READ | DILG’s Proposed P287.4-Billion 2026 Budget Gains Senate Committee Approval

The Department of the Interior and Local Government’s (DILG) proposed P287.4-billion budget for Fiscal Year 2026, covering its ten attached agencies, has received the approval of the Senate Committee on Finance and is now up for presentation to the Senate plenary.

“Bawat pisong nakalaan dito ay patunay ng ating malasakit at determinasyon para sa mas ligtas na mga komunidad, matiwasay na mga ahensya, at pamahalaang lokal, at isang matino, mahusay, at maaasahang Kagawaran,” said DILG Secretary Jonvic Remulla during his presentation of the budget on Thursday.

The proposed 2026 budget is 1.8 percent higher than the 2025 appropriation. The Philippine National Police (PNP) receives the largest allocation at P210.1 billion, followed by the Bureau of Fire Protection (BFP) with P32.7 billion, and the Bureau of Jail Management and Penology (BJMP) with P29.3 billion. Other allocations are as follows: DILG Office of the Secretary – P8.9 billion; National Police Commission – P2.5 billion; National Commission on Muslim Filipinos – P1.2 billion; Philippine Public Safety College – P1.2 billion; Local Government Academy – P544 million; Early Childhood Care and Development Center – P357 million; National Youth Commission – P323 million; and Philippine Commission on Women – P180 million.

According to the DILG, the proposed budget will support the hiring of 6,000 new police, fire, and jail personnel; the construction of 99 new fire stations and one jail facility; maintenance of newly built fire stations and fire trucks; procurement of fi****ms and radios for the BJMP; establishment of national child development centers; and the full operationalization of the DILG Negros Island Region, among others.

Secretary Remulla underscored that the Department will ensure the judicious use of public funds to build safer, stronger, and more inclusive communities under the Bagong Pilipinas vision. He said the DILG remains firm in its commitment to make every peso work for the Filipino people through stronger local governance, more efficient institutions, and more resilient communities.

READ | DILG Urges Strengthened Earthquake and Tsunami Preparedness Following Recent Seismic Events

The Department of the Interior and Local Government (DILG) urges all Local Chief Executives (LCEs) to strictly enforce critical earthquake and tsunami preparedness measures following the recent strong earthquakes that struck northern Cebu and eastern Mindanao.

Underscoring proactive leadership and community readiness, the DILG stressed that local government units (LGUs) must act urgently and consistently to protect lives and infrastructure. Emergency protocols, evacuation plans, and response systems must be fully operational, regularly updated, and clearly communicated to the public.

Based on the recommendations of the Department of Science and Technology–Philippine Institute of Volcanology and Seismology (DOST–PHIVOLCS), the DILG reiterates that residents in coastal areas must remain alert to natural tsunami warning signs such as strong ground shaking, sudden sea level changes, or an unusual ocean roar, and immediately evacuate to higher ground without waiting for official advisories.

LGUs must implement minimum critical actions outlined in the L!STONG Pamayanan Tsunami Toolkit. For distant tsunamis, preemptive evacuation in coastal and low-lying areas must be conducted. For local tsunamis, immediate forced evacuation must be enforced. In both cases, evacuees must stay in designated centers until the tsunami warning is lifted.

For earthquake preparedness, the DILG reminds communities to expect aftershocks and to practice the “Drop, Cover, and Hold” protocol. LGUs must deploy engineering teams to inspect critical infrastructure and prohibit the reoccupation of damaged structures unless declared safe.

The public is also reminded to refrain from spreading unverified information and to rely solely on official updates from DOST–PHIVOLCS, the National Disaster Risk Reduction and Management Council (NDRRMC), and local DRRM offices.

LGUs are directed to update disaster plans, activate Emergency Operations Centers and Incident Management Teams, and ensure the readiness of evacuation centers. Structural assessments of public and private buildings must be prioritized, especially in quake-affected areas.
In line with Operation L!STO protocols, LGUs must conduct community education activities, house-to-house information campaigns, and regular preparedness drills. Accurate population data must guide evacuation planning, while food, medical supplies, and rescue equipment must be prepositioned.

Coordination with Regional and Provincial DRRMCs, DOST–PHIVOLCS, and other concerned agencies is essential for technical support and risk assessments. LGUs must also ensure clear evacuation routes, visible signage, designated safe zones, and trained response teams ready for rapid deployment.

The DILG reaffirms its full support to all LGUs in strengthening disaster resilience. Through vigilance, preparedness, and decisive leadership, communities can significantly reduce the risks and impacts of earthquakes and tsunamis, advancing the national goal of a safer and more resilient Bagong Pilipinas.

