The event underscored the shared commitment of government agencies toward sustainable development, environmental stewardship, and resilient communities for every Filipino family.
Representing DHSUD, Regional Director Eva Maria P. Marfil reaffirmed the agencyโs mandate of ensuring access to safe, decent, and climate-adaptive human settlements through the banner program ๐ง๐ฎ๐ต๐ฎ๐ป๐ฎ๐ป ๐ป๐ฎ ๐๐ฎ๐ป๐ฑ๐ฎ ๐๐ฎ ๐๐น๐ถ๐บ๐ฎ.
In her speech representing Secretary Aliling, RD Marfil highlighted the importance of secure land tenure through the ๐๐ฎ๐ป๐ฑ๐ผ๐ด ๐ง๐ถ๐๐๐น๐ผ ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ, emphasizing that land titles are more than legal documentsโthey are foundations of security, dignity, and brighter futures for beneficiary families.
DHSUD also showcased ongoing and upcoming housing initiatives in Iloilo, particularly the Iloilo City Governmentโs ๐๐ฎ๐๐ถ๐ฎ๐ป๐ผ ๐ฉ๐ถ๐น๐น๐ฎ๐ด๐ฒ ๐ฃ๐ฟ๐ผ๐ท๐ฒ๐ฐ๐ in Iloilo City. A model housing unit for the ๐๐ฎ๐๐ถ๐ฎ๐ป๐ผ ๐ฉ๐ถ๐น๐น๐ฎ๐ด๐ฒ ๐ฃ๐ฟ๐ผ๐ท๐ฒ๐ฐ๐ initiative was presented to the publicโa glimpse of this transformative development that aims to provide ๐ญ๐ณ๐ฏ ๐น๐ผ๐ณ๐-๐๐๐ฝ๐ฒ, ๐ฑ๐ถ๐๐ฎ๐๐๐ฒ๐ฟ-๐ฟ๐ฒ๐๐ถ๐น๐ถ๐ฒ๐ป๐ ๐ต๐ผ๐๐๐ถ๐ป๐ด ๐๐ป๐ถ๐๐ for informal settler families living in high-risk riverbank areas. Anchored on sustainable urban planning, the project aligns safe housing with environmental protection and river rehabilitation.
Secretary Aliling, together with Iloilo City Mayor Raisa Treรฑas, awarded Certificates of Entitlement to Lot Allocation (CELA) to 25 beneficiaries from Batiano Village.
Further strengthening climate resilience efforts, DHSUD recognized the ๐ฃ๐๐ฟ๐ผ๐ธ ๐ฅ๐ฒ๐๐ถ๐น๐ถ๐ฒ๐ป๐ฐ๐ฒ ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ of the Iloilo Provincial Government as a model community initiative integrating socialized housing with sustainable features such as solar streetlights, underground power lines, and rainwater harvesting systems. Expansion projects in Oton and initial relocation plans in Santa Barbara are likewise underway in partnership with DHSUD.
Secretary Aliling, along with Iloilo Governor Arthur Defensor Jr., also distributed CELAs to five beneficiaries from Purok Resilience Village and led the ceremonial turnover of climate-resilient housing units.
Also part of the activity was the awarding of the approved housing loans for beneficiaries of Kauswagan Residences in Iloilo City by Pag-IBIG Fund CEO Marilene Acosta, further strengthening opportunities for safe and affordable housing.
DHSUD stands ready to extend technical assistance through its Resilient Urban Design and Development (RUDD) Guidelines to further enhance the projectโs adaptive design and sustainability features.
Also present during the activity are DHSUD Officials for the Expanded Pambansang Pabahay para sa Pilipino Program (Expanded 4PH) Senior Undersecretary Eduardo P. Robles and Dir. Paul Ray F. Hong.

The open dialogue fostered deeper understanding and practical application of relevant laws.

