On 25 May 2026, the Maritime Industry Authority Regional Office VI (MRO VI) led by its Regional Director, Engr. Bernardo A. Pollo, officially launched the implementation of the 𝐋𝐚𝐤𝐛𝐚𝐲 𝐀𝐥𝐚𝐥𝐚𝐲 𝐧𝐠 𝐆𝐨𝐛𝐲𝐞𝐫𝐧𝐨 (𝐋𝐀𝐘𝐀𝐆) 𝐏𝐫𝐨𝐠𝐫𝐚𝐦, a Net Service Contracting Program that will subsidize the latest fare rate adjustment of ALL Shipping Operators in the route Jordan and Buenavista (all in Guimaras) to Parola Wharf, Iloilo City and vice versa.

As early as 5:30 in the morning, passengers enjoyed the reduction of fare rates, paying only Php 30.00, the base fare prior to the ten-peso increase implemented during the onset of the fuel crisis. Engr. Pollo during the launching expressed his heartfelt gratitude to the operators for joining the program and for their unwavering dedication in serving the public. The MRO VI RD likewise encouraged the stakeholders to continue supporting the programs of the government under the administration of President Ferdinand R. Marcos, Jr.

LCDR Lennie Marie B Pelaez PCG representing the Coast Guard District Western Visayas (CGDWV) was present together with personnel of the CG District to discuss the proper method for data sharing which is necessary for the implementation. Operators of both routes were also present and gave their respective messages of support and vowed compliance to the Service Contracting Agreement.

The 𝐋𝐀𝐘𝐀𝐆 Program shall last up to two weeks or until the fund allocated for the program has been fully utilized.

The Maritime Industry Authority represented by its Administrator, Hon. Sonia B. Malaluan, entered in to a Service Contracting Agreement (SCA) with operators plying the routes Jordan and Buenavista (all in Guimaras) to Parola Wharf, Iloilo City for the implementation of the 𝐋𝐚𝐤𝐛𝐚𝐲 𝐀𝐥𝐚𝐥𝐚𝐲 𝐧𝐠 𝐆𝐨𝐛𝐲𝐞𝐫𝐧𝐨 (𝐋𝐀𝐘𝐀𝐆) 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 in Region VI.

On 14 April 2026, the Department of Transportation (DOTr) Department Order (DO) No.2026-008 designated MARINA to implement the Service Contracting Program (SCP) for maritime passenger transport services.

The 𝐋𝐀𝐘𝐀𝐆 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 is a Net Service Contracting Program that will subsidize the latest allowable Rate Adjustments of fare rates during the State of National Emergency Crisis. Passengers of the above-mentioned routes will only pay the base rate of the shipping companies prior to the increase of fares during the fuel crisis. The MARINA shall cover the increase until the fund allocated for the program has been fully utilized.

Present during the historic event and acted as witnesses to the SCA were Dir. Annabell P. Lagas, Director of the Domestic Shipping Service, MRO VI Regional Director, Engr. Bernardo A. Pollo, Port Manager of PPA PMO Panay-Guimaras Engr. Rodel G. Lagmay, District Commander of Coast Guard District Western Visayas Commo Ludovico D Librilla Jr. PCG. Witness also included the Chief Executives of both Jordan and Buenavista, Mayor John Edward G. Gando, and Mayor Samuel T. Gumarin as well as Board Member Hon. Raymond H. Gavileño, Chairperson of the Committee on Transportation representing the Province of Guimaras. The Honorable Mayors extended their support and gratitude to the program that would directly benefit their constituents who were gravely affected by the fare increases.

All operators plying the above-mentioned routes, such as the Guimaras Island Transport Multi-Purpose Cooperative (GITMPC), Buenavista and Jordan Ferry Inc. (BJFI), 3S Marine Transport Services Corp., BAMOSA Marine Transport Corp., and Margie Tenorio are all covered by the said Net Service Contracting Program.

The official Launching and Roll-out of 𝐋𝐀𝐘𝐀𝐆 shall be on 25 May 2026.

In response to fluctuating fuel prices driven by global energy disruptions, the program aims to ease the burden on commuters who rely on maritime transport, while sustaining the operations of ship and boat operators.
Through MARINA Advisory No. 2026-20, the agency formally launches the subsidy-based initiative under the government’s Service Contracting Program (SCP), covering approved fare increases across key domestic routes.

MARINA Administrator Sonia B. Malaluan emphasized that the program is anchored on compassion for commuters affected by rising costs.
“Alam ng MARINA ang bigat na dulot ng energy crisis sa ating mga kababayan. Sa pamamagitan ng LAYAG Program, sinisiguro natin na hindi mapuputol ang kanilang biyahe at hindi sila lubos na mabibigatan. Kaya narito ang gobyerno—umaalalay, at kumikilos,” Malaluan said.

Under the LAYAG Program, the government will provide fare subsidies to participating operators covering approved fare increases on 11 identified high-traffic and essential routes, including:
* Batangas – Puerto Galera vv
* Batangas – Calapan vv
* Jordan Wharf, Guimaras – Parola Wharf, Iloilo City vv
* Buenavista Wharf, Guimaras – Parola Wharf, Iloilo City vv
* Sta. Rosa, Olango Island – Angasil, Brgy. Mactan, Lapu-Lapu City vv
* Liloan, Santander, Cebu – Sibulan, Negros Oriental vv
* Zamboanga City – Basilan vv
* Sta. Cruz, Talicud Island – Poblacion Kaputian (IGACOS) vv
* Surigao City, Surigao del Norte – San Jose, Province of Dinagat Islands vv
* Socorro, Surigao del Norte – Hayanggabon, Surigao del Norte vv
* Socorro, Surigao del Norte – Dapa, Surigao del Norte vv
The program will be participated by 33 shipping operators, supporting 93 passenger vessels operating along these routes.

The subsidy will be computed based on actual passenger volume per trip and approved fare differentials under MARINA regulations, ensuring that passengers continue to pay only the pre-increase base fare while operators are compensated through government support.
Implemented under Republic Act No. 12314 (FY 2026 General Appropriations Act) and DOTr Department Order No. 2026-008, the program reflects a whole-of-government effort to safeguard both commuters and the continuity of maritime services amid global economic pressures.

Through LAYAG, the government reaffirms a simple promise: sa bawat hampas ng alon ng buhay, may gobyernong handang umalalay sa bawat biyahe ng Pilipino.