GOV MEETS CIVIL DEFENSE CLUSTER FOLLOWING 4.4 MAGNITUDE QUAKE

NOW HAPPENING: Gov. Arthur Defensor Jr. convened the Civil Defense Cluster following a 4.4 magnitude quake that jolted the municipality of Guimbal this morning, October 15. The province’s intensity meter recorded an Intensity III.

The PDRRMO and the Provincial Engineer’s office also briefed the governor of the structural integrity status of the Iloilo Provincial Capitol building after a series of quake that strikes the country in the few days.

According to DILG Memorandum Circular No. 2023-001, all Provincial, City, Municipal, and Barangay Governments are encouraged to establish a Barangay Community Garden — a project aimed at strengthening food security and promoting sustainable, local food production.

✨ Barangay Community Garden
This initiative refers to a piece of land or several patches of land cultivated by the barangay for planting and growing vegetables and fruit-bearing trees. It serves not only as a source of nutritious food but also as a means of livelihood for the community.

👩‍🌾 In the Municipality of Badiangan, our model barangay is Brgy. Agusipan, which continues to push for community gardening — not just to ensure food security but also to provide additional income opportunities for their residents.

📍 Recently, our DILG Badiangan Office, headed by Ma’am Jean Quistadio, personally conducted a visit to Brgy. Agusipan to check and observe the development of their garden project. The team was warmly received by Punong Barangay Emily Abunto and the Barangay Kagawads, showing their strong support and commitment to the program.

🌾 As we all know, Badiangan is an agricultural municipality, and programs like this embody our commitment to making agriculture a source of both nourishment and progress for every Badianganon.

NEOs FLASH | In pursuit of transformative and people-centered governance, the Department of the Interior and Local Government (DILG) Region VI convened the 3rd Batch of the NEO Plus Program: Transformative Leadership for Elevated Governance Refresher Course for Reelected Local Officials.

The three-day capacity development activity gathered over a hundred elected and reelected local officials from 13 cities and municipalities—Dao, Dumalag, Dumarao, Ivisan, Maayon, Mambusao, Panitan, Pilar, Pontevedra, President Roxas, Roxas City, Sapian, and Sigma—united by a shared goal of nurturing responsive and excellent local governance.

Capiz Governor Fredenil H. Castro opened the event by underscoring the importance of renewed leadership and genuine motivation in sustaining public trust. This was followed by the opening of the exhibit and networking lounge, where partner national government agencies showcased their key programs and services to participating LGUs.

ARD Maria Calpiza J. Sardua, CESO IV provided an insightful overview of the NEO Plus Program, setting the tone for the sessions that followed. Meanwhile, RD Juan Jovian E. Ingeniero, CESO III emphasized the importance of inclusive dialogue, openness to change, and a steadfast commitment to transparency and accountability as the foundations of transformative governance.

Capping the day’s discussions, LGOO VII Medel M. Espinosa, Chief of the Local Government Capability Development Division, led the LGU Vision Board activity—encouraging participants to creatively articulate their aspirations for their respective localities. The day concluded with a booth tour and networking session that inspired collaboration and reflection, reinforcing the collective pursuit of governance that listens, learns, and leads with integrity.

Alinsunod sa Seksyon 21 ng RA Blg. 10121 ang Local Disaster Risk Reduction and Management Fund (LDRRMF), na nagkakahalaga ng hindi bababa sa limang porsyento (5%) ng tinatayang kita mula sa mga regular na pinagkukunan, ay ilalaan upang suportahan ang mga aktibidad sa pamamahala sa disaster risk management tulad ng, ngunit hindi limitado sa:

• Mga programa sa paghahanda bago ang kalamidad (pre-disaster preparedness) kasama ang pagsasanay (training).
• Pagbili ng mga kagamitan sa pagtugon at pagsagip (disaster response and rescue equipment).
• Mga suplay at gamot (supplies and medicines).
• Para sa mga aktibidad pagkatapos ng kalamidad (post-disaster activities).
• Pagbabayad ng mga premium para sa Calamity Insurance.

Ang LDRRMF ay sasaklaw sa:

• Tatlumpung porsyento (30%) na lump-sum na alokasyon para sa Quick Response Fund (QRF). Ito ay maaaring gaminitin bilang pre-disaster o standby fund ng LGU upang matulungan agad ang mga komunidad na sinalanta ng mga sakuna at krisis

• Pitumpung porsyento (70%) na alokasyon para sa pag-iwas at pagpapagaan ng kalamidad (disaster prevention and mitigation), paghahanda (preparedness), pagtugon (response), rehabilitasyon (rehabilitation), at pagbawi (recovery).