The Department of Human Settlements and Urban Development (DHSUD) Region VI proudly concluded the 2026 National Womenโs Month Celebration through its closing program โPagpupuri kay Juana: Lead like the Babaylans, FILIPINAS!โ held on March 31, 2026.
The event highlighted the strength, creativity, and contributions of women in the workforce through meaningful activities such as the awarding of winners for the Girl Quiz Mondays - the month-long inter-division quizzes covering women-centered laws and trivia, and the presentation of division outputs of the women workforce of DHSUD, including Fuzzy Wire Flower Making and Paint by Numbers and Diamond Painting. ๐ซ๐
One of the program highlights was the awarding of Certificates of Appreciation to recognize the invaluable role of women in DHSUD Region VI.
In his message, DHSUD Regional Office VI GAD Focal Person, Atty. Benjie B. Doce, shared that throughout the month, the agency celebrated not only the achievements of women, but also their everyday strengthโthe ones who lead, nurture, and persevere, and who manage to do it all while balancing meetings, deadlines, and even the role of โoffice life coordinator,โ bringing joy and lightness to the workplace.
He added, โTo all the women of DHSUD Regional Office VIโyou are seen, you are valued, and you are powerful beyond measure.โ
Guided by inspiring messages and strengthened by collective participation, the program served as a reminder of the vital role women play in nation-buildingโleading with courage, wisdom, and resilience, just like the Babaylans. ๐ช๐ผ
In her speech, RD Eva Maria Marfil emphasized that while March may be drawing to a close, the celebration of women should not end with the monthโit should be a daily commitment to honor and value women.

In celebration of National Women's Month and in support of Sustainable Development Goal No. 5 on Gender Equality, the Legal Forum para kay HOAna was successfully conducted on 25 March 2026 at the District 21 Hotel in Iloilo City. The forum brought together officers and members of various homeownersโ associations (HOAs) across the city for a day of legal learning, dialogue, and community engagement geared towards building gender-responsive communities.
The activity was spearheaded by the Department of Human Settlements and Urban Development (DHSUD) Regional Office VI in partnership with the Iloilo City Local Housing Office (ICLHO) and the West Visayas State University College of Law (WVSU COL). Anchored on the theme "WE for Gender Equality and Inclusive Society," the forum also aligned with the broader advocacy of empowering women leaders in communities, as captured in the call to โLead like the Babaylans, Filipinas!โ ๐
The program formally opened with the Opening Remarks given by DHSUD Regional Director EnP Eva Maria P. Marfil, CSEE who emphasized the importance of equipping HOA leaders with legal knowledge to better manage their communities and uphold the rights and welfare of residents.
The forum featured a series of informative presentations from legal experts and practitioners from the WVSU College of Law. First, Atty. Regina Johanna V. Gustilo, WVSU COL faculty member, discussed Republic Act No. 9262 or the โAnti-Violence Against Women and Their Children Act of 2004,โ highlighting legal remedies available to victims and the role of communities in prevention and response. This was followed by a presentation on Republic Act No. 7877 or the โAnti-Sexual Harassment Act of 1995โ by Law Student Practitioner Paul Gabriel T. Barranco, who explained the scope of the law and its relevance in the work-related or employment as well as education or training environments. Another key topic covered was Republic Act No. 11313 or the โSafe Spaces Act,โ more commonly called the "Bawal Bastos Law" presented by Law Student Practitioner Allen Dave F. Evidente. The discussion underscored the importance of maintaining safe and respectful shared spaces in streets and public spaces, the workplace, educational and training institutions, and even in the online sphere.
An open forum provided participants the opportunity to raise questions, clarify legal concerns, and share experiences from their respective associations and communities. This interactive segment fostered meaningful dialogue and reinforced the practical application of the laws discussed.
The event concluded with the awarding of certificates of appreciation and tokens to resource persons and partner institutions, followed by closing remarks from Atty. Peter Jason J. Millare, Department Head of the Iloilo City Local Housing Office. He reiterated the cityโs commitment to strengthening homeownersโ associations through continued education and collaboration.
Overall, the Legal Forum para kay HOAna served as a vital platform for empowering HOA officers and members with legal awareness, promoting gender sensitivity, and encouraging proactive leadership in building inclusive and resilient communities in Iloilo City.

SKILLS TRAINING IN FLOWER MAKING FOR WOMEN EMPLOYEES
As part of the monthlong celebration of the National Womenโs Month, the Department of Human Settlements and Urban Development Region VI conducted a skills training on flower making to its women workforce on March 17. 2026.
The activity aimed to empower women employees by enhancing their creativity, learning a new skill and providing a relaxing hands-on experience.
The workshop was facilitated by Ms Arriane Marie J. Madjos-Tabasin, who has been into curated handcrafts as her business. She guided and assisted the participants through a step-by-step process in creating handcrafted fuzzy wire flowers.
Overall, the day has not only produced and fashioned different kind of flowers but has fostered camaraderie, relaxation and enjoyment to its women workforce as well.
