, together with their written explanation as to why they should not be penalized.

Among the administrative cases against the driver was Reckless Driving (Sec. 48 of Republic Act (RA) 4136) and Obstruction of Traffic (Sec. 54 of RA 4136).

โ€œThe involved driver is further directed to submit a comment/explanation why his/her driver's license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle pursuant to Sec. 27(a) of R.A. 4136 in connection with the incident,โ€ the SCO read.

Assec Mendoza said the registered owner of the involved Hyundai Tucson with Plate No. ZMM842 was already informed that the vehicle was already placed under alarm to prevent any and all transactions while under investigation.

โ€œFailure to appear and submit the written comment/explanation as required shall be construed by this Office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,โ€ the SCO read.

Assec Mendoza said the office of Department of Transportation Secretary Jaime J. Bautista was already informed of the action of the LTO. #

A motorist who appeared to be proud in driving recklessly while drunk at the Bonifacio Global City, the video of which went viral on social media, was issued with a summons by the Land Transportation Office (LTO).

LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II himself was irritated after seeing the video which showed that the driver and at least one of his companions appeared to be proud of violating traffic rules.

โ€œIsa itong iresponsableng gawain na naglalagay sa alanganin ng buhay ng mga road users. Mabuti na lamang at hindi ito nagdulot sa isang aksidente,โ€ said Assec Mendoza.

โ€œHindi natin palalampasin ang mga ganitong asal sa kalsada. Kaya tayo ay nag-issue ng Show Cause Order laban sa may-ari ng sasakyan at driver nito,โ€ he added.

In the SCO signed by LTO-Intelligence and Investigation Division head Renante Melitante, the registered owner and driver of the vehicle, a resident of Sta. Mesa Manila, was asked to appear before the LTO Central Office on Oct. 15.

The SCO also mandated the owner and driver to submit a written explanation as to why he should not be held liable for cases of Reckless Driving (Sec. 48 of R.A. 4136), Driving While Under the Influence of Liquor or Narcotic Drug (Sec. 53 of R.A. 4136) and Improper Person to Operate a Motor Vehicle pursuant to Sec. 27 (a) of R.A. 4136.

The maximum penalty for the offense is revocation of the driverโ€™s license.

The investigation was in response to the viral video posted by a certain "Hombre Estu" entitled "drunk driving at bgc". The incident happened on Sept. 23 along 7th Avenue at Bonifacio High Street.

Melitante said the driver was driving recklessly towards the opposite direction of a one-way street and doing unsafe swerving maneuvers.

โ€œFailure to appear and submit the written comment/explanation as required shall be construed by this Office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand. Land Transportation Office (LTO) Chief, Assistant Secretary Atty. Vigor D. Mendoza II warned driving schools and accredited medical clinics catering to clients of the agency to refrain from engaging in illegal activities that would compromise road safety.

This, after the operation of two driving schools based in Tarlac and Quezon province were both suspended for 30 days for alleged involvement in the fraudulent issuance of Theoretical Driving Course (TDC) and Practical Driving Course (PDC) certificates.

Assec Mendoza earlier ordered a thorough investigation on the fraudulent issuance of TDC and PDC certificates after being tipped off about the modus operandi of some erring driving schools.

He also expanded his order to include accredited medical clinics of the LTO over a separate report of the fraudulent issuance of medical certificates.

โ€œThis is part of our aggressive campaign against fixers. We cannot allow these modus operandi to happen because what is at stake are the safety of road users,โ€ said Assec Mendoza.

LTO-Intelligence and Investigation Division chief Renante Melitante, they immediately deployed poseur clients in compliance with the order of Assec Mendoza which targets at least two driving schools that were tipped to be involved in the fraudulent activity.

In his report, Melitante said their poseur client at the MCSY Driving School based in San Sebastian, Tarlac was able to secure a TDC despite non-appearance through the help of one of the instructors.

Meanwhile, the poseur client at the I-Summit Driving Academy based in Lucena City in Quezon province was also able to secure a PDC despite non-completion of the required hours and despite non-appearance in the mandated road safety seminar.

โ€œWe already issued a Show Cause Order to these two driving schools to demand their explanation why they should not be punished for violating the provisions of the accreditation given to them,โ€ said Assec Mendoza.

โ€œBoth the driving schools were also suspended for 30 days pending the result of the ongoing investigation,โ€ he added.

Assec Mendoza said the aggressive campaign against errant driving schools is part of the instruction of Department of Transportation Secretary Jaime J. Bautista to ensure that only qualified people are given the driverโ€™s license, as part of his advocacy for road safety.

The TDC and the PDC are the major requirements for the issuance of a driverโ€™s license.

โ€œThis action should serve as a stern warning against driving schools and accredited medical clinics to do what is right. Otherwise, we will not hesitate to cancel their operation because what is at stake here are the life and limb of all road users,โ€ said Assec Mendoza.

Assec Mendoza said more operations and investigation will be conducted against erring driving schools and medical clinics based on the information that the LTO has. #
